Notice of Preparation and Comment Letters
                         NOTICE OF PREPARATION
                  OF AN ENVIRONMENTAL IMPACT REPORT
                                FOR THE
               2008 SOLANO COUNTY GENERAL PLAN UPDATE
Solano County will be preparing an Environmental Impact Report for the comprehensive update of the Solano
County General Plan. Solano County’s total land and water area is approximately 898 square miles, of which 75
percent is unincorporated and will be the subject of the updated General Plan.

The purpose of the General Plan update is to address the Land Use and Circulation diagrams, establish goals and
policies that will guide future development and conservation in the county, and to address changed conditions
since the adoption of the previous General Plan. The 2008 Draft General Plan also includes implementing
programs.

The 2008 Draft General Plan has been substantially reformatted into seven chapters and associated sections,
which together address the seven mandatory general plan elements required by the State planning and zoning laws
(Conservation, Open Space, Land Use, Circulation, Housing, Noise, and Safety). The 2005 update to the Housing
Element was adopted prior to this General Plan Update, and will be incorporated within the 2008 Draft General
Plan.

The 2008 Draft General Plan proposes new policies and planning concepts. Notable additions include the
proposed Resource Conservation Overlay, the proposed Agricultural Reserve Overlay, and proposed policies
applicable to four special study areas within the county: Middle Green Valley, Suisun Valley, Old Town Cordelia,
and Collinsville. The Resource Conservation Overlay is proposed to identify areas of the county with high priority
resource management needs. The proposed Agricultural Reserve Overlay could serve as a potential mitigation
bank and is intended to preserve the valued agricultural landscapes within the county by encouraging private
landowners to voluntarily participate in land conservation. The 2008 Draft General Plan also proposes land use
designation changes, including changes in land use intensity and residential density, in a variety of locations
throughout the county. An Initial Study has not been prepared. Instead, a summarized description of the Draft
2008 General Plan, including a description of probable environmental effects, is attached to this notice.

Pursuant to state and local guidelines implementing the California Environmental Quality Act (CEQA), please be
advised that the Solano County Resource Management Department will be the lead agency for the General Plan
EIR. The Director of Resource Management has determined that a Program EIR is required. The EIR will focus
on the following topical issues:

The EIR will analyze the Preferred Land Use and Circulation diagrams and associated goals, policies, and
implementation programs as well as the maximum allowable development that could occur pursuant to the
General Plan. In addition, the EIR will analyze a range of project alternatives.

In order to ensure that the EIR for this project is thorough and adequate, and meets the needs of all agencies
reviewing it, we are soliciting comments on specific issues to be included in the environmental analysis.
Comments from interested parties on the scope of issues to be evaluated in the EIR are encouraged. The Draft
2008 General Plan will be made available to the public in early spring 2008. At that time, it will be posted on the
internet at www.solanocountygeneralplan.net and will be available at all public libraries in the county as well as at
the Solano County Resource Management Department office at 675 Texas Street, Suite 5500, Fairfield, California
94533.

Public Scoping Meeting. In accordance with Public Resources Code Section 21083.9, a public scoping meeting
will be held on January 23, 2008, at 3:00 pm at the Solano County Government Center, Board of Supervisors
Chambers, 675 Texas Street, Fairfield, California 94533 in order to collect comments on the scope of the EIR.
