Organizational Rules
ORGANISATION AND CONSTITUTION
(A) For ensuring the smooth and efficient conduct of Inter-School Sports and Games activities
organized under the general directions of the Central Board of Secondary Education and in-
conformity with its policies.
(B) The Headquarters of the Sports Committee shall be the Central Board of Secondary Education,
Delhi.
(C) The Chairman, CBSE shall be the Chairman of the Sports Committee.
AIMS AND OBJECTIVES
(A) To organize Interschool Tournaments and Competitions in the Games and Sports recognized
by the CBSE.
(B) To encourage sportsmanship and to promote friendly relations among the schools.
(C) To raise the general standards of Sports and Games prevailing in the schools and to work for
the all round development & values through sports amongst the students.
(D) To organize orientation, refresher and training programs for Physical Education Teachers.
(E) To encourage such other activities as may be conducive to the aims and objectives of the
sports committee as enumerated above.
GENERAL
Games/Sports/Events may be included or deleted by the Sports Committee from time to time.
Tournament shall be organized at Cluster, Zone and National level as decided by the Sports
Committee from time to time wherever applicable.
If a tournament in progress is suspended indefinitely on account of unavoidable circumstances,
the venue and dates of the unfinished part of the tournament shall be decided by the Board.
In case no host for a particular Cluster/Zone level tournament/meet is available then such
Cluster/Zone will be merged with the near by Cluster/Zone depending on the situation.
No team will be allowed to participate without Team Manager/Coach/Physical Education Teacher
designated by the participating school Principal.
All the Championships at Cluster and Zone level will be held on Knock out basis. However, if the
number of teams reporting is less, the championship may be held on league cum knock out basis.
All the Championships at National level will be held on League cum Knock out basis.
In Chess, Badminton, Table Tennis and Tennis at National level; the player taking part in the
Individual Championship, can participate only in the particular age group in which he/she has
played the Team Championship.
The COSCO India Ltd is the Official Sponsor of the CBSE Inter School Sports & Games, and supplies
the playing equipments for the competitions. For the details about the equipment, please refer
the respective page.

ALLOCATION OF TOURNAMENTS
On the basis of the request received from the various schools, the responsibility is allocated for
the conduct of tournament in the year following. The Schools who are allocated responsibility of
Organizing Inter-School Sports and Games Competition shall be called the “Organizing School”.
Before allocation, it is generally enquired that the schools offering to conduct a tournament in a
game, has necessary facilities in respect of grounds, courts, equipments, officials and other
facilities like accommodation, transport etc. Schools are urged to accept only those tournaments
for which they have adequate facilities. For this purpose the Organizing schools can utilize the
nearby infrastructure of Railways, Services, Sports Council, SAI Centers, Universities, Colleges,
and Corporation etc.
RESPONSIBILITIES OF ORGANIZING SCHOOL
Every school undertaking the responsibility for the conduct of tournament on behalf of the CBSE
shall be responsible for its organization, supervision and conduct in every detail. For this
purpose, the Principal of the Host School shall nominate a competent body to be known as
“Organizing Committee”.
This committee shall function under his supervision and it will be the responsibility of the
Principal for organizing the tournament, according to the CBSE Rules. The Principal will designate
a competent member of the staff as the “Organizing Secretary”. The Organizing committee may
also include Principal/PET/Experts/Teachers from other schools.
It shall be the duty of the Principal & the Organizing Committee to ensure that all the rules and
regulations laid down by the CBSE are fully observed. In case of any infringement, the Principal &
the Organizing Committee shall be held responsible.
After receiving the allocation letter from the Board, the host school will issue a detailed circular
to the concerned schools, inviting detailed eligibility Performa, indicating the date of drawing
fixtures, dates of competition etc. under intimation to CBSE Office.
The Organizing school shall check the eligibility details of the participating team before the
commencement of the tournament and ensure proper identity of the team members on the basis
of their Identity Cards and supporting papers as per CBSE Rules.
The host school shall arrange for two sets of uniform (Bibs) with numbers on them so as to be
used in a situation where two teams have same colored uniform during the competition.
The host school will draw the fixtures on the date specified in the prescribed manner and
circulate the draws by Registered Post/Speed Post/Courier, and not by ordinary post, to the
concerned school(s) along with a detailed covering letter, clearly indicating all the relevant
details such as dates and venue of the matches, board & lodging arrangement, transport and
accommodation arrangements, train and bus timings, contact telephone nos. and such other
necessary information that will facilitate incoming teams. A copy of such circular should
invariably be sent to AEO(Sports) CBSE and its Regional Offices concerned.
Before the start of the Championship the Organizing Committee shall check every detail to its
full satisfaction regarding the infrastructure, equipment, technicality, transport, publicity,
seating arrangement etc. for the smooth conduct of the tournament. The press and media
coverage may be done at an adequate scale.
The Organizing School should hoist the CBSE Flag for the entire duration of the tournament. The
design size and color scheme of the flag is given in this booklet.
The Organizing School shall provide moderate free lodging facilities to the participating teams.
For this purpose, hostels/classrooms and other suitable and safe facilities having adequate and
clean bath and toilet can be utilized.

The lodging arrangements shall be as near the ground/courts as possible. In case the venue is far,
transport facility must be provided to the teams between venue and place of stay.
The host school shall provide minimum Dari/Rugs at the place where the teams stay arrangement
has been made.
Mattress & quilts etc can be provided on rental basis by the host school if the request is sent in
advance in writing.
No host school will charge any amount as Registration Fee.
The host school shall provide free transport facility to all the teams at the time of arrival,
departure & during the competition between the Railway Station/Bus Stand/Airport/Venue and
the place of stay.
It is not obligatory on the part of the host school to provide mess and transport facility to the
teams making their own stay arrangement.
It is not obligatory on the part of the host school to provide any accommodation to the parent
accompanying the participants.
The boarding charges shall not exceed Rs.125/- per head per day and Rs 25.00 per head per
day against bedding charges. However the participating schools will not be forced to hire the
bedding from the organizing school. The payment against the bedding may be collected on full
day basis. It is advised that from the health and safety point of view, all participating teams dine
in the mess arranged by the Organizing school.
Where the championship is being held on knock out basis (Cluster & Zone levels), the
organizing and participating schools will collect/deposit payments against boarding/lodging on
full day basis and no part payment will be collected/deposited and the participating schools will
not insist for refund of part payment.
Where the championship is being held on league-cum-knock out basis (National level), the
organizing and participating schools may collect/deposit payments against boarding/lodging
together for all the days of championship and no part payment will be collected/deposited; or
the participating schools will not insist for refund of part payment.
In case any team has lost and is departing is eligible for refund of payment deposited but on full
day basis and only if they have informed the host school in writing 24 hours in advance.
The organizing school shall ensure supply of clean, hygienic and nutritious meals to all the
participants. The menu can be as follows:
Morning & Evening Tea Breakfast (Any one) Lunch & Dinner
Tea and Biscuit (i)Poha; Boiled Egg/Fruit and Chapati/Puri
Milk. Rice/Pulao
(ii)Bread-jam; Boiled Dal/Rajma/Chana/Chole
Egg/Fruit and Milk. One Dry Sabji
(iii)Puri-Sabji; Fruit and Milk. Curd Raita
Fruit/Sweet Dish
The Organizing school may arrange a Canteen Counter at the place where competition are being
held that may sell water, cold drink, tea, snacks etc. at nominal price.
The Organizing school must arrange for a qualified Doctor at the venue throughout the days of
competition.
Soon after the competition is over, the list of teams/athletes/swimmers/judoka who qualify
should be forwarded to the concerned National Organizing School along with their original
photographs and complete postal addresses.

