Job Assignment:                  RECYCLING CENTER COORDINATOR
Job Number:                      12-0627
Department:                      12-Landfill
Pay:                             $1,903.00 per month/$10.98 per hour
Immediate Supervisor:            Landfill Foreman

GENERAL DESCRIPTION:
Stop vehicles at Citizen Convenience Center entrance, collect fees, perform necessary clerical work to provide
reports as directed on a timely basis. Directs vehicles to proper unloading areas requiring persons to segregate
waste and recyclables accordingly. Keeps Center neat and clean. Responsible for maintenance and operation of
all equipment at the Center.

EXAMPLES OF SPECIFIC WORK PERFORMED:
1) Collect fees as necessary, count cash and balance cash drawer daily; 2) Direct each vehicle to an unloading
area; 3) Control recycling of automotive waste (oil and filters), glasses, papers, plastics, brush, white goods etc.;
4) Extinguish any fires that may occur at the center; 5) Maintain compliance with applicable Environmental
Protection Agency/Texas Commission on Environmental Quality (E.P.A./T.C.E.Q.) regulations; 6) Perform
physical labor as needed, to include use of hand and power tools; 7) Schedule the removal of containerized
waste; 8) Must be able to operate all equipment at the Center to include; skid steer loader, water truck, baler,
glass crusher, backhoe and roll off truck; 9) Recover refrigerants from white goods in accordance with
E.P.A./T.C.E.Q. regulations; 10) Must complete daily, monthly and annual reports related to recycling; 11)
Assist customers with placement of recyclables into proper container or area; 12) Coordinates the collection and
removal of recyclables by vendors; 13) Perform E-waste collection coordination; 14) All other duties as
assigned by supervisor.

POSITIONS SUPERVISED:
Two full-time attendants and occasional community service workers.

PHYSICAL AND ENVIRONMENTAL CONDITIONS:
Outdoors mostly, with adverse weather conditions. Ability to transport self from site to site. Ability to drive
various types of equipment and vehicles to and from various work sites. Employee will work in extreme
temperatures, standing, walking, bending, kneeling, twisting, climbing and lifting to perform duties of the job.
Employee will work with chemicals, mechanical, electrical and traffic hazards. Employee will work in confined
spaces, where extreme hazards exist while performing duties. Employee is frequently required to perform
lifting and carrying of materials weighing up to 50 pounds. Employee will be exposed to dirt, dust, noises,
fumes, odors, water and mud. Employee must be able to walk on slippery, loose, uneven and sloped surfaces.
Hazards exposed to are heavy equipment, recycling equipment, fires, Household Hazardous Waste, Putrescible
Waste, Automotive Waste and private vehicular traffic, possible exposure to refrigerants.

CONTACTS WITH OTHERS:
Continuous contact with the public and other employees on a daily basis.

EDUCATION AND EXPERIENCE:
High School Diploma or G.E.D. Certificate.          Must have previous recycling or solid waste management
experience.

KNOWLEDGE, SKILLS AND ABILITIES:
Must possess ability to operate equipment utilized within the recycling center. Ability to read and write. Ability
to accurately count cash and balance a cash drawer. Ability to operate a computer and use Excel, Windows
programs. Ability to understand Texas Administrative Code.

REQUIRED LICENSES AND CERTIFICATES:
Must possess valid Texas Driver License. Prefer Class “B” Texas Commercial Drivers License. Obtain a
Waste Screening Certification from the Texas Commission on Environmental Quality within two years. Obtain
within six (6) months after hiring, the Certification to remove Class 1 and Class II Refrigerant Gases. Obtain a
Class “C” Solid Waste License, within two (2) years of hiring. HHW Collection training and E-waste
Collection training may be required after hire.
