Introduction to the Interactive Municipal Storm Water Ordinances Spreadsheet:
"Low Impact Development" ("LID"), also known as "Green Infrastructure," is a general term referring to environmentally-friendly development and building practices. With regard to storm water management, LID is much more than just an environmentally-friendly exercise. More and more communites are recognizing that LID is a powerful tool in their efforts to control storm water runoff volume and quality. Simply put, LID is a series of methods used for keeping and using rain where it falls, instead of letting it go into the sewer system, causing overflows. This spreadsheet was created in order to document LID storm water management practices across the United States. While there are a handful of cities that stand out as being at the forefront of Reading the Storm Water Spreadsheet: Cities or counties are listed in the leftmost column, and the information about that city or county follows to the right. Below is an explanation of what to expect in each column.

Permeable pavement decreases storm water runoff, and a few cities are implementing it.
Rain barrels can be connected to downspouts of residential, commercial, and governmental buildings to detain storm water for use with plumbing or landscaping.
Many older residential areas have downspouts that connect directly to the sewer system. Disconnecting these downspouts keeps storm water out of the system.
Vegetated swales can be installed along streets to absorb storm water. Rain gardens can be installed on property to absorb rainwater from downspouts.
Many localities are beginning to charge a fee for all property owners based on the amount of impervious surface on their property. This raises money for storm water management, and encourages LID.
Some cities are buying land to create or preserve greenspace. This allows for "green corridors" for the absorption and retention of storm water.

Note 1: You will notice that many of the squares on the Storm Water Spreadsheet are empty. This means either that the locality for that row of the Spreadsheet lacks a program for that column, or the information on that program was not found during the course of our research. Note 2: Many of the links on the Storm Water Spreadsheet are for large PDF documents that may take several minutes to load before appearing. Note 3: The "Addional Resources" worksheet lists several organizations which have significant Storm Water Resources. Many of these organizations do consulting/research/ and ordinance drafting. Allegheny County Sanitary Authority
Allegheny County entered into a consent decree with the EPA in May, 2007. The Alcosan Public Relations sewer authority will also make comprehensive, system wide upgrades over the next 20 (412) 734-8353 years that will greatly reduce the sewage overflows and ensure long-term compliance with the federal Clean Water Act. Those improvements will cost approximately $1 billion, with much of the money coming from the authority's rate-payers in 82 municipalities and the city of Pittsburgh.

Atlanta, Georgia Fulton County, City of Alpharetta and Harry’s Farmers Market is sponsoring a Rain Barrel Workshop on Wednesday, June 27, 2007 at Harry Farmers Market in Alpharetta. This workshop requires a fee of $15.00 for each participant. Cost covers the rain barrel and all supplies.
The city initiated a stormwater utility in 1999, but it was struck as being an unconstitutional tax. The city either has implemented, or is currently working to implement, a new stormwater utility.
In the signing of the Consent Decree, the City of Atlanta committed to several projects designed to improve water quality in Metro Atlanta and downstream, including the Greenway Acquisition Project. The Greenway Acquisition Project is referenced in the Consent Decree as a Supplemental Environmental Project (SEP). The $25 million Greenway Acquisition Project is to be implemented in the City of Atlanta and fourteen (14) counties in Metro Atlanta through March, 2007. The intent of the Greenway Acquisition Project is to acquire streamside "buffer" areas to protect streamside areas from development and to provide a vegetated filter for surface runoff.

The Butler County Storm Water District is currently designing a bioretention facility to be installed on the Butler County Engineer's Office property. The design of the bioretention area will allow for the collection and treatment of storm water runoff from existing paved areas.
All owners of single-family residential, agricultural or vacant and undeveloped properties will be charged a semi-annual rate of $6.50, or $13.00 per year. Nonresidential property owners are charged based on the square footage of hard surface on their property. For example, if a commercial property has three times as much hard surface area as the average residence (12,000 sq. feet or 3 ERUs), its storm water charge would be three times the residential rate per year, or three times $13.00 ($39.00).

Chicago, IL Chicagoans can purchase a discounted Chicago Rain Barrel for $40, while supplies last, beginning May 21, 2007. Rain barrels are for Chicago residents only. Residents are limited to 1 barrel per household (per year).
The City actively encourages homeowners to disconnect their downspouts from the sewer system and direct the water instead to their yards or gardens. Public service announcements, community meetings, instructional video tapes, brochures and discounts on materials for downspout disconnection have all been provided to homeowners. The City will continue and expand its efforts to educate citizens on the benefits of disconnecting existing downspouts and on alternative uses of stormwater.
Yes. The City is creating a green infrastructure by utilizing unique open spaces to hold water that would normally drain directly into the sewer system. For instance, the City built a new kind of alley in a North Side community as part of a pilot project. The City's 10,000 Rain Garden Project encourages people to use bioretention at home. Here is an article about the 10,000 rain garden program. Metro leaders launched an initiative dubbed 10,000 Rain Gardens, urging citizens, businesses and fellow governments to build 10,000 of the special gardens over the next several years. The city ran television and radio ads promoting the initiative. The idea seems to have piqued the interest of Kansas Citians, according to the article.