The host schools, under no circumstances shall prepone or postpone the tournament except
under extreme unavoidable circumstances with prior approval of the AEO(Sports) CBSE.
Immediately after the completion of the tournament/meet:
The Principal of the Organizing School shall counter sign all the original eligibility Performa of
the Individual Athletes/Players/Teams that have participated at Cluster/Zone level.
Retain the photocopy of the eligibility Performa and send the original entry Performa of all those
athletes/players/teams that have qualified to participate in the National level competition to
the school Organizing the competition.
The Organizing School shall also send to the CBSE Office the following:
(i) A hard copy of the detailed report of the tournament/meet along with results up to
fourth place in team events and up to sixth place in individual event. Annexure “A”.
(ii) A CD containing the detailed report of the tournament/meet along with results up to
fourth place in team events and up to sixth place in individual event.
Issue a letter to all those athletes/teams stating they have qualified for the next level of
competition along with the name of the school that is hosting the next level of competition, as it
may help in procuring the Railway Concession. Annexure “B”.
CLUSTER/ZONE ORGANIZING SCHOOL
Wherever applicable, each Cluster/Zone Organizing School will issue a detailed circular
intimating all the details at least a month before the commencement of tournament/meet to all
the schools within Cluster/Zone.
The Cluster/Zone Organizing Schools shall transmit all the relevant information and results of
their Cluster/Zone to the National level Organizing School of a tournament/meet immediately
after their competition is over under intimation to the AEO(Sports) CBSE along with all relevant
details with complete postal address of the qualifying schools/athletes.
The schools are advised to keep a set of „Bibs‟ that may be used in case of clash of playing jersey
colors in two teams during the tournament.
NATIONAL ORGANIZING SCHOOL
The Organizing School of the National Championship will be responsible to conduct the
tournament in the best possible manner. For this purpose, the school will ensure reasonably good
facilities in terms of sports infrastructure, equipments, and technically sound officials to
supervise the meet/tournament.
The Organizing School will be required to send complete and detailed information about the
National Championship to all the Cluster/Zone level Organizing schools well in advance so that
the qualifying schools coming to participate in the Nationals are fully aware of the venue, details
and other relevant information about the National Championship. After receiving the names of
the qualifying individuals/teams, the National Organizing School will be required to communicate
directly with them about various information and arrangements of the National Championship.
The schools hosting National level competitions are permitted to participate directly at that level
in that particular discipline and hence need not participate at the lower level of competition.
Only one team/player shall be eligible for direct entry from the host school.
CO-HOST IN SWIMMING AND TABLE TENNIS AT NATIONAL LEVEL
It has been experienced that very large numbers of athletes reach at National level in above
disciplines thus making difficult for one school to accommodate them in one campus. Hence, it
has been decided that a school as Co-host too may be identified at National level, which shall
help the main host for lodging & boarding of either Boys‟ or Girls‟ in their campus. However the
competitions may be held at one venue.

The schools bidding for hosting the Nationals in any of the above discipline may coordinate with
some nearby school in their city that could assist in organization as Co-host along with them. The
Co-host will be provided with an extra grant equivalent to 25% of the total committed grant.
In case the school hosting any of the above discipline can accommodate all the participating
athletes in one campus them self, the identification of Co-host may be avoided in that particular
discipline.
GRANT
The maximum committed grant provided by the CBSE for organizing particular event at particular
level has been mentioned on page ----.
Expenses incurred more than the committed grant is no criteria for claiming extra grant.
Due to unavoidable circumstances, if a particular school has been given the responsibility to host
the competitions for two Cluster or Zone; in that case the school will be provided one and a half
times of the total committed grant at that level.
As soon as the competition is over, the organizing school must submit the Income-Expenditure
details and the Utilization Certificate on the prescribed Performa duly attested by the Chartered
Accountant and signed by the organizing school Principal. Annexure “C”.
The grant for organizing the event is the maximum committed grant provided by the CBSE and
must be utilized for actual conduct of programme.
It is desired by the Chairman, CBSE that no organizing school shall distribute Mementos, and
printing of Souvenir may be avoided so as to limit the unnecessary expenses.
PARTICIPATING SCHOOL
Every affiliated school shall be entitled to enter its team in the CBSE Sports and Games
Competitions. The general entry must be sent to the Organizing School a month before the date
of the meet/tournament notified by the CBSE in the Annual Sports Calendar. However, in case of
individual events like Athletics, Judo, Skating, Swimming & Taekwondo event-wise details of
their athletes must be sent to the Organizing School so as to reach at least seven days before the
commencement of the meet or before the date notified by the organizing school. No team will
be permitted to play unless accompanied by a teacher/coach at the venue.
In no circumstances the composition of team shall change from Cluster/Zone to National. In extra
ordinary circumstances the changes may be permitted, but only with prior permission from the
CBSE, in writing.
All expenses on items like travel, food, kit etc will have to be borne by the participating School.
Dining in the mess arranged by the host school is mandatory for the teams that opt to stay in the
school provided accommodation.
Every player/athlete/team shall carry with them the required documents as mentioned under
title “Eligibility”.
Every team will carry their school flag, for the purpose of March past and to be used during the
various ceremonies. Participation in March past is compulsory, failing which their right to
participate will be forfeited.

Any non designated person accompanying the team will not be entertained for any matter at the
venue and will not be permitted to stay in the premises.
In case the player/team is being accompanied only by the parent, it should be informed by the
Principal of participating school in writing.
The teams may carry along with them the necessary bedding.
ACCREDITED REPRESENTATIVES (TEACHER/COACH/MANAGER)
All the teams shall be accompanied by a Teacher/Coach/Manager designated by the participating
school Principal.
No team will be permitted to participate without accompanying official.
No team shall be accompanied by any parent. However if a parent is accompanying the team,
such information may be provided by the school on the school letter head.
No team shall be accompanied by more than two officials.
However, in case of Girls participants in the team, one of the accompanying officials must be a
female.
The officials accompanying the team shall have a valid Identity Card issued by their school
Principal.
No extra person and without proper identity shall be permitted to stay inside the school premises
and on the play field along with the teams.
COLOURS
All the participating teams shall compete in the Inter-School tournament in their respective
playing uniform with the prescribed color of their school and numbered.
In case of clash of playing jersey color, it shall be decided by the spin of coin as to which team
will have to change playing uniform.
ENTRIES
As soon as the copy of the Sports Calendar is received, it becomes the responsibility of the school
to send consent letter of participation to the respective Organizing schools without waiting for
formal invitation so as to reach them at least one month before the commencement of the
tournament.
It may be good idea for you to initiate action from your end. It may please be noted that it is not
obligatory on the part of organizing school, to issue a formal invitation.
Each school shall be entitled to enter only one team or individual for each
tournament/meet/event. Such request will be in writing and shall reach the Organizing School
before the closing date of entry intimated by the Organizing School in each year of competition
on the prescribed Performa.
For the year in which Cluster/Zone/National level Championship is not completed in a particular
discipline, the members of the participating schools, in that discipline for that year will not be
considered for the purpose of award of Championship.
A junior player can be permitted to play in senior age group, and then the participation in the
original group will be forfeited.

