Experience:
I am a Director Information Technology with more than 25 years experience in large enterprise
environments, strong business acumen and technical prowess to build successful, diverse
delivery team in IT, retail, healthcare and Pharmacy space. I have worked closely with strategic
partners, on-shore/off-shore support teams, and enterprise infrastructure to deliver and support
real time, high volume systems, 24x7 customer service applications and mail order distribution
hardware and software. I also successfully lead the Pharmacy IT efforts to close the $4.65 Billion
sale of the WellPoint Pharmacy business.

WellPoint                                                     April 2007-Present
Director Technology, Pharmacy:
    Responsible for directing applications development and maintenance activities including
       development of systems strategies and priorities. Includes, controls related to change,
       SOX, HIPAA, application security and stability.
    Responsible for Pharmacy systems including internal and external applications available
       24x7 processing 2 million real-time transactions per day within a 1.5 second response
       time. Duties include call center applications, external web applications, claims processing
       and order fulfillment in the mail order and specialty pharmacy fulfillment line and
       mechanics (a high volume line to fill prescriptions for mail order)
    Managing team of 109 associates, 400+ contractors
      Provide project management and oversight to more than 35 concurrent efforts.
      Administrative budget of $23 million and project budget of $26 million.
      I was one of the primary owners of the WellPoint enterprise initiative to improve platform
       stability, drive change control standards and strengthen change process. Through this
       effort we reduced outages across the enterprise by 35%.
      Actively involved in a large multi-billion dollar divestiture of the Pharmacy Business.
       Overseeing all Pharmacy application development and migration activities for pharmacy
       applications.

WellPoint                                                 June 2005-April 2007
Manager Information Technology, Pharmacy:
     Responsible for day to day management for production support for most
       pharmacy applications including mainframe and open system applications
       supporting real time claims processing, financials, rebates, reporting and
       customer service.
     I supported claims adjudication on both the mainframe and open system platforms
       processed over 2 million claims per day on a 24x7 hour basis with 99.9% system
       availability.
     Responsible for a team of 28 direct reports and 80+ contractors.
     Responsible for all pharmacy audit activities, and compliance including participation in an
       IT effort to standardize all SOX controls, SOX and SAS 70 reporting and testing.
     Responsibilities included pharmacy mail order ebusiness applications that were
       transferred to a central ebusiness team towards the end of this period.
     Environment includes; SOA, WebSphere, J2EE, .NET, AJAX, AIX, Sun, Veritas, Oracle,
       Sybase, SQL Server, IMS, Cobol, C++, Gupta, Factory Automation, mail distribution
       systems.
WellPoint                                                March 2003-June 2005
Manager Information Technology, State Sponsored:
    Returned to State Sponsored programs to assist with some vendor management
      challenges.
    Worked as the primary face to the customers for IT issues, lights-on and queue work,
      issue management and prioritization.
    Responsibility for Diamond 950, production, development, testing, vendor management
    Facilitate change requests and production support problem resolution with core medical
      claims systems in support of State Sponsored Business.
    Worked closely with business, IT and procurement to develop an on-shore/off-shore
      vendor out-sourced support model including replacement for the manager role.

    Responsible for the day to day management of the Dental, Life and Disability production
      support teams.
    Applications were predominantly mainframe based with some open systems.
    Represented all issues with the business unit to prioritize and report status.

Director Information Technology, State Sponsored:
    Responsible for State Sponsored Programs IT budget, project coordination with the
       business unit and cross cutting coordination with other WellPoint IT areas. Coordination
       of resources and projects on WGS 2.0 and STAR systems for SSP
    Responsible for performance management, development and training, planning and
       staffing strategy and administrative management
    Worked closely with Infrastructure and other IT areas to assist the business unit to
       achieve it’s goals
    Participated in business units strategic planning, ensured alignment with IT and business
       strategic plans
    Oversaw the implementation and migration of State Sponsored Business from the
       enterprise core medical system to the Perot Diamond 950 application housed at Perot’s
       data center in Plano, TX.

CIO and Director Information Technology:
      Responsible for the IT and Operations budget, support of computer operations, application development,
       hospital and physician reimbursement, adjudication of medical and pharmacy claims (Medi-Cal, Healthy
       Families (HFP) and Access for Infants and Mothers (AIM)), HVAC, phone systems, electrical systems,
       plumbing and building security
      duties include the pricing and payment of medical and pharmacy claims, participating in contract
       negotiations with health care providers, hospitals and specialty services, providing help-desk support to the
       providers for the resolution of claims billing and payment concerns, interpretation of the near constant
       changes in regulations and internal auditing of all manual and automated internal systems, rate setting and
       validation
      Technical leadership on a project funded by the WellPoint Foundation to develop electronic medical records
       in Santa Barbara County.


Santa Barbara Health Authority                                        September 1989-February
1995
Manager Information Technology:
       Responsible for the operations and application development efforts at the Health
        Authority including the design, and development for Agency applications, research,
        recommendation and installation of hardware as it related to those projects.
       Provide support for open system applications, hardware and personal computer hardware
        and software. Research and report on industry trends and provide technical support for
        the PBX and Voice Mail systems.
       Efforts included designing the data center, infrastructure, hardware and software
        procurement, telecom, network, PC hardware/software procurement and support.
       Designed, built and implemented HPUX, Oracle based medical and pharmacy claims
        processing application, and related internet tools for submission of prior authorizations
        and claims. Designed, developed and implemented a real-time eligibility system
        integrated with the State of California Medical benefits system used buy most
        pharmacies, medical providers and hospitals in Santa Barbara County.
       Responsible for all security and compliance activities including logical and physical
        security of all facilities, network, data center and applications.
