FUTURE OF THE SECTOR ROUNDTABLE Friday 9 March 2007 Afternoon Session - Moving Forward: How we Progress the Issues Identified. “COLLABORATION” also includes “COMMUNICATION” aspects Existing mechanisms: o Peaks and statewides meeting o Regional networks – unfunded and huge areas o South East Queensland and everywhere else Communications Physical access to Government Networks need to budget for inclusiveness o MOU’s with other peaks • Challenge of representation • Capacity and resource challenges Collaboration • Joint action on common issues • Strength of acting together • Be outcome focused • Process itself builds trust, clarity, strength, understanding, identifies resources • Is part of our work: need to allow time and money • Joint planning, sharing resources/skills • QUT research on “how to” • Griffith research on social partnerships • It is about common ground, voluntary process, issue by issue Communication • Need balance between IT communication and personal contact • Issues about time, access, trust, rapport • People/organisations need opportunity to opt in • Inclusion – Indigenous people, CALD groups • Find/identify common issues and feed back and forth through our networks Strategies • Everyone in this forum takes responsibility for engaging with this process and communicating back and forth with their networks • Lobby for and support peak funding • Audit of our resources/skills/possible contributions • Take advantage of SNGO and SINGO process and other opportunities • Also need to be inclusive of organisations regardless of funding source or management model • Language is important o “Collaboration” = cooperation or partnerships • Resources needed for IT access and training COMMUNICATION AND CONSULTATION OF THE “STATEMENT” • Our approach: recommendations re draft report/charter/statement • Keep as draft to enable meaningful engagement and consultation ownership • Consult regionally • Peak to communicate/maintain focus on statement • Proactive communication not reactive (under communication issues) • Key part of sector – building process – communication and collaboration at the heart - ownership and cohesiveness • Consider range of formats • Communication channels cater for diverse backgrounds: o Learning styles o Age o Culture o Ability • Ensure ongoing communication to inform new staff of statement for the future – sustainability – eg: conference/updates/reconfirm vision/values, incorporated in induction kits, training courses etc. • Snapshot – summary paragraph for sector use that summarises the statement o Who is the sector? o Our contribution/role in society • Similar snapshot for wider use beyond the sector • All peaks taking responsibility and ownership for communicating with wider community eg: o Media o Websites o Fact sheets o Stickers • The community sector brand: o Shared brand o Consistency in message o Identity o Profile raising o Logo • Review of other entities interstate and overseas re branding/similar project/activities • Examples: o “Think Pink” • Capturing community support and shared ownership. • How to communicate the development of the ‘statement’ and clearly identifying to whom? o Government o Businesses o Interstate o Consumers/people o Broader community “COST OF SERVICE” PROJECT • Is Government under a duty to ensure Queenslanders have their needs met? • Labour force issues - cost of service Government - cost of service Sector • Funding cost of service delivery is not all of costs of organisation • Eg need to fund: o Infrastructure o Innovation o Organisational development o Compliance • Need for joint negotiation, not individual projects • Bureaucrats bullying eg: sign service agreement or no longer in funding arrangement • Controls often above the funded percentage for organisations • Branding of your organisation with government logos etc • Need to deal with base assumptions of government • Define best practice • Name bad practice • Report card on how funding bodies comply and best practice • Need to put funding in the broader context – eg compact which defines relationship and documents. Not allow bullying of individual services Whole of Government • Accountability • Organised wider strategy to hold Government accountable • Shift from measuring inputs to outputs • Need for departments to move from micromanagement of sector • Identify paradoxes in funding arrangements of various departments • Need for legal challenges • Political strategy? • Develop strategy to lift debate from DSQ/Communities departments to higher level discussions about principles/values/frameworks etc. • Put brakes on current process in light of whole of sector voice • Challenging the status quo (or not) • To make politicians worry • Need to make Government worries about skimping on management, governance, administration and training etc rather than forcing organisations to skimp on these • Need for “some” professional services (eg finance, accounting, legal) that cost money (not always after pro bono especially if organisation can afford to pay). • We need professionals who know how the sector works • Government staff resources/compliance/funding etc do not necessarily have the professional training, skills or knowledge to support sector COMPACT • How to leverage on the Statement of Partnership? • Creating a process for who will sign on behalf of peaks/NGOs – would focus on broad relationships • Clarifying, building trust and relationships with government • Building relationships between ourselves • Coherent, logical ways of how we work together • Relationships to be avert • Everybody signs to agreement • Legitimate role for QCOSS • Vehicles for strategic alliances • Whole of Government – will come on board if we can say we “have our act together” • After announcement: how we engage the sector further • We all need to be part of this • Once the document is done then we will have more weight • Without a document it comes back to personal relationships • Need public documents to hold public sector people to account and will work the other way • Network of peaks can be expanded – role needs to be clarified and articulated • Compact process being announced at Conference • Indigenous issues need further discussion but acknowledging indigenous communities will do own process • Mechanism needed to operationalize the document • Tool – be proactive for R&D – see trends – alert Forum • Need to tell people we are communicating collectively • Circulate something from today to let people know • Message to membership – new ways of doing business • Organise ourselves how we do it • Ongoing Forum to work cooperatively on Compact • We tell Government that we will work out how to do it • Auditor General – annual audit/report: both sides • Whole sector vs funded service?