For all new development and redevelopment: "to the extent practicable," the stormwater runoff rate will not exceed 0.2 cubic feet per acre per second during a 25 year storm. For projects that exceed 9000 square feet, the peak runoff rate shall not exceed 0.15 cubic feet per acre per second during a two year storm. Some leniency may be shown for development projects that result in less than 2000 square feet of impervious area. This ordinance also includes the usual illicit discharge/spillage control provisions. Seattle Code of Ordinances Chapter 22.800 - 808; Stormwater Drainage and Control 22.802.016, provide that activities that disturb one acre or more of land or add/replace 5000 sq. ft. or more of impervious surface are required to comply. Peak drainage water discharge rate shall not exceed 0.5 cubic feet/second/acre in a 100 year 24 hour design storm for the portion of the site developed that drains to a Class A or B riparian corridor, or to a drainage control system that drains to such a corridor. Treatment facilities must be installed and maintained to treat that portion of the site being developed. The ordinance requires that one of the following be installed: infiltration, wetpond, stormwater wetland, biofiltrations swale, filter strip, wet vault, media filter, or an alternative technology in certain circumstances. Ch. 23.47A deals with commercial zoning standards. It authorizes the use of development standards. Chapter 23.74A.016 deals with landscaping and screening standards. It provides that landscaping that achieves a green factor score of 0.30 or greater is required for any new structure containing more than 4 dwelling units, new development that has more than 4000 sq. ft. of nonresidential uses, and any new parking lot w/ more than 20 spaces. It also provides a table which outlines the green area factors for different types of landscaping, including rain gardens, permeable pavement, green roofs and other landscape elements.

Seattle currently has an impervious surface reduction credit that lists green roofs and roof gardens as acceptable strategies. See Appendix B of the Flow Control Technical Requirements Manual. Additionally, the LEED green building certification program gives incentives for Green Roofs.
Seattle has included permeable paving in sidewalks and other development locations around town.

Many rooftops are connected to the Combined Sewer System, so the City is evaluating whether disconnecting roof downspouts from the Combined Sewer and redirecting that run off into rain gardens or cisterns will help reduce CSOs. Seattle is currently conducting surveys to help make decisions about how to design the pilot. Click to see the brochure.
Seattle has an innovative Natural $11.14 per month per household. Drainage Systems program which creates experimental bioretention ponds, swales, etc, around the city.
The Levy provides $16 million for land purchase for 18 new Neighborhood Parks in many of Seattle's most densely developed neighborhoods, and $10 million to preserve Green Spaces such as forested hillsides and creek corridors. In addition, $5.7 million of the Levy's Opportunity Fund was designated toward acquisition projects. Seattle Parks has leveraged this $31.7 million to secure $21 million in private donations and city, county and state grants to augment the acquisition projects.
As of Jan. 20, 2007, developers must meet the "Green Factor" requirement. New commercial development must have 30% of the surface-area covered with vegetation. The City of South Bend offers a free annual summer program to disconnect those downspouts, cap the drainway, and add an extension to the downspout so the water drains into your yard instead of the combined sewer.

Stafford County's Stormwater Management Code Administration
Strafford County Code of Ordinances, Chapter 21.5-2 lists low impact design as one (540) 658-8603 of the BMPs that is required to be used to satisfy the water quality control requirements. LID shall be encouraged to control stormwater runoff at the source. Chaper 21.5-4 provides that stormwater management plans are required to utilize, to the maximum extent practicable, low-impact development site planning in accordance with the low-impact development design manuals.
Pervious pavement is specifically allowed by ordinance
LID is an option for complying with the water quality, stream channel erosion, and flooding technical criteria of the County Stormwater Ordinance. The County also refined some of its requirements in the zoning and subdivision ordinances to provide some incentives to utilize LID practices. Since 2004, LID is required to the maximum extent practicable. The stormwater management manual encourages the use of "integrated management practices" (BMPs). Stormwater runoff from parking lots is required to be treated by infiltration facilities or bioretention filtering systems. Consequently, LID became the first option for stormwater management in Stafford County and all new development projects are required to evaluate the use of LID before opting for conventional stormwater management.