Soon after sending the entry form, schools shall make travel bookings and send the information
to the Organizing school for making the necessary arrangements.
What so ever the reason may be, on the spot entry and late entry will not be entertained.
Further, postal delay will not be considered as an excuse for accepting the late entry.
The participating schools must confirm that their entry/eligibility Performa complete in all
respect has reached the organizing concerned school before the due date.
WITHDRAWING SCHOOL
If a school, after sending its entry, wishes to withdraw from a tournament/meet(after the fixture
has been drawn), it shall, give a written request of its intention to do so at least SEVEN days
before the commencement of the tournament to the Organizing Secretary.
School withdrawing without informing/requesting the Organizing school, will be penalized with a
penalty or Rs.1000/-.
ELIGIBILITY
Age:
The athlete/player should be within the particular age group on 31 December of the year of
competition.
(a) Only bonafide students shall be eligible to participate in the Inter-School
tournaments/meets. Feeding any non bonafide student shall lead to disqualification
of the team.
(b) A student, who has failed twice in a particular class, shall no more be eligible to
participate.
(c) Incomplete Performa in any respect is liable for disqualification of team.
(d) Any violation in eligibility (over age or Impersonation) shall be dealt according to
rules.
(e) The original eligibility Performa of the Athletes/Players/Teams qualifying to
participate from Cluster/Zone level to National level will have to be certified by the
Organizing school at the Cluster/Zone level as the case may be and forwarded to the
National Organizing School, immediately after their Cluster/Zone level competition
is over.
(f) Medical check up may also be applied by the Jury of Appeal appointed by the
Organizing school in the cases of overage suspicion.
(g) Photograph of each player should be attested by the Principal on the eligibility form.
A photocopy of the eligibility form of all the qualifying athletes/players should be
retained by the Cluster/Zonal organizers. The original copy duly verified by the host
school should be forwarded to the National Organizing School in order to ensure that
the same player(s) who had played at the Cluster/Zonal level only play in the
Nationals.
(h) The subsequent year organizing schools can request the copy of eligibility Performa
from the previous year‟s organizer.
(i) A player shall be under 10; 12; 14; 16 & 19 years of age on 31 Dec 2009 no matter the
competition is being held in the month of Jan 2010.
1. Under 10 years: Born on or after 01.01.2000
2. Under 12 years: Born on or after 01.01.1998
3. Under 14 years: Born on or after 01.01.1996
4. Under 16 years: Born on or after 01.01.1994
5. Under 19 years: Born on or after 01.01.1991
(j) All the supporting papers verifying the age of the player, etc in original, as per the
CBSE Guidelines & Rules shall be carried personally by the Team Manager/Coach
while reporting for participation.
(k) The player‟s right to participate forfeits if fails to produce the papers supporting the
eligibility in original on demand.

Any team/athlete not fulfilling the eligibility criteria before the commencement of the
tournament/meet shall not be permitted to participate.
IMPORTANT: IT SHALL BE MANDATORY -
(i) To provide the documents for verification in original if asked for.
(ii) To supply the team photo with school Principal along with the entry Performa, countersigned
by the concerned Principal.
(iii) For student/player studying in class IX and above, to provide CBSE registration number given
in class IX.
(iv) For Students/Players studying in class XI & XII to provide Class X certificate with photo issued
by the board.
Consent letter of Participation:
The school should send consent letter of participation to the respective Organizing schools
without waiting for formal invitation so as to reach them at least one month before the
commencement of the tournament. Annexure “D”.
Detailed Entry Performa:
Every school entering its team in a tournament shall supply to the Organizing school, eligibility
details of all the members included in their teams on a prescribed Performa. The eligibility
Performa should be signed by the Principal. The form should not bear any over writings as it
would not be treated valid by the Organizing school. The detailed entry Performa, complete in
all respect, shall reach the Organizing school, at least a week before the commencement of the
respective competition. Annexure “E”.
The detailed entry Performa in disciplines like Athletics, Judo & Swimming shall include the
event/weight category in which the athlete wishes to participate. Annexure “F”.
DISQUALIFICATIONS
A player/team may be disqualified/scratched for the following reasons.
1. If the ineligibility of any member of the team is detected.
2. Inclusion of non bonafide student in the team.
3. Misbehavior on ground by athlete or accompanying official.
4. Use of abusive language by athlete or accompanying official.
5. Misbehavior with Officials/Opponents by athlete or accompanying official.
6. Indiscipline at the place of stay by athlete or accompanying official.
7. Indiscipline during the Opening and Closing ceremonies by athlete or accompanying official.
8. Non participation in March Past.
The Organizing school shall submit details to AEO(Sports) reporting the names of the
schools/athletes, in a separate cover, that are found defaulters at the particular venue. All such
defaulters will be debarred from the participation in CBSE Inter School Sports and Games
Competition for the next year. If any of such school resorts to unfair means again, in the
subsequent years, it will be debarred for three years.
DATES
The Organizing School shall run their respective tournament in accordance with the schedule
indicated in the Sports Calendar and notified to all the schools in their jurisdiction. Any
subsequent change in the dates shall not be made without the prior approval of AEO(Sports)
CBSE.
The general and detailed entry by the participating schools shall be sent under registered cover
addressed to the Principal of the host school within the due date.

The draws at Cluster/Zone level, where the tournament is being held on knock out basis, shall be
made on the specified date and time to be informed to all the participating schools.
The Organizing School shall ensure the delivery of the fixtures, venue, dates of the matches and
also covering other details relating to the location and distance of the school from Railway
Station/Bus Stand, board & lodging, transport and accommodation arrangements to all
participating schools.
Also the circular should include all relevant information which the host school wants to provide
to the participating schools in order to remove any confusion or ambiguity. The same shall also
be sent to the CBSE Office well in advance.
All matches at Cluster/Zone level shall be played on Knock-out Basis. If the number of teams is
eight or less than eight, the tournament at Cluster/Zone level may also be organized on League
cum Knock-out basis.
At National level, the fixtures shall be drawn a day before the commencement of the
competition during the Managers/Coaches meeting.
All matches at National level shall be played on League cum Knock-out basis.
PROCEDURE FOR DRAWING FIXTURES AT NATIONAL LEVEL
Championship at National Level will be held on League cum Knock out basis.
In case of Basketball; Football (Boys); Kho Kho & Volleyball, if the numbers of teams reporting
are 24 and above, all the teams shall be divided into 08 pools. From each pool, the team
emerging on top will qualify to play at quarter final stage.
And if, the numbers of teams reporting are 23 or less, all the teams shall be divided into 06
pools. From each pool, the team emerging on top will qualify for quarter final stage matches.
And, two teams out of the remaining teams will be picked by lot and will also be placed in
quarter final stage matches.
In case of Badminton; Handball; Hockey & Tennis, if the numbers of teams reporting are 12 and
above, all the teams shall be divided into 04 pools. From each pool, the team emerging on top
will qualify to play at semi final stage.
If the numbers of teams reporting are 11 or less, all the teams shall be divided into 03 pools.
From each pool, the team emerging on top will qualify for semi final stage matches. And, one
team out of the three teams that emerge on II position in each pool will be picked by lot and will
also be placed in semi final stage matches.
If the numbers of teams reporting are 08 or less, all the teams shall be divided into 02 pools.
From each pool, the team emerging on top two positions will qualify for semi final stage
matches.
In case two teams tie in any pool for any position, a toss of coin will decide the seeding that may
be done in the presence of both the teams‟ captains, chief referee, CBSE Observer and the
organizing school Principal.
PROTEST
Protest of any nature in connection with the tournament shall be in writing and must reach the
Organizing Secretary and CBSE Observer with in one hour of the declaration of the result, duly
accompanied by a fee of Rs.1000/- (Rupees One Thousand).
Such a protest will be considered by Jury of Appeal, consisting of following:-
1.Principal, Organizing School 2.Organizing Secretary 3.CBSE Observer 4.One or two Technically
qualified Person present at the venue

