To the Officers and Members of Local 1109:
On Tuesday, February 16,2010 the Election Committee met at 1845 Utica Ave to count
ballots for the proposed By Laws amendments. The total amount of ballots received
were 433. Thirty-one of ballots were excluded for incorrect address and label tampering.
We counted 402 ballots and recounted twice for accuracy. On some ballots all
propositions were not voted for.
Our findings were as follows: Proposition I - 308 yes votes 94 - no
Proposition II - 293 yes votes 108 - no
Proposition III - 323 yes votes 79- no
Proposition IV - 327 yes votes 70- no
Proposition V - 320 yes votes 67 - no

LOCAL 1109 PROPOSED BYLAW AMENDMENTS
1. Article V, Section 2(B) shall be amended as follows:
Current Bylaw
Article V, Section 2(B): The initiation fee for the Local shall be $10.00.
Proposed Bylaw
Article V, Section 2(B): The initiation fee for the Local shall be $25.00.

2. The following provision establishing a re-entry fee shall be added as Article V, Section 5:
Article V, Section 5 - Re-entry Fee
A withdrawal card shall be issued by the Local upon application of a member in good standing
leaving the jurisdiction of the Union. Should the holder of a withdrawal card later return to the
jurisdiction of the Local, that individual shall not be required to pay an initiation fee if such card
is presented to the Secretary-Treasurer of the Local within 30 days of that person returning to the
Local's jurisdiction. The fee for re-entry into the Union/Local for any individual who voluntarily
removes him or herself from membership by accepting a position outside of the Union for a
period in excess of30 days in any calendar year shall be $1109, to be paid to the Local within 30
days of returning to the Local's jurisdiction.

3. The following provision creating the Local 1109 Special Members' Relief Fund shall be
added as Article VI, Section 3:
Article VI, Section 3 - Relief Fund
The sum of $ .50 per week shall be deducted from each member's dues and deposited in a
separate account titled "Local 1109 Special Members' Relief Fund" and shall be used to provide
financial support to members during a strike.

4. Article XIV, Section I(C), subd. 2 shall be amended as follows:

Article XIV, Section I(C), subd. 2: Executive Board members (other than Local Officers) and
delegates to the Union Convention shall be nominated by petition signed by one hundred and
twenty-five (125) members of the Local in good standing.
Proposed Bylaw
Article XIV, Section I(C), subd. 2: Executive Board members (other than Local Officers) and
delegates to the Union Convention shall be nominated by petition signed by one hundred and
twenty-five (125) members of the Local in good standing. Three Executive Board members shall
be elected, one from each of the following divisions or crafts: (a) Construction; (b) Installation &
Repair; and (c) Inside. Nominees for Executive Board must be regularly working in the divisions
or crafts they will represent.

5. Article XIV, Section (C), subd. 3 and Article XIV, Section 2(A) shall be amended oas
follows:

Article XIV, Section I(C), subd. 3: Business Agents shall be nominated by five (5) percent of
the membership regularly working in each of the divisions, crafts or geographical areas to be
represented by a Business Agent or Business Agents. The Local President shall designate not less
than 90 days before the election the number of Business Agents to be elected and the divisions,
crafts or geographical areas they will represent.
Proposed Bylaw
Article XIV, Section I(C), subd. 3: Business Agents shall be nominated by five (5) percent of
the membership regularly working in each of the divisions, crafts or geographical areas to be
represented by a Business Agent or Business Agents. The Business Agent or Business Agents
elected from a particular division, craft or geographical area must regularly work in that division,
craft or geographical area. The Local President shall designate not less than 30 days before the
election the number of Business Agents to be elected and the divisions, crafts or geographical
areas they will represent.

Business Agents shall be by secret ballot of the entire membership.
Proposed Bylaw
Article XIV, Section 2 (A): Election of Local Officers and Local Executive Board members
shall be by secret ballot of the entire membership. Election of Business Agents shall be by secret
ballot of the membership regularly working in the divisions, crafts or geographical areas the
Business Agents will represent.
