ACTION ON THE SECTORAL LEVEL

• Continuous negotiations of the sectoral collective
    agreement in the textiles and clothing sector
•   Signing of the sectoral collective agreement
•   Apply to the Ministry of Labour asking to extend
    the collective agreement for all textiles and
    clothing sector
•   Creating of a permanent bipartite bargaining
    body (board, committee or commission)

                     DURATION OF THE PROJECT:
                      April 2005 – February 2008
           Project description

• The main objectives of the Project are to
  increase:
  – the competitive advantage of the Lithuanian apparel
    and textile industry branch;
  – the productivity of enterprises;
  – awareness of social partners by increasing
    qualification, knowledge and skills of workers,
    managers and other representatives of the social
    dialogue.
• And to develop sectoral social dialogue
Project aims
• To prepare experts, who would be able on the enterprise level of
    the Lithuanian apparel and textile sector to develop the social
    dialogue, which would secure the successful implementation of
    various forms of social partnership.
•   To elaborate the Manual on the social partnership, to provide
    training for workers and managers from 12 enterprises, who
    would be able to develop the social dialogue in their enterprises.
•   To provide training for enterprises employees and employers
    representatives on bargaining skills, to help them to understand
    mechanisms of compromise seeking.
•   To arrange 6 training sessions on conducting the social dialogue.
•   To prepare a draft of the industry branch collective agreement for
    signing.
•   To prepare enterprises social mediators (intermediaries)
    responsible for management of the social dialogue between
    employees and employers in order to increase competitive abilities
    of the Lithuanian apparel and textile branch economy on the
    European Union common market
Project aims (2)
• To analyse actions of mediators, the system and the current
    environment and elaborate the training programme “Social
    Mediator of the Enterprise”.
•   In order to enhance the training process, to prepare the electronic
    version of the training programme “Social Mediator of the
    Enterprise” and publish in on the internet for self-training
    purposes. To secure the quality and efficiency of such self-training
    process.
•   To establish the system to monitor (constantly supervise) and
    inform about the social dialogue.
•   To secure the streamlined development of the social dialogue and
    quality awareness of social partners.
•   To elaborate methodology and means to monitor the social
    situation on an enterprise,
•   To create the electronic version of such information programme
    and publish it on the internet.
•   To train social partners and enterprises„ social mediators how to
    use it.