The parties under dispute may be heard before deciding the issue. In case the protest is uphold,
the protest fee shall be refunded to the protesting school otherwise the fee shall be forfeited.
The decision taken by the Jury of Appeal will be final and binding.
The decision, together will full facts of the protest may immediately be reported to the
AEO(Sports) CBSE.
TROPHIES, MEDALS AND CERTIFICATES
The host school shall distribute the Individual Medals to the first three position winning
athletes/teams having one side CBSE Emblem and the other side the host school Emblem. The
size of the medal shall be minimum 2 inches in diameter.
Besides the medals, in team events, the first three position winning teams shall also be provided
with the Trophy.
In team games, the player of the tournament, Boy & Girl, too may be recognized with a
memento.
Merit Certificate:
The certificates of Merit will be provided by the CBSE to be awarded to the First, Second and
Third position winners at the Cluster, Zone and the National level.
The Merit certificates are serial numbered. The host school shall provide the record of
certificates with serial numbers issued to the athletes/teams to the AEO(Sports) CBSE.
Participation Certificate:
The participation certificates shall be printed by the concerned Organizing school as per the
CBSE Sports Rules. Annexure “H”.
The participation certificate too shall be serial numbered and given to all those who actually
participate in the tournament/meet. The players/teams receiving Merit Certificates may not be
issued the Participation Certificate.
No Participation Certificate shall be given to a player/team who do not play after reporting.
The host school shall submit an undertaking stating the number printed and number distributed.
The undertaking shall also state that the balance has been destroyed.
In case a particular event has been cancelled, at any level of competition, no certificate/medal
shall be issued to the concerned players.
The host school shall provide medal and certificate to the accompanying team
Manager/Coach of the winning teams.
UMPIRES/REFEREES/GAME OFFICIAL
Decision of the game officials is final.
The Organizing School shall be responsible for selecting the competent; and technically sound
officials.
As the technical conduct of the Championship is crucial, only qualified and experienced officials
shall be appointed to supervise the championship. In no case, an official accompanying the
participating teams shall be appointed as an umpire or a referee unless the emergency and

circumstances make it extremely unavoidable. However, such appointment shall not be made
without the consent of the teams concerned and CBSE Observer.
EXPENSES ON UMPIRES/REFEREES/OFFICIALS
Every Organizing School shall bear the expenses on Officials, including their TA and DA, boarding
and lodging etc. Such expenses will be met by the Organizing School out of the grants received
from CBSE for organizing the competition or funds raised at its level for the purpose.
It is advised that the officials may be drawn only from the IOA recognized various local sporting
federations and the amount to be paid to the officials, if any, may be decided with mutual
consent.
CBSE OBSERVER
(i) CBSE appoints an observer to supervise each of the championship. The name, address and the
contact telephone number of the observer will be informed to the Organizing school well in
time. The host school shall contact the Observer and provide him the required details about
the championship.
(ii) The observer shall reach the venue a day before the commencement of the competition.
(iii) The observer shall assist the Organizing school in various technical and management issues.
(iv) The observer shall be the member of the jury of appeal.
(v) The Organizing school may arrange moderate lodging and boarding for the observer.
(vi) The Organizing school shall pay to the outstation observer: Both ways rail equivalent to AC
II/III tier fare by shortest route, honorarium @ Rs.500/- per day and incidental expenses on
actual basis.
(vii) Observer appointed locally shall be paid @ Rs.08/- per kilometer as conveyance, plus
honorarium as specified above.
(viii) The observer on a prescribed Performa shall submit an independent report on the conduct of
the tournament/meet to serve as a feed back and also as guidelines for further improvement
of the program. Annexure “G”.
(ix) No decision at the venue shall be taken without the consent of the CBSE Observer in writing.
PARTICIPATION OF TEAMS FROM GULF ZONE
The athletes/teams from the Gulf Clusters are permitted to participate directly in the CBSE
National level competitions.
The schools in the Gulf that qualify to participate in the CBSE Nationals must forward the
detailed entry Performa, complete in all respect, for participation to the concerned National
Organizing School through the Chairman, Council of CBSE Affiliated Schools in the Gulf. It is likely
that the National Organizing School may not accept entry from the individual schools in the Gulf.
The schools in the Gulf shall remit the Annual Sports Fee with the Chairman/Treasurer Council of
CBSE Affiliated Schools in the Gulf and need not send to the Board.
UAE Cluster
In Athletics: The first and second position winning athlete in individual events and the first
position winning relay team will be permitted to participate in the Nationals.
In Basketball; Football; Kho Kho & Volleyball: The first and second position winning teams will be
permitted to participate in the Nationals.
In Table Tennis: Only the first position winning team will qualify to participate in the Nationals.
However, one player of the team (to be decided by the concerned school) that secures second
position in Cluster will also qualify to participate in the Individual Championship held at National
level.

In Judo; Skating & Taekwondo: Only the first position winning athlete will be permitted to
participate in the Nationals.
In Swimming: Only the first position winning athlete in individual events and the first position
winning relay team will be permitted to participate in the Nationals.
Badminton; Chess; Handball; Hockey & Tennis: Only the first position winning team will be
permitted to participate in the Nationals.
Bahrain; Kuwait; Oman; Qatar & Saudi Arabia Clusters
In Athletics & Swimming: Only the first position winning athlete in individual events and the first
position winning relay team will be permitted to participate in the Nationals.
In Table Tennis: Only the first position winning team will qualify to participate in the Nationals.
However, one player of the team (to be decided by the concerned school) that secures second
position in Cluster will also qualify to participate in the Individual Championship held at National
level.
In Judo; Skating & Taekwondo: Only the first position winning athlete will be permitted to
participate in the Nationals.

PARTICIPATION OF SCHOOLS FROM OTHER COUNTRIES OTHER THAN THE GULF
The schools situated in the countries other than the Gulf may participate directly in the CBSE
Nationals.
Every school shall be entitled to enter one athlete/team in a particular discipline/event for the
competition.
The schools need not remit any Annual Sports Fee to the Board.
SAVING CLAUSE
Any point on which clarification is needed, that can be had from the AEO (Sports), CBSE. Any
point not directly covered in this manual will be decided on the basis of the rules most nearly
applicable and in accordance with the general tenor and spirit of the overall provisions in these
rules.

1. The meet shall be conducted according to the rules of Amateur Athletic Federation of
India, with required modifications if necessary.
2. Every school will be entitled to enter only one athlete in each event, except in relay

NOTE: Weight of all the equipments shall be carefully checked before hand and signed by the
Organizing secretary.
4. An athlete can participate in maximum three events excluding relay races.
5. Each school will submit event-wise list of participating Athletes (detailed entry) so as to
reach the Cluster-level Organizing School at least SEVEN DAYS before the actual
commencement of the meet on the prescribed form. Postal delays will not be
considered as an excuse for accepting late entries. The detailed entry list must be
signed by the principal of the school concerned with seal.
6. On the spot entry/changes will not be permitted.
7. The athletes winning first & second position at Cluster level shall qualify to take part in
National level Athletic Meet. However in relays, only the first position winning team
from each Cluster will be allowed to participate in Nationals.

8. In a particular event, if the number of athletes is less than four; but they are from
different Institutions/Clusters, it may be conducted. The winners may be awarded the
medals and the merit certificate, but, they may not be awarded the points so as to be
included for the Individual or Team Championship.
9. In case of relays, all the five members of the team (if five names are given before the
meet in the eligibility Performa and all five have attended the meet) irrespective of who
runs the finals, shall be awarded the Medals and Certificates.
10. Immediately after the Cluster level meets, the Organizing School shall send the list of
athletes qualified, with their school name and complete postal address to the National
Meet Organizing School.
11. All the Principals of such schools from where the Athletes have qualified to participate in
the National meet must inform their Athletes, indicating the venue and the dates of the
National meet and plan their journey (reservation etc.). They should also inform the
Organizing School about their arrival and departure schedule.
12. In relays, only a single school team will be allowed to participate.
13. The Overall Championship separately in boys and girls sections in all the age groups may
be decided. The points shall be awarded according to the following system:-

14. The Merit Certificates shall be awarded only up to 3 rd position. However Participation
Certificates will be awarded to all those who actually take part in Cluster/National level
as the case may be.
15. A separate prize may be given to the Individual Champion in Boys and Girls section, in all
the age categories. For deciding the Individual Champion, only the performance in the
individual events may be taken into consideration.
16. A prize may be given to the school scoring total maximum points (total points in all the
age groups in Boys‟ & Girls‟ categories) and may be declared as over-all Champion.
17. In the National Athletic Meet, the record of performance up to 6th Place shall be
maintained. In case where no 6th Place is available, up to 4th or 5th performance will be
maintained. Such performance will be made available to the CBSE Sports Cell.
18. New Meet Record(s) wherever created should be clearly indicated as „NMR‟and wherever
the performance is equal to the existing record, may be clearly indicated as „EMR‟.
19. From organizing school, in each event, only one athlete will participate.
20. The schools Organizing Cluster level meet shall take a Group Photo of the teams that
have qualified to participate in national level meet. The photo shall be signed by the
host school Principal and forwarded to the school organizing next level of competition
along with the original entry Performa.

