DRAFT MINUTES OF THE MEETING OF ADDERBURY PARISH
COUNCIL HELD AT CHURCH HOUSE, ADDERBURY ON
TUESDAY, 24TH FEBRUARY 2009

PRESENT: Diane Bratt (Chairman), David Griffiths (Vice Chairman), Ann Lyons,

09/021 The minutes of the meeting held on 13th January 2009 were taken as read, duly adopted and
       signed.

09/022 DECLARATION OF INTEREST

        The following interests were declared:

              All Councillors - Trustees of the Lucy Plackett Activity Centre

09/023 MATTERS ARISING FROM THE MINUTES OF 13TH JANUARY 2009

MR/IB   a)    The Clerk advised the costs of funding a light in the lychgate area was the
              responsibility of the Parish Council and not Oxfordshire County Council. It was
              agreed that Martin Rye and Ivor Burgess would meet with John Hamer from
              Oxfordshire Highways to discuss the positioning of the light and residents in this
              area would be contacted.

        b)    Grass area at The Rise – It was agreed that a possible solution might be to vary the
              route that the school bus takes and the Clerk would establish who was responsible for
              agreeing the school bus routes and would also again contact Cheney Coaches.

        c)    Lucy Plackett entrance gate – It was agreed that the Clerk would obtain quotes for the
              installation of removable bollards.

        d)    Budget & Precept 2009/2010 – The final budget/precept document was circulated and
              accepted by all members.

09/024 OPEN FORUM

     Police Community Support Officers Nikki Dale and Lana Smith gave a brief report advising
     that anti-social behaviour in Adderbury had increased. They had been working with young
     people in several villages to help tackle anti-social behaviour and stressed the importance of
     residents contacting the PCSO’s to report any crime or anti-social behaviour, no matter how
     small. They were in full support of the Parish Council providing a youth club for the
     youngsters and advised that they had tried to make contact with the youth club members but
     it did not seem that they were welcome at this time.

     Colonel Stuckey advised there had been some vandalism at the Lychgate area recently and
     he had been negotiating with Darren Mizen from Oxfordshire County Council regarding the
     church barrier.

09/025 CO-OPTION OF MEMBER

PH   It was agreed to co-opt Mike Dolamore onto the Parish Council and he would be invited to
     attend the next meeting.

09/026 ACCOUNTS FOR PAYMENT

09/028 PLAY AREA INSPECTIONS

PH    Lucy Plackett - Joyce Cox reported that the bench needed repairing as there was one slat
      missing and the back had been torn away. It was agreed that the seat could be repaired and
      made into a bench. The Clerk would look into this.

PH    The Rise – David Griffiths advised the entrance gate had been vandalised and a small
      amount of litter, broken glass and graffiti had been found by the multi-game and seat area.
      It was agreed the Clerk would contact Cherwell District Council regarding the graffiti and
      arrange for the gate to be repaired and the glass removed.



09/029 ADDERBURY RUNNING CLUB

PH       An e-mail had been circulated from Adderbury Running Club in which they had asked for
         permission for the Adderbury Half Marathon to commence and finish at the Lucy Plackett
         Playing Field on 11 July 2009. This was approved by all members and it was agreed that
         Adderbury Running Club would be responsible for their own public liability insurance.
         The Running Club had also advised they were looking into creating a “Trim Trail” which
         could be used by villagers and it was agreed that the Parish Council would be in support of
         this idea.

09/030 ADDERBURY COURT

PH       The Chairman advised that Spratt Endicott, Solicitors had requested a meeting be arranged
         between Roger Freeman and the Parish Council to discuss proposals to be put before the
         Crown for the purchase of this land. It was agreed to write to the residents of Adderbury
         Court and if in agreement a meeting would be arranged with Mr Freeman.

09/031 SALT BINS

AL/PH    Requests had been received from residents of Kemps Road and Dog Close for salt bins. It
         was agreed that Ann Lyons would look at where a bin could be situated at Dog Close and
         Pam Haynes would also look at where a bin could be placed in Kemps Road.

09/032 PEDESTRIAN CROSSING AT TRAFFIC LIGHTS BY CHRISTOPHER RAWLINS

PH       Ian Asbury reported that a resident had complained that pedestrians had too little time to
         cross safely and had asked if the green man could be lit for a longer period. It was agreed
         this was a reasonable request and the Clerk would contact Oxfordshire County Council and
         advise Christopher Rawlins Primary School of the Parish Council’s request.

