1. Introduction
[Use this section to briefly set the scene for the need for the project stage, and to say what
will be the end result. Don’t simply repeat what is in the other sections of the plan, but use
this space to explain in approachable language of a few sentences what the project is all
about.]

2. Stage Scope
[This section must very clearly describe what the project stage will cover, and what it will
not. This is the place where the parameters of the stage are laid out. Interfaces are described
in section 4.10 of the Handbook.]

2.1 Stage Objectives

[Use this section to describe what are expected to be the tangible results of having completed
the stage. See section 4.1.2 of the Handbook]

2.2 Stage Inclusions

2.3 Stage Exclusions

2.4 Stage Interfaces

2.5 Stage Constraints

2.6 Key Assumptions

3. Stage Deliverables
[Use this section to describe the elements that go to make up the objectives. They too must be
tangible, such as a report, or a new policy, or a piece of hardware. See section 4.1.3 of the
Handbook.]

4. Stage Organisation, Structure and Controls
[This section lays the roles and responsibilities of the parties involved..]

4.1 Project Board’s Roles and Responsibilities

4.2 Project Manager’s Roles and Responsibilities

                                              Version V0.1

                                      Stage Plan template

4.3 Project Team’s Roles and Responsibilities

4.4 Project Support

4.5 Expert Group

4.6 Key Stakeholders

4.7 Change Control arrangements

5. Stage Communications
[Use this space to introduce the existence (where relevant) of expert groups, consultative
groups, etc.]

6. Quality Assurance
[This section is used to set out who will be validating the deliverables of the stage to ensure
that they are of sufficient quality. The acceptance criteria are also laid out in this section,
stating clearly what is required so that there can be no dispute if deliverables are rejected.
Note that the document control information at the start of the Plan has a box for Quality
Assurance: the person identified there is responsible for checking the quality of the Plan
document itself – not the project deliverables.]

7. Considerations
[Use this section to draw attention to the Board the thinking/decision
making/negotiating/influencing that the Project Manager will encounter when carrying out
the stage of work.]

                                             Version V0.1
                                                5 of 7
                                                                     Stage Plan template

Appendix A Stage Schedule
[Insert Gantt chart here. At this level, the Gantt chart you create should be more detailed than the milestones overview shown in the overall Project Plan.]

                                                                       Version V0.1

Appendix B Issues Log
[This is intended to grow as a useful means of recording lessons learned for the benefit of
other Project Managers, as well as providing an audit trail of problems that have hampered
progress.]