BADMINTON
(BOYS‟ & GIRLS‟)
1. CBSE Inter-School Badminton Tournament will be conducted according to the rules of
Badminton Association of Indian (BAI).
2. Every school will be eligible to send one team in different age groups (as notified by the
CBSE) in the Zonal Championship consisting of maximum four players.
3. At Zone Level all the matches will be played strictly on knock-out basis. In case the numbers
of teams in a particular age category are 8 or less than 8, the championship in that category
may be organized on league cum knock out basis.
4. National Championship will be conducted on League cum knock-out basis for which all the
teams will be divided into different pools.
5. At National level, the third day of the Championship shall be dedicated exclusively to the
Individual Championship.
6. All the matches at Zone & National level will be played according to the best of three games.
7. From each Zone first two position winning teams (i.e. winner & runners-up) will qualify to
participate in the National Championship.
8. All the participants must carry their valid age proof certificate and school/CBSE Board
Identity-card.
9. All the matches must be played on indoor courts with proper lighting arrangements.
10. The matches will be played according to the best of three games. The order of play will be:
(a) Singles
(b) Doubles
(c) Singles
The result will be decided as soon as any team wins two matches.
11. The first three position winners will be awarded Merit Certificates by the CBSE.
12. No Participation Certificate shall be given to a team who do not play after reporting.
13. No change shall be permitted in the composition of team from Zonal Level to National Level.
14. The school Organizing Zone level competition shall take a Group Photo of the teams that
have qualified to participate in National level competition. The photo shall be signed by the
host school Principal and forwarded to the school organizing next level of competition along
with the original entry Performa.
15. At National level: If the numbers of teams reporting are 12 and above, all the teams shall be
divided into 04 pools. From each pool, the team emerging on top will qualify to play at semi
final stage. If the numbers of teams reporting are 11 or less, all the teams shall be divided
into 03 pools. From each pool, the team emerging on top will qualify for semi final stage
matches. And, one team out of the three teams that emerge on II position in each pool will
be picked by lot and will also be placed in semi final stage matches. If the numbers of teams
reporting are 08 or less, all the teams shall be divided into 02 pools. From each pool, the
team emerging on top two positions will qualify for semi final stage matches.
INDVIDUAL CHAMPIONSHIP (BOYS‟ & GIRLS‟) ONLY AT NATIONAL LEVEL
1. In addition to the Team Championship, separate Individual Championship shall also
be played at National level on knock out basis.
2. Each team reaching in Nationals shall sponsor one player who shall play singles title
in each Category separately for boys & girls.
3. The scoring system will be the same as followed for Singles matches.
FEE AGAINST SHUTTLE COCKS
All the schools that wish to participate in the Badminton Championship must remit Rs 1500.00 per
team (separately for Boys‟ & Girls‟ and separately in each of the age group) as fee so as to meet the
expenses against the feather shuttle cocks. The fee must be separate at Zone & National level. All
the championships may be organized with YONEX AS-2 OR AS-10 feather shuttle cocks.

BASKETBALL
(BOYS‟ & GIRLS‟)
1. The tournament will be conducted according to the Basketball Federation of India rules.
2. The number of players representing a school shall not more than twelve.
3. All the matches at Cluster level shall be conducted on knock out basis. In case the number of
teams is less, the Cluster level tournament too may be organized on league basis.
4. The First & Second position winning teams from each Cluster will qualify to participate in
National level tournament.
5. At National level, the matches shall be conducted on league cum knock out basis, dividing all the
teams in to different pools. Matches at semifinal/final shall be played on knock out basis.
In Nationals, If the numbers of teams reporting are 24 and above, all the teams shall be divided
into 08 pools. From each pool, the team emerging on top will qualify to play at quarter final
stage. If the numbers of teams reporting are 23 or less, all the teams shall be divided into 06
pools. From each pool, the team emerging on top will qualify for quarter final stage matches.
And, two teams out of the remaining teams will be picked by lot and will also be placed in
quarter final stage matches.
The match to decide the third and fourth positions shall also be played.
6. In any match, played on knock out basis including the final, if there is a tie, extension of five
minutes shall continue to be given till the game is decided.
7. In case of a tie in matches played on league basis, the following procedure shall decide the
winner, runner-up etc.
(i)The team which has beaten the other team in the league matches shall be the winner.
(ii)The tie between more than two teams will be decided on the basis of points scored and points
against. The team securing the greatest quotient will be the winner. The points scored for and
against shall be counted only in the matches played between the teams in tie.
(iii)If the tie still persists, the formula will be points scored – points against. The team with
highest difference is declared the winner. Again the scoring will be counted in the matches
played between the teams in tie.
8. Balls shall be provided by the host school. The number “6” size Ball will be used for the
Girls‟ matches.
9. Under unavoidable circumstances, if a team is called upon to play more than one match
in a day, there shall be a gap of at least four hours between the two matches.
10. All participating teams shall carry with them two sets of playing kit (uniform), one set
of light color and the other set of dark color.
11. The team that has been named first in the fixture, will sit on the left side of the
Official‟s Table, and shall score towards the right side of the court.
12. The school Organizing Cluster level competition shall take a Group Photo of the teams that have
qualified to participate at National level competition. The photo shall be signed by the host
school Principal and forwarded to the school organizing next level of competition along with the
original entry Performa.
13. Protest if any, must be submitted in writing along with the fee within 20 min after the
declaration of the result.
14. In case a team intends to protest against the opposite team; the Captain of team that intends to
protest, must sign the score sheet.
15. In case a team forfeits & walks out of the court without completing the match, it shall lose the
right to submit any protest and shall be debarred from rest of the tournament.

CHESS
(GIRLS‟ AND MIXED TEAM)
1. Rules of the All India Chess Federation and FIDE shall apply to the Inter-School Chess
tournament unless, otherwise, modified in these rules.
2. The team championship will be held in under 14 & 19 years age category in both the sections
i.e. Girls and Mixed.
3. Every school that wishes to participate is entitled to field four teams. The constitution of
team members shall be as follows:
(i) Under 14 years mixed category: Either only Boys‟ or Boys‟ & Girls‟ mixed team
(ii) Under 14 years Girls category: Only Girls‟ as team members
(iii) Under 19 years mixed category: Either only Boys‟ or Boys & Girls mixed team
(iv) Under 19 years Girls category: Only Girls as team members
4. The tournament will be played according to the Swiss System (Seven/Six Rounds). A team
shall not play against any other team more than once.
5. A team may consist of a maximum of five players (including one reserve player) but only four
players shall be allowed to participate, each playing against the other of the same status in
order of ranking.
6. Each school shall clearly state the names of its team members (maximum five) before the
start of the tournament. The names of the reserve player (if any) shall be put at the bottom.
Captain/Manager shall submit the original ranking order to the Chief Arbiter before the start
of the tournament.
7. Before 30 minutes of each round, the Captain/Manager shall submit the names of their
players for that round; otherwise it will be assumed that the first four players from the
original list will participate.
8. In the event of inability of a playing member to participate, the ranking order shall be
changed in such a way that only the player following him/her in the ladder takes his/her
place and so on. No player shall be replaced during the course of the tournament.
9. Each team must play through the entire tournament. However, if a team is forced by
circumstances beyond its control to withdraw from the tournament, the team/s will not be
paired for the remaining matches.
10. The session of play shall be of 40 moves in 90 minutes followed by 30 minutes sudden death
rule. In case of availability of Digital Clocks in absolute numbers the time control shall be 90
minutes for the entire with 30 seconds increment from move one.
11. Scoring system: The team winning the match will be awarded „2‟ points and losing team „0‟.
In case of draw, both the teams will be awarded „1‟ point each. For example, teams winning
by 4 - 0; 3½ - ½; 3 – 1 or 2½ - 1½, will be awarded „2‟ points, irrespective of their score.
12. The final positions of the teams shall be determined by the number of points scored by each
team.
13. The position of teams, which finish with the same number of game points, shall be
determined by the application of the following tie-breaking procedures, in sequence from (a)
to (b) to (c) to (d) to the extent required.
(a) By the sum of the game scores of all the teams opponents.
(b) By the sum of match points won.
(c) By the sum of the game of all the opponents defeated plus one half of the game
scores of all the opponents with which tied result was achieved.
(d) By the sum of the game scores of all the team‟s opponents, excluding the opponents
who scored the highest number of game points and the opponent who scored the
lowest number of game point.
14. Procedure to be followed for breaking the tie for Board Prizes:
(a) Percentage Score.
(b) If the percentage score are same then more number of games shall be considered for
Board Prizes.
(c) If the tie still remains, then the highest placed team member will be considered for
Board Prize.
(d) For considering the Board Prize, maximum four games must be played for the board one
to four and minimum three games must be played for considering fifth Board Prize.

