The Core Strategy proposes 4 employment growth zones, similar to the Issues and
Options documents, but with the addition of land to the north of Clowne. Details of the
amounts of employment land to be allocated are contained in the Site Allocations
document.

Nottinghamshire County Council recognises that the locations are broadly consistent with
the draft Regional Plan, but the proposals in the draft Regional Plan are subject to the
examination process and emerging guidance on employment land totals and locations
from existing regional and planned sub-regional employment studies. Until these have
reported it is premature to finalise employment land totals. Further to this the amounts of
land appear to be significant. It is not clear whether the scale of proposed development is
consistent with the strategy in the draft Regional Plan – Northern SRS Policy 1 - whereby
significant levels of growth are expected to directed to the sub-regional centres (which
include Worksop and Mansfield in Nottinghamshire County). It appears that some of the
sites, for example the land north of Clowne, could also involve significant levels of
development on greenfield land which may not be justified. These major development
sites will also have a significant impact upon roads in Nottinghamshire. As such they
should all be supported by a Transport Assessment which Nottinghamshire County
Council would wish to have the opportunity to comment on.

It is noted that the sustainability appraisals raise concerns about CS 5, SA 10 and SA 11
particularly in relation to landscape and biodiversity.

Given these concerns about prematurity; potential to conflict with the need for growth in
the sub-regional centres; unjustified levels of development on greenfield land; potential
traffic impacts; and other local effects; Nottinghamshire County Council consider that the
plans would be improved by taking a more conservative approach to employment.

sustainability appraisal and then prepare a draft plan to submit to the government for
‘Examination’. The Examination will be held by a government appointed Inspector. If you
