TERMS OF REFERENCE
Position title: Expert on banking sector (specialized in equity
Project: Support to Small and Medium Enterprise (SME)
Development in Armenia
Starting Date: May 2008
Duration: 3 months
Location: Yerevan, Armenia
In the framework of activity “Development of SME support mechanisms and strengthening the capacity of
SME DNC” of the “Support to SME Development in Armenia” UNDP/SME DNC joint project it is planned
to implement the “Research of equity financing mechanisms” program.
Equity financing is a very flexible mechanism for economy activation, business as well as financial market
development. This instrument of support to small and medium entrepreneurship still has not been well
developed and applied correspondingly in Armenia. It can act as an alternative financial mechanism for
Implementation of research of equity financing mechanisms, corresponding to local banking regulations,
local market requirements and SME State Support program.
The expert will be responsible for implementation of the research, covering the following topics:
- Study, analyse and present the most practical equity financing mechanisms and schemes
functioning in other countries;
- Present in detail the situation in equity financing market and main problems existing in present
mechanisms functioning in Armenian market;
- Work out possible effective solutions for aforementioned problems and improvement of the
- Collaborate with expert on financial support provision and legal expert, specialised in economic
issues to be involved by the Project for joint implementation of this program.
The main output of the task will be a final report on banking sector specialized in equity financing, PP
Presentation and presented to the public.
Education: Advanced university degree in economics or business administration
Experience: At least 5 years of working experience in the banking sector (specialized on equity
financing). Good knowledge of assigned area. Ability to analyse problems and make
recommendations. Good communication skills, ability to express ideas clearly and
concisely, both orally and in writing.
Language skills: Fluency in Armenian, English and Russian
Computer skills: Proficiency in usage of computers and office software package
