1. WELCOME:

1.1. TH welcomed everyone to the meeting.

2. APOLOGIES:        Nick Bason, Frank Scantori, Elaine Sutherland-Carter,
Councillor Richard Sweden.

3. DECLARATIONS OF INTEREST: JO’D for grant applications by Barbican Arts
Trust Group and Jonathan O’Dea.

4. MINUTES OF 16 AUGUST 2009 BOARD MEETING: Agreed

5. MATTERS ARISING FROM THE MINUTES: None

6. AUTUMN / WINTER GRANTS ROUND 2009-2010

6.1. TH introduced the item and said that the meeting would take the grant
applications in alphabetical order.

6.2. The meeting discussed all applications.

6.3. It was agreed that the applications from the following individuals and
organisations would not be funded:

Bailey, Jesse
Circle Dance Group
Fearon, Camara
Greenleaf, Paul
Jones, Alison
Kreative Culture Klub
Labern, Sally
Lopez-Real, Carlos
PAK Cultural Society
Red Onion Community
Theatre Confetti
Weeks, Aaron
6.5. MD offered to give some support and advice to Camara Fearon and she                 MO’C
would be encouraged to contact MD

6.6. Aaron Weeks would be advised that Apex Arts would write a letter of support         MO’C
to the Princes Trust in support of his application to the Trust.

6.7. It was agreed that the following individuals and organisations would be
grant funded:

Barbican Arts Group Trust: £2000
Barker, Sally: £250
Chingford Photographic Society: £350
Forest Recorded Music Society: £150
London Forest Choir: £500
Lontano Trust Ltd: £2000
Music In The Village: £670
News From Nowhere Club £532.64p
O’Dea, Jonathan £800
Present Moment: £2000
Saint Andrews Church Leytonstone £500
Waltham Forest Disability Resource Centre £250

TOTAL: £10,002.64p

(JO’D declared interests and left the meeting while the Barbican Arts Trust
Group and Jonathan O’Dea applications were discussed).

6.8. The following conditions were attached to the following grant awards:

6.8.1. Barbican Arts Trust Group: The grant of £2,000 would be paid in quarters,
each quarter after certain parts of the application had been carried out and met.        MO’C
MO’C would circulate a draft letter to the Board setting out the targets to be met
for each payment.

6.8.2. Barker, Sally: Would be informed in the offer letter that the grant was to be     MO’C
spent on art materials for the project.

6.8.3. Jonathan O’Dea: Would be informed that the grant award was for the                MO’C
publicity element of his application.

6.8.4. Saint Andrews Church Leytonstone: Would be informed that the award                MO’C
was for the arts materials and publicity elements of the application.

6.8.5. Present Moment: The grant of £2,000 would be paid in quarters, each
quarter after certain parts of the application had been carried out and met. MO’C        MO’C
would circulate a draft letter to the Board setting out the targets to be met for each
payment.


6.8.6. It was agreed that, as the grants awarded were more than grant money
available, Apex Arts would cover the small shortfall.

6.8.7. It was agreed that grants would be issued to applicants within two weeks     RZ
after receipt of their signed grant letter offer.

7. ANY OTHER BUSINESS

7.1. MO’C would e-mail Board members to remind them of the Board Meeting            MO’C
planned for 29 October 2009 and to check who could actually attend.

7.2. It as agreed that following the normal business reports the meeting would be
a one item agenda to discuss the next LBWF Commissioning Round for 2010-
2012.
