Instructions for Using Strategy Development Template
This template is intended for use in helping draft and articulate a strategy and set of actions for achieving a particular keystone target. A sub-group of a particular pillar team would be assigned to work on a specific keystone. Using this template, the sub-group would answer the questions posed, working in numerical order from 1 to 12. The questions are designed following a common logic model framework that ensures actions are designed to implement a clear strategy for achieving the keystone. Note there is a blank version of the template and a copy with hypothetical examples filled in - each are shown as separate worksheets. In using this template, paying attention to the following will be helpful: 1. A particular keystone is a way of achieving Chesapeake 2000 goals, which have their own logic framework (a diagram of this is available). Reflecting the specific connection of your keystone to these goals (in question 2) will help focus the logic of your strategy at a gross level. 2. Out of practicality it is convenient to take a first pass through strategy development keystone by keystone. But, in fact, there are connections between many keystones and there may be linked or common strategies. You may want to make note of possible links in the "context" column and articulate possible connections in describing the overall strategy. When subgroups assemble together after constructing these initial drafts, we'll work through the connections. 3. When you have worked all the way through the sheet and developed a complete set of major actions, you should go back and test each action: how does the action achieve an objective (11), is that objective central to the strategy (10), does the strategy take advantage of the interests of key decision-makers (9) and so forth back to the keystone. 4. As a note, in the next step, after completing the strategy template, we'll take the actions and convert them into an action plan. A basic action plan template is included as a separate worksheet for future use.