15. What-so-ever the circumstance is, request pertaining to postponement of first round will not
be entertained.
16. The walk-over time shall be 15 minutes.
17. Not more that five Merit Certificates shall be awarded to a team.
18. Each team while sending their eligibility Performa will also confirm in writing that they will
bring two Chess clocks and two Chess sets, along with them.
19. Certificates to Individual Board winners will also be awarded.
20. From each Zone, top four teams, in each age category separately in both the sections, shall
qualify to participate in the National Championship.
21. At National level the third day of the championship shall be dedicated exclusively to the
individual championship.
22. The school Organizing Zone level competition shall take a Group Photo of the teams that
have qualified to participate at /National level competition. The photo shall be signed by the
host school Principal and forwarded to the school organizing next level of competition along
with the original entry Performa.
INDVIDUAL CHAMPIONSHIP – CHESS - ONLY AT NATIONAL LEVEL
1. In addition to the Team Championship, separate Individual Championship shall also be
played at National level on knock out basis, in under 14 & 19 years categories, separately
in both the sections.
2. Each team reaching in Nationals shall sponsor one player who shall play Individual
Championship.
3. The tournament will be played on a five/seven round Swiss basis.
4. Besides the above, schools that have players having more than 2000 “ELO Rating
Points” as per July 2009 FIDE Rating List too shall be eligible to play Individual
Championship directly at National Level.
5. But, each school can sponsor only one player for Individual Championship; no matter they
have more than one such player who has above 2000 ELO points.
6. The time control for the Individual Championship shall be 30 minutes each for the entire
game.

FOOTBALL
(BOYS‟)
1. All the matches shall be played according to the rules of All India Football Federation, unless,
otherwise modified in these rules.
2. A Football team shall consist of maximum 16 players. No player shall be allowed to take part in
the Tournament without proper kit.
3. All the matches at Cluster level shall be played on Knock out basis. In case of draw match at
cluster level no extra time will be given.
4. Up to the semifinal stage matches, the duration of the match shall be 35-10-35 min. and the
finals shall be of 45-10-45 min.
5. Maximum five players can be substituted in a game.
6. Procedure to determine the winner of a match shall be on the basis of penalty kicks where the
competition rules require there to be a winning team after a match has been drawn.
7. The referee shall choose the goal at which the penalty kicks have to be taken.
8. If after both teams have taken five penalty kicks each, and both have scored the same number of
goals, or have not scored any goal, penalty kick continues to be taken in the order of 6 th, 7th and
so on alternately from each side, until one team has scored a goal more than the other from the
same number of kicks.
9. With exception of the foregoing case, only players who are on the field of play at the end of the
match, which includes extra time, are allowed to take penalty kicks.
10. At Cluster level tournament too, if the number of participating teams is eight or less than eight,
the tournament can be arranged with league system.
11. From each Cluster, the first two position winning teams shall qualify for National level
Tournament.
12. The National level Tournament shall be played on league cum knock out basis. Knock out
matches will commence only after the league phase of tournament is over.
13. In all the matches played on league basis points shall be awarded as „3‟ and „0‟ to winner and
looser respectively. In case of a drawn match one point to each team shall be provided.
14. In case of a tie on the points system at the pool level, then the pool winner shall be decided on
the basis of goal differences. If the goal scored by each team has no difference, the draw of lots
may be provided to decide the tie which shall be held in the presence of Organizing School
Principal, CBSE Observer, both the teams Captains & Chief Referee.
15. Semi-final losers‟ will play the hard line match to decide 3 rd and 4th place in the tournament.
16. Unless unavoidable, no team shall be called upon to play more than two matches in a day. There
shall be at least three hours gap between the end of the earlier match and the commencement
of the next match.
17. First three teams (winner, runner-up and hard line match winner) will be provided with Merit
Certificates. Other than the winners, all participants will be provided with Participation
Certificate who actually participates in the tournament.
18. The school Organizing Cluster level competition shall take a Group Photo of the teams that have
qualified to participate at National level competition. The photo shall be signed by the host
school Principal and forwarded to the school organizing next level of competition along with the
original entry Performa.

(GIRLS‟)
1. All the matches shall be played according to the rules of All India Football Federation, unless,
otherwise modified in these rules.
2. A Football team shall consist of maximum 16 players. No player shall be allowed to take part in
the Tournament without proper kit.
3. Being the first year, the tournament will be held directly at the National level.
4. The first 31 teams confirming their participation on first cum first basis + the National Organizing
School, total 32 teams, shall be eligible to participate in the Nationals. The schools forwarding
their consent of participation must have the acceptance from the National Organizing School in
writing.
5. The duration of the match shall be 35-10-35 min.
6. Maximum five players can be substituted in a game.
7. Procedure to determine the winner of a match shall be on the basis of penalty kicks where the
competition rules require there to be a winning team after a match has been drawn.
8. The referee shall choose the goal at which the penalty kicks have to be taken.
9. If after both teams have taken five penalty kicks each, and both have scored the same number of

(BOYS‟ & GIRLS‟)
1. The Handball Tournament shall be conducted according to the rules as adopted by the
Handball Federation of India (HFI), unless otherwise modified in these rules.
2. Each team shall consist of maximum twelve players. A team while playing must have a
goal keeper. Not more than seven players, i.e. six court players plus one goal keeper
shall be present on the court at a time.
3. Only the substitutes, two team officials and suspended players (if any), are allowed to
stay in the substitution area. One official from each participating team must be listed on
the scoring sheet as being the only responsible person to speak to the game officials.
4. The tournament at Zone level shall be organized at knock out basis. In case the numbers
of teams reporting are 8 or less than 8, the tournament may be organized on league cum
knock out basis.
5. From each Zone, the First and second position winning teams will qualify to participate
in Nationals.
6. The school Organizing Zone level competition shall take a Group Photo of the teams that
have qualified to participate at National level competition. The photo shall be signed by
the host school Principal and forwarded to the school organizing next level of
competition along with the original entry Performa.
7. At National level, the tournament shall be organized on league cum knock out basis for
which all the teams may be divided into pools.
8. At National level: If the numbers of teams reporting are 12 and above, all the teams
shall be divided into 04 pools. From each pool, the team emerging on top will qualify to
play at semi final stage. If the numbers of teams reporting are 11 or less, all the teams
shall be divided into 03 pools. From each pool, the team emerging on top will qualify for
semi final stage matches. And, one team out of the three teams that emerge on II

matches. If the numbers of teams reporting are 08 or less, all the teams shall be divided
into 02 pools. From each pool, the team emerging on top two positions will qualify for
semi final stage matches.
9. If a match ends in a draw after having been played for the normal period and winner has
to be decided then:-
- An extra time is played, following a five minutes intermission, if a game is tied at the
end of the normal playing time. A fresh coin toss determines ball possession and the
right to choose ends.
- The extra time period will consist of two halves of five minutes each. The team
changes ends at half time but there will be no half time break.
- If the match is again tied after the first extra time period, a second period will be
played after a five minutes break. In this extra time period again teams will play two
halves of five minutes each.
- If the tie is not decided even after 2nd extra time, the match will be decided by taking
penalty throws to be taken in set of five throws; after first set of throws if the match is
still tied, another set of five penalty throws shall be taken.
- If a match is still not decided then sudden death system should be followed.
10. The Merit Certificates shall be awarded to the teams winning first, second and third
positions.
11. Participation Certificates will be awarded to all other players who actually participate in
the tournament.