09/033 ADDERBURY COURT/CROFT LANE FOOTPATH

PH       The Chairman reported that a number of complaints had been received about the state of
         repair of the footpath between Adderbury Court and Croft Lane and that the Clerk was
         liaising with Sarah Aldous at Oxfordshire County Council regarding the footpaths in this
         area.

09/034 FLOODING

IA/RA/   Ian Asbury advised that Cherwell District Council had contacted the Parish Council
DB/PH    regarding flood protection measures in Adderbury and required access across the Lucy
         Plackett Playing Field in order to carry out works to the wooden footbridge over the brook.
         It was agreed that a meeting would be arranged between Cherwell District Council, Ian
         Asbury, Councillor Rick Atkinson and Diane Bratt. An agreement, in writing, would be
         sought from Cherwell District Council whereby they agree to reinstate the area after work
         has taken place.



09/035 THE POUND
                                               7


PH      It was reported that Mr Verdon had requested the Parish Council waive the legal fees which
        had been charged for renewing the Pound Licence. It was agreed to write to Mr Verdon
        advising that the Parish Council would pay 50% of the legal fees.

09/036 PAVILION SITE LEASE

PH      The Chairman reported that Adderbury Park Football Club had requested the legal fees for
        renewing the lease be reduced or paid in full by the Parish Council. It was agreed that the
        Clerk would write to the Football Club reminding them of the terms of the lease in which it
        states that fees for preparing the lease are to be met by the Football Club.

09/037 REINSTATING OF SPORTS EQUIPMENT AT LUCY PLACKETT

DB      Three companies had supplied quotes for providing a tarmac base at the Lucy Plackett
JC      Playing Field in order that the sports arena could be reinstated. It was agreed to contact
AL      these companies again asking for additional information and Diane Bratt, Joyce Cox
        and Ann Lyons would arrange to meet at the Playing Field to discuss the next step forward.

09/038 THE RISE BUS SHELTER

        Quotes were received for the replacement of the vandalised glass panel in the bus shelter at
        The Rise and it was agreed to accept the quote for £140.00 + VAT from Paul Turner.

09/039 RECYCLE WITH SPRING CLEAN 2009

JC      A letter had been received from Cherwell District Council asking if local groups would like
        to take part in “Recycle with Spring Clean”. It was agreed that Joyce Cox would ask the
        Cubs, Scouts, Brownies and Guides if they wished to take part.

09/040 GRASS MAINTENANCE

PH/MR   Martin Rye reported that a verbal quote had been received from one grass contractor for the
        grass maintenance currently carried out by Oxfordshire Highways. It looked as though it
        could be cost effective to take over the Highways grass maintenance and it was agreed,
        therefore, that the Clerk would contact Highways advising that the Parish Council would
        take over the Highways grass maintenance. Quotes would be obtained from those
        companies who had already expressed an interest and this would be reported on at the next
        meeting.

09/041 ADDERBURY CEMETERY

PH      a)    Memorial inspections – Patricia Leeman reported that this had now been completed
              and that she had identified four grave stones which were a cause for concern. It was
              agreed that the Clerk would speak to J & M Humphris in this regard.


PH      b)    Rules and Regulations – A discussion took place regarding the number of plots which
              could be reserved for one family and it was agreed that a maximum of two single

              plots or one double plot could be reserved at any one time. It was also agreed that the
              Cemetery is provided by Adderbury Parish Council for parishioners and if there was a
              requirement by non parishioners this would be treated on an individual basis at the
              Parish Council’s discretion. The Rules and Regulations document would be amended
              to this effect accordingly.

PH      c)    The Clerk reported that some of the Burial plots did not correspond exactly with the
              Cemetery Plan and that the Undertakers had asked if it would be possible for future
              plots to be marked out in readiness for the grave digger. Advice had been sought
              from the Undertakers on how to go about this and the Clerk had been advised to seek
              the assistance of a professional company. It was agreed the Clerk would obtain more
              information.

09/042 CONSULTATIONS

        a)    Northamptonshire Minerals & Waste Development Framework
        b)    West Northamptonshire Joint Core Strategy

        No comments were received from Councillors for the above consultations.

09/044 VERY URGENT BUSINESS

        a)    The Clerk advised that she would be on holiday from 6th until 14th March.

        b)    Ian Asbury reported the 30 mph speed restriction signs would be installed on
              16 March 2009
