Parks, Conservation and Lands (PCL) is a Branch within the Environment and Recreation Network responsible for the planning and management of the majority of ACT parks, reserves, forestry plantations and public domain, including lakes, street trees, public open space and city places. It protects and conserves the natural resources of the ACT, promotes appropriate recreational, educational and scientific uses of our parks and reserves, and maintains the look of the city and its environs. PCL engages contractors to provide key services to achieve agency goals. The Contracts Officer works with staff to integrate contract development, management and monitoring across PCL with the provision of advice, systems and registers to operational field staff. The Contracts Officer plays a key role in developing and promoting agency contract management compliance with ACT Government policies and guidelines, including contract risk management. PRIMARY OBJECTIVE (S): Ensure contract management guidelines, procedures and planning frameworks are consistently maintained across PCL business and operational units. Contract management registers, performance monitoring and reporting systems are developed and maintained across PCL. Promote PCL awareness and compliance with ACT government procurement and contract management policies and principles. Provide advice, support and liaison for PCL contract and risk planning procurement processes in consultation with ACT Procurement Solutions, and ensure contract management and procurement records are maintained throughout the contract phase.

MAJOR DUTIES Develop contract management guidelines, procedures and planning frameworks for use across PCL business and operational units. Maintain PCL contract management registers, performance monitoring and reporting systems for PCL business units (excluding Regional Maintenance & Cleaning contracts). Support PCL compliance goals with ACT government procurement and contract management policies and principles via regular training, monitoring and reporting functions. Liaise with key stakeholders (PCL contract managers and ACT Procurement Solutions advisors) to ensure that contract management planning, risk planning, contractor performance monitoring and document/record keeping functions are developed throughout the contract procurement phase and maintained throughout the life of the contract. Implement and review TAMS contract management Audit Recommendations to improve accountability & compliance outcomes. Monitor PCL contract procedures and in consultation with TAMS Strategic Finance and PCL Contract Management staff, audit contractor invoicing for compliance with PCL guidelines and policies. Provide project development and administrative support to the PCL Systems Support team. KNOWLEDGE, SKILLS & EXPERIENCE (SELECTION CRITERIA) Demonstrated experience in working effectively on contract management guidelines, procedures and frameworks in a complex operational environment, with a sound understanding of ACT Government procurement and contract requirements. Experience in contract management liaison, including a sound working knowledge of contract planning principles and contract specifications when working with audit, finance, contract management and procurement staff. Demonstrated experience in developing and maintaining departmental contract registers, procedures and guidelines, including financial monitoring of invoices and financial reports against contractor performance claims. Experience in project development and administration support in a business systems environment. Sound oral and written communication skills including the capacity to work in a small team, negotiate with clients, government agencies, and external bodies. Demonstrated ability to consistently provide high quality customer service to external stakeholders and internal staff. A demonstrated understanding of and commitment to the principles of OHS, Workplace Diversity, and Participative Work Practices, including contractor risk planning.
Other Requirements: Certificate IV in Government – Procurement and/or Diploma of Government - Contract Management or equivalent (or willingness to obtain); Current Driver's licence & the ability to work across multiple work locations.