HOCKEY
(BOYS‟ & GIRLS‟)
1. The matches shall be played according to the rules as adopted by Indian Hockey
Federation/Indian Women‟s Hockey Federation, unless, otherwise modified in these rules.
2. At Zone level, the tournament up to the semi-final stage will be on knockout basis. From the
semi-final stage the matches shall be played on Round Robin league basis.
3. At Zone level, if number of teams is less, the tournament can be organized on league basis.
4. First two position winning teams in different age group from each Zone will qualify to play in
the National.
5. If any match played on knock out basis ends in a draw, it shall be played to the finish and the
procedure shall be as follows:
After the normal playing period of 70 minutes (35-5-35), if the game ends in a draw, an extra
time of 15 minutes (7 ½ - 7 ½) of extra time may be given. If tie still persist, the tie-breaker
rule shall be applied.
6. In the case of under 14 yrs age group, time duration can be reduced by the Organizing School
during the meeting of the Coaches/Managers before the tournament begins.
7. The National level Championship will be played on league-cum knockout basis, where all the
teams will be divided into pools. The teams to be included within a pool will be decided by
draw of lots, but no pool should have winner and runner up of same zone. The draw shall be
made in the manager / coaches meeting.
8. At National level, if the numbers of teams reporting are 12 and above, all the teams shall be
divided into 04 pools. From each pool, the team emerging on top will qualify to play at semi
final stage. If the numbers of teams reporting are 11 or less, all the teams shall be divided
into 03 pools. From each pool, the team emerging on top will qualify for semi final stage
matches. And, one team out of the three teams that emerge on II position in each pool will
be picked by lot and will also be placed in semi final stage matches. If the numbers of teams
reporting are 08 or less, all the teams shall be divided into 02 pools. From each pool, the
team emerging on top two positions will qualify for semi final stage matches.
In case two teams tie in any pool for any position, a toss of coin will decide the seeding that
may be done in the presence of both the teams‟ captains, chief referee, CBSE Observer and
the organizing school Principal.
9. In the matches played on league basis and ending in a draw, points may be shared by both
the teams.
10. In case after the league matches, tie still persists (meaning two or more teams ending up
with equal points) the following procedure may adopted:
Goal difference = “Goal for” minus “Goal against”.
11. If the tie still remains between the two schools, the winner will be decided by applying the
tie- breaker rule amongst the team in tie.
12. All the results of a school withdrawing in the mid-stream shall be cancelled and no goal shall
be awarded to the schools against whom the withdrawing school had to play.
13. At National level, a match (for third position) will also be played between the two losing
semi-finalist teams to decide the third & fourth place.
14. In case, a team is asked to play two matches in a day, there should be at least a gap of 2 to 3
hours between two matches.
15. Each school shall submit a list of players not exceeding eighteen who may participate in the
tournament.
16. The Merit Certificates shall be awarded to teams winning first three positions. All the other
participants shall be awarded with Participation Certificates who actually participated in the
tournament.
17. The school Organizing Zone level competition shall take a Group Photo of the teams that
have qualified to participate at National level competition. The photo shall be signed by the
host school Principal and forwarded to the school Organizing National level competition along
with the original entry Performa.
18. Protest if any, must be supported by documentary proof.
Note: The winners of the CBSE National Hockey Championship will be recommended to participate in
the Jawaharlal Nehru Hockey Tournament.

1) The competition will be conducted as per the rules and regulations of the Judo Federation of
India, unless modified in these rules.
2) At Zone level, only one player from each school can participate in each age group and weight

6) The Judoka/Judosist shall be allowed to participate only in their respective weight categories
(actual body weight) and no jumping in the weight categories will be allowed.
7) The fixtures will be drawn after having weight done of Judokas.
8) The competition shall be conducted on knock out-cum-single repecharge system. The
competition of each weight category will be separated into two groups by a draw. From each
group (pool) one finalist will be established by knock out system. Each competitor, who has been
defeated in his /her elimination, will be put in the repecharge round which takes place in the
knock out system. The winners of the two repecharge groups will be awarded the joint third
place (Bronze Medal).
9) Merit Certificate will be provided to first, second & third positions winners. (Both the semi-
finalist will be provided the certificate of Merit and Bronze Medal for the third place).
10) All other participant‟s will be provided with the participation certificates.
11) No protest will be entertained against the judgment of officials.

1. The rules as adopted by the Kho Kho Federation of India apply unless otherwise modified in these
rules.
2. All the matches at Cluster level will be played on Knockout basis. In case the numbers of teams
reporting are 8 or less than 8, the tournament may be conducted on league cum knock out basis.
3. From each Cluster, the first & second position winning teams will qualify to participate in the
CBSE National Championship.
4. All the matches at National level shall be played on league cum knock out basis.
5. In the National Championship, all the teams shall be divided into the pools.
At National level, if the numbers of teams reporting are 24 and above, all the teams shall be
divided into 08 pools. From each pool, the team emerging on top will qualify to play at quarter
final stage.
At National level, if the numbers of teams reporting are 23 or less, all the teams shall be divided
into 06 pools. From each pool, the team emerging on top will qualify for quarter final stage
matches. And, two teams out of the remaining teams will be picked by lot and will also be placed
in quarter final stage matches.
6. In matches played on league basis, “points for minus the total points against” shall decide the
tie. Should the tie still persist; it shall be decided by “spin of coin”.
7. A team shall consist of a maximum number of twelve players.
8. Match to decide third & fourth positions will also be played at Cluster & National level.
9. The school Organizing Cluster level competition shall take a Group Photo of the teams that have

(GIRLS‟ & BOYS‟)
Roller Skating is one of the fastest growing sports in the world. Roller Skating Federation of India (RSFI)
was established in the year 1995 and is recognized by the Government of India. The RSFI is affiliated to
the Indian Olympic Association; Federation Internationale de Roller Sports (FIRS) and is one of the
founder members Confederation Asian Roller Sports (CARS). FIRS is also affiliated with the International
Olympic Council (IOC). The sport of Roller Skating was included in the Olympics for the first time in 1992
in the Barcelona Olympics.
Roller Sports has been included in the 16 th Asian Games 2010 that are being held in China. The Indian
Roller Hockey Women‟s Team won the Gold Medal in the last Asian Championship held in Kolkata in the
year 2007 and the Men‟s Team won the Bronze Medal. Roller Skating is also a medal winning sport in the
National Games. Presently, India is at IInd Position at Asia level in over all categories.

10.Any photograph/video clipping other than from official camera shall not be considered for any

(TTFI) as adopted by them from time to time, unless otherwise modified in these rules by the

separately in Boys‟ & Girls‟ category.
3. Before the match, the Captains shall decide by lot, the choice of A, B, C or X, Y, Z and shall
give name of their teams to the referee in writing.
4. The order of play shall be as follows & the team winning 3 matches will be the winner:

5. The matches up to quarter final stage will be played as best of three games. Semi final &

8. The remaining teams shall be distributed with the Participation Certificates.
9. From each Cluster, the First position winning teams in each age group, separately in Boys‟ &
Girls category, shall qualify to participate in the Nationals.
10. No change in composition of team from Cluster level to National level will be allowed.
11. The school Organizing Cluster level competition shall take a Group Photo of the
teams/Individual Players that have qualified to participate at National level competition. The

INDVIDUAL CHAMPIONSHIP – AT CLUSTER & NATIONAL LEVELS
(a) In addition to the team championship, separate Individual Championship will be
conducted at each Cluster level.
(b) At Cluster & National levels, the Individual Championship shall be organized on knock out
basis.
(c) In Cluster level Individual Championship, only the schools that are participating as a
„team‟, shall be eligible to sponsor one player to play in Individual Championship in each
category separately for boys & girls.
(d) The scoring system will be the same.
(e) From each Cluster, the first & second position winning player of Individual Championship
shall qualify to participate in the Nationals.
IMPORTANT
1. Players can take time out for one minute, once in whole match.
2. Expedite system shall come into operation if a game is unfinished after 10 minutes play. If
the expedite system is introduced, all subsequent games of the match shall be played under
the expedite system.
3. Play shall be continuous throughout a match except that a player is entitled to:
(a) An interval of up to one minute between successive games of a match.
(b) Brief intervals for toweling after 6 points from the start of each game and at the
change of ends in the last possible game of a match.

