6. Thornaby Town Centre

NK stated that Lidl is on track to be completed in August              Noted           No                 No               No
2009 alongside its 57 space car park, which should help
to resolve some of the car parking issues. NK explained
that following the shop fit-out period, it is anticipated that
the store will open in mid September 2009, signifying the
final completion of the £30m redevelopment scheme.

NK explained that work to refurbish the Pavilion Leisure               Noted           No                 No               No
Centre was currently underway and is due to be
complete by October 2009.

17 August 2009. NK explained that temporary traffic
signals may be in operation near Asda’s underground
car park throughout the duration of these works.

of the car park and have opted to limit parking in the
Town Centre to a maximum 3 hour stay. NK explained
that this is in order to encourage a high turnover of trade
for the retailers to ensure the continued vitality of the
new Town Centre.          NK stated that Thornfield have
provided dedicated staff parking for the retailers and
they are not obliged to provide long stay parking for the
general needs of the Town Centre. NK explained that

Stockton Council is working behind the scenes to
resolve the difficult parking situation in and around
Thornaby Town Centre and options are currently being
explored to provide long stay parking facilities close to
the Town Centre on a temporary basis. NK stated that
Thornfield have co-operated by deferring the introduction
of parking charges and this will be reviewed in the
autumn. NK further explained that the Council is also
working in partnership with Thornfield Properties on a
longer-term solution to the parking problems.

NK gave an update on the Tristar Neasham site,                      Noted            No                 No               No
explaining that following extensive legal advice the
Council is in a position to serve a Section 215 Notice of
the Town & Country Planning Act 1990 on the site
requiring the owners to demolish the buildings and clear
the land in order to remedy the effect the condition of the
site is having on the amenities of the neighbourhood by
reason of its ruinous and dilapidated condition. NK
stated that the Council contacted the site owners
Midland Investments during April/ May 2009 to advise
them of its intention to serve the notices, unless Midland
Investments opted to co-operate with the Council and
committed to demolish and clear the site through
agreement. NK stated that Midland Investments
responded positively to this request and have been

liaising with the Council since the spring. Midland
Investments are expected to submit a planning
application shortly which will achieve the demolition and
clearance of the site and the implementation of a car
park on a temporary basis. NK explained that the
Council were contacting Midland Investments on a
weekly basis to ensure that a planning application is
submitted. NK explained that it was hoped that a
planning application would be submitted by August
2009. NK explained that if demolition and clearance of
the site cannot be achieved through agreement, the
Council will have the option to serve the 215 notices;
however, in these circumstances it is highly unlikely that
the site would be used for car parking.

ongoing with Thornfield regarding their obligation to
demonstrate that they have made reasonable progress
to provide a link road from Allensway to Trenchard
Avenue within two years of the building lease being
signed (31 March 2010). NK stated that a number of
options are being explored, which for commercial
reasons must remain confidential at this time.

Comment was made that staff at the Health Centre are                Noted            No                  No              No

were aware of this issue and were working with the
Health Centre to try to resolve this.

within the Town Centre. NK explained that once Lidal
was open it would be used as an anchor to attract other
retailers. NK explained that it was often the case the
retailers would wait and see how the existing retailers in
the Town Centre performed before they committed to a
retail unit. NK explained that Thornfield were working to
let the empty units and were confident that they would
be filled.

Thornfield had refunded some of the charges but
explained that it was illegal to park in the drop off bay
and it was likely that people will be fined if they do.

7. Myplace Youth Projects

Myplace was extremely tight and full planning would
need to be submitted by early November 2009. CW
explained that that Council were also getting support
from the Sorrell Foundation, who have provided concept
designs for the building. CW explained that 3 concept
designs had been produced and she circulated designs
and showcased models of each of the designs – The
Hub, Stepping Stones and Court.

lessons that had been learnt from the Youthy. It was
noted the Myplace building would need to be
sustainable. It was noted that some of the facilities in the
concept design would be unlikely to get planning
permission, including the open roof cinema.

9. Integrated Service Areas (ISA)

area has an ISA Manger, who is responsible for all
children’s services. KS stated that this includes the
Children Centres within Thornaby and Ingleby Barwick -
High Flyers, Riverbank, Barleyfields and Beckfields
Community and Family Centre. KS explained the
Children's Centres within Thornaby are managed by
Barbara Brooks and they deliver health and emotional
and social care. KS explained that midwives and health
visitors are based within the Children’s Centres.

KS explained that she is also responsible for Targeted          Noted             No                 No               No
Services, which are managed by Mick Walker. KS stated
that targeted services are a new team which comprise of
social workers, school nurses and family support
workers and they do a lot of preventative work. KS
explained that she is also responsible for Specialist
services, which are comprised of social workers and are
managed by Sue Smith.

KS stated that the ISA also covered Youth Services,                  Noted            No                 No               No
which are managed by Gareth Carson.

KS informed members that the whole ISA area that she                 Noted            No                 No               No
manages is comprised of around 120 staff, who are
responsible for a wide range of work areas. KS
explained that her remit was to ensure that the delivery
of children’s services is effective. KS stated that there is
a lot of pressure on budgets. KS explained that referrals
to social care services had doubled since last year,
which has massive resource and staffing implications.
KS explained that nationally there is a shortage of
qualified social workers. A discussion took place around
how social workers often train with one local authority
and are then able to move to a different local authority.
KS explained that she was currently negotiating this
issue with the Council’s human resources section. KS
explained that there was a balance between having
newly qualified social workers and experienced social
workers.

voluntary and community sector provide services around
financial inclusion and employability. KS explained that
schools can opt in or out of having PSA; however they
are provided with extensive training and will be provided
information on what other services are available that
they can signpost to. CW commented that the PSA link
with the Parenting Strategy, which aims to provide
coordination of services. CW suggested that it might be
appropriate for a representative to attend one of the
Parenting Strategy meetings. CW agreed to provide an
update on the Parenting Strategy at the next meeting.


KS explained that alongside the ISA areas there is also           Noted             No                 No               No
a IYSS Manager, Terry Frank who is responsible for the
work with vulnerable young people. KS stated that
Susan Jackson is the Operations Safeguarding Manger,
who is responsible for First Contact, Domestic Violence
and Child Protection. KS explained that Liz Abbot was
responsible for the Emergency Duty Team and Jayne
Palmer was responsible for the Looked After Children
Service.

10. Revised Minutes Template

Haleem Ghafoor (HG) thanked NH on behalf of the
Council for the work she had done with the Eastern Area
Partnership.

Tees Credit Union

Diane Patterson (DP) informed members that she                     Noted             No                 No               No
wanted to highlight to them that Tees Credit Union did
not have any funding sourced for after March 2010. DP
explained that it had been estimated that the Credit
Union had given out loans of over £187,000 in the last
year, of which £20,000 is interest. DP explained that if
half of these loans had gone to a doorstep lender
instead of the Credit Union it would equate to over
£100,000 in interest. DP stated that more money had
gone back into the community than interest charged. DP
further explained that the Credit Union also encouraged
people to start personal savings account that they had
previously not been able to do due to the high interest
they were paying to doorstep lenders. .

GO commented that financial inclusion is a key priority of         Noted             No                 No               No

Strategic Needs Assessment (JSNA) only included
financial inclusion as a theme under crime and
community safety. GO explained that he was going to
raise this at the next meeting that it should be a cross
cutting theme.
