SAWS 2010 Design Services Preview
SAWS is announcing the upcoming Request for Qualifications (RFQs) for future 2010
Engineering Services. Below are the summaries and the total estimated budget for these projects
and the number of firms that are anticipated to be selected. The intent of this preview
information is to allow all interested firms sufficient time to research each project of interest and
form any teams necessary to accomplish the project objectives. Of these projects, several will be
solicited through a single RFQ and only one submittal will be needed to be considered for those
groups of projects.
Unspecified Engineering Services Contracts
The solicitation for Unspecified Engineering Services for sewer projects and water projects will
be issued as one RFQ; however, these will be separate contracts and as many as three firms for
each type of contract.
Unspecified Engineering Services Contract - Sewer
The unspecified services engineering contracts are for design services to repair/replace sewer
mains that have experienced cave-ins and overflows. These projects vary in size and location
and may require the solicitation of contractor construction services on a rushed or non-advanced
urgent basis. These projects will be constructed on an emergency basis to correct unsanitary and
potentially hazardous conditions that pose a threat to public health and safety. In addition,
projects may consist of lift station elimination design services. As many as three contracts will
be awarded for these services and the total anticipated budget for these contracts is $1,500,000.
Unspecified Engineering Services Contract - Water
The unspecified services engineering contracts are for design services to repair/replace water
mains that have experienced a high rate of main failure. These projects vary in size and location,
and may require the solicitation of contractor construction services on a rushed or non-advanced
urgent basis. Projects will replace sub-standard or deteriorated water mains requiring immediate
replacements. As many as three contracts will be awarded for these services and the total
anticipated budget for these contracts is $450,000.
281/1604 Interchange Project
Professional Engineering Design Services will be required to identify conflicts and design the
necessary water/sewer facilities adjustments in connection with the 281/1604 Interchange
Project. The Interchange Project is currently in the schematic phase. The extent of the
adjustment is unknown at this time. The Design of this project will be coordinated with the
Alamo Regional Mobility selected design build contractor/TxDOT and appropriate utilities. The
design will require engineering firms with knowledge of TxDOT procedures and design
requirements for utilities using TxDOT Right of Way. Supplemental services will be required
for geotechnical services, sub surface investigation, TxDOT assembly agreements, TxDOT
Exception Request and any other permit required for clearing SAWS non joint bid project. Basic
Services will follow SAWS standard engineering contract but will be setup as a work order task.
This project has the potential of having an accelerate design schedule. The estimated
Engineering fees are currently unknown but may be up to $700,000.
Production and Treatment SCADA Master Plan
SAWS is pursuing professional engineering services for design services to upgrade and integrate
the existing Supervisory Control and Data Acquisition (SCADA) and Distributed Control
System (DCS) systems and develop a SCADA standard and propose design changes that all
water distribution and transmission systems, aquifer storage and recovery plant, water recycling
centers, lift stations, and heating & cooling facilities can adhere to. The selected Consultant shall
complete an assessment and evaluation, and provide recommendations for enhancements and
upgrades of the existing systems. The estimated Engineering fees are currently unknown but
may be up to $500,000.
Leon Creek WRC Interconnect to Medina River Sewer Outfall Project
This project is for professional engineering services for the design of approximately 12,000 LF
of 60-inch gravity sewer line to convey raw wastewater from the Leon Creek Water Recycling
Center (WRC) to the Medina River Sewer Outfall (MRSO) and associated modifications at the
Leon Creek WRC to accommodate the flow diversion. The selected Consultant shall provide
plans, specifications, and construction phase services for the project. The project will also
include required permitting, surveying, and geotechnical engineering services along with field
notes and easement exhibits and environmental and archaeological services for the proposed
pipeline. The anticipated budget for this contract is $750,000.
Replace Tanks at Port SA Phase 1 Project
This project is for professional engineering services for the Port San Antonio Elevated Storage
Tank Project. The selected consultant will provide plans and specifications for the construction
of a 1.0 MG composite elevated storage tank that will serve Port San Antonio and will be located
in the general vicinity of Port San Antonio serving Pressure Zone 4A in southwest Bexar County.
The anticipated budget for this contract is $250,000.