8. No player shall be below 10 years so as to participate in the championship.
9. The participants are advised to register themselves with the TFI and obtain the ID Card
after paying the registration charges and filling the prescribed form available at the TFI
web site www.tfiindia.com Once registered, they can participate in all the TFI organized
championships.
10. The player shall be allowed to participate only in their respective weight category and no
jumping in the weight category shall be permitted (actual body weight).
11. Weigh-in shall be conducted one day prior to the day of competition.
12. There shall be at least four competitors in a particular weight category so as to conduct
the competition.
13. Time duration of the contest shall be 3 rounds of 2 minutes each & 1 minute rest
between the rounds. In case of tie, score after the completion of the 3 rd round, a 4th
round of 2 minutes will be conducted as the sudden death overtime round. In the event
of tie score after the 4th round, the winner shall be decided by superiority of all referring
officials. The final decision shall be based on the initiative shown during the 4th round
only.
14. Each competition arena should have four corner judges, one center referee, one recorder
& one time keeper.
15. The competition shall be conducted on Single Elimination Tournament System.
16. Team winners will be decided by the following pattern:
(i) Each ligible contestant will score 01 point.
(ii) Contestant will get 01 point for every winning match (Including a bye)
(iii) Gold Medal will be awarded 07 points.
(iv) Silver Medal will be awarded 03 points.
(v) Bronze Medal will be awarded 01 point.
17. The merit certificate will be given to the First, Second & Two Third position winning
players. The remaining participants will be distributed with the participation certificates.
18. The Arbitration Board Members/Protest Committee shall include: Principal Organizing
School; Organizing Secretary; CBSE Observer & In-charge Technical Officials/Chief
Referee.

(BOYS‟ & GIRLS‟)
1. CBSE Tennis Tournament will be played according to the rules and regulations of AITA
unless otherwise modified in these Rules.
2. Each school can send one team, comprising of maximum four players, in both the age
groups i.e. under 14 & 19 yrs, separately in Boys‟ & Girls‟ category.
3. The tournament at Zone level shall be played at Knock-out basis. In case the number of
teams at Zone level is less, the tournament may be organized on league cum knock out
basis.
4. Matches will be played as the best of 13 (thirteen) games with six all as tie breaker till
the pre-quarter finals. Quarter final will be best of 15 (fifteen) games and semi-final and
finals will be played on the best of three sets with tie-breaker rule, if necessary.
5. The tournament shall consist of two single and one doubles event in both the sections
i.e. boys and girls. Two singles matches shall be held first and in tie case (one all) double
will follow.
6. Merit Certificates and Medals shall be awarded to the first three positions winning teams
in both the sections.
7. All the other participants shall be awarded with the Participation Certificates who
actually come to play.
8. The decision of the referee shall be final.
9. Players must report 20 minutes in advance in proper kit for the match.
10. Players must be prepared to play more than one match in a day.
11. The code of conduct for the player shall be strictly observed on and off the field.
12. The school Organizing Zone level competition shall take a Group Photo of the teams that
have qualified to participate at National level competition. The photo shall be signed by
the host school Principal and forwarded to the school organizing next level of
competition along with the original entry Performa.
NATIONALS
1. All matches will be played on league-cum-knock out basis.
2. From each Zone the first two position winning teams shall qualify to play in the CBSE
Nationals. All the teams will be divided into pools. The teams may be divided in such a way
that no two teams from any Zone are put in same pool.
3. All league matches shall be played best of 15 games in boys section and best of 13 games in
girls section.
4. At National level, if the numbers of teams reporting are 12 and above, all the teams shall be
divided into 04 pools. From each pool, the team emerging on top will qualify to play at semi
final stage. If the numbers of teams reporting are 11 or less, all the teams shall be divided
into 03 pools. From each pool, the team emerging on top will qualify for semi final stage
matches. And, one team out of the three teams that emerge on II position in each pool will
be picked by lot and will also be placed in semi final stage matches. If the numbers of teams
reporting are 08 or less, all the teams shall be divided into 02 pools. From each pool, the
team emerging on top two positions will qualify for semi final stage matches.
5. Merit Certificates will be awarded to teams up to 3 rd position.
INDVIDUAL CHAMPIONSHIP (BOYS‟ & GIRLS‟) ONLY AT NATIONAL LEVEL
(i) Singles tournament shall also be played at National level on knock out basis.
(ii) Each team reaching in Nationals can sponsor one player to play singles title in each age
group, separately in Boys‟ & Girls‟ category.
(iii) The scoring system shall remain the same.
(iv) At National level, the third day of the Championship shall be dedicated exclusively to the
Individual Championship.
(v) All matches will be played as the best of 15 (fifteen) games with seven-all as tie breaker
till the quarter finals. The Semi-final and Finals will be played on the best of three tie-
break sets.

1. The rules as adopted by the Volleyball Federation of India shall be followed, unless otherwise
modified in these rules.
2. At Cluster level, all the matches shall be played on knock out basis.
3. The matches at Cluster level shall be played as best of three sets, each set of 25 points. A
set is won by the team which first scores 25 points with a minimum lead of two points. In the
case of a 24-24 tie, play is continued until a two point lead is achieved (26-24; 27-25;……)
4. The semi final and final, will be played as best of five sets. In case of a two – two sets tie,
the deciding set (fifth set) will be played to 15 points until a two point lead is achieved (16-
14; 17-15;………)
5. Maximum two „time outs‟ per set, of 30 seconds each will be allowed on the request of
concerned coach/captain.
6. The colour and design of the playing kit of the members of team must be the same, except
for „libero‟ (defensive player) who must wear a uniform contrast in colour with that of the
other members of the team.
7. The first & second position winning teams from every Cluster will qualify to participate in
National level tournament.
8. At National level, matches shall be played on league cum knock out basis.
9. All the matches at National level will be played on the basis of best of five sets.
10. At National level, if the numbers of teams reporting are 24 and above, all the teams shall be
divided into 08 pools. From each pool, the team emerging on top will qualify to play at
quarter final stage. If the numbers of teams reporting are 23 or less, all the teams shall be
divided into 06 pools. From each pool, the team emerging on top will qualify for quarter final
stage matches. And, two teams out of the remaining teams will be picked by lot and will also
be placed in quarter final stage matches.
11. In the matches played on league basis, in case of tie, the match will be decided as follows:
At first the following calculations will be taken -
Match won = 02 points. Match lost = 01 point. Match forfeited = 00 point.

In case of a tie of total points at (D) between two or more teams, the following equation
determines the ranking:

The team of higher rate of sets will be ranked higher. If the tie still persists, the following
equation will be applied:
Total score points in favour (G)
Total score points against (H)
Team of higher rate of scored points will be ranked higher.
If the tie remains undecided, precedence will be given to the team winning the match in which
the concerned teams have played against each other.
12. Ordinarily, no team shall be called upon to play two matches a day. In exceptional
circumstances, however if a team is asked to play two matches a day, there should be at
least a gap of four hours between the two matches.
13. A team shall consist of a maximum of 12 players.
14. The first three position winning teams will be awarded with merit certificates. Remaining
teams will be awarded with participation certificates.
15. The school Organizing Cluster level competition shall take a Group Photo of the teams that
have qualified to participate at National level competition. The photo shall be signed by the
host school Principal and forwarded to the school organizing Nationals along with the original
entry Performa.
