2.0

DESCRIPTION OF THE PROPOSED ACTION

This section of the DEIS provides a description of the project sites and their locations; the proposed actions; the public need for and benefit of the projects; and the objectives of the project sponsor. The proposed project consists of three separate actions on three distinct, noncontiguous sites within the Wappingers Central School District (WCSD). The location of all three sites is shown on Figure 2-1 for reference. The following sections describe each site and the respective action that is proposed.

Site Location and Description

(A) Elementary School Site The proposed elementary school site is located on the south side of NYS Route 52 in the Town of Fishkill, Dutchess County, NY. The 33±-acre site is part of a larger parcel that is currently owned by Toll Brothers, Inc.; Toll Brothers is donating the site for the elementary school to the WCSD in conjunction with the “Van Wyck at Merritt Park” residential development being constructed adjacent to and west of the school site. The site’s location is illustrated on Figure 2-2. To the north of the site are predominantly single-family residences and some nonresidential development. To the south and east are undeveloped lands on the slopes of Honness Mountain, with some low-density residential development further east along Route 52. To the west is the aforementioned residential development currently under construction by Toll Brothers. Figure 2-3 shows an aerial photograph of the project site and its immediate surroundings. The site is currently undeveloped and is not served by water or sewer utilities. It is wooded and does not have a designated access road. (B) Van Wyck Junior High School Site Van Wyck Junior High School is located at 6 Hillside Lake Road in the Town of East Fishkill, Dutchess County, NY. The 29.5±-acre site is identified as tax parcel ID number 6358-02-987580 on the Town of East Fishkill Tax Map, as shown on Figure 2-4. The site is bordered by medium-density residential development on the south and east and low-density residential development on the north and west. There is also a golf course to the southeast of the site and a horse farm to the north. Figure 2-5 shows an aerial photograph of the project site and its immediate surroundings.

Potable water for the Van Wyck Junior High School is currently supplied by a single well located on the western side of the gymnasium. The WCSD is in the process of connecting to the Rand Water District. The school has an on-site wastewater disposal system located along the northern property line. It consists of a single septic tank, a triplex pump chamber, and three absorption fields. Vehicular access is provided via four driveways off of Hillside Lake Road. The westernmost driveway is an exit-only driveway, which intersects with Hillside Lake Road and NYS Route 376 at a traffic signal. To the east of this driveway is another exit-only driveway that is stop-sign controlled for traffic movements onto Hillside Lake Road. The main entrance is located further east and is also stop-sign controlled. Lastly, there is a driveway at the easternmost end of the site, which was formerly used as a student drop-off entrance. A fence now prohibits direct access to the school itself. (C) Wappingers Junior High School Site Wappingers Junior High School is located on a 37±-acre site along Middlebush Road in the Town of Wappinger, Dutchess County, NY, identified as parcel numbers 6157-01-358885 and 6157-01-423875 on the Town of Wappinger Tax Map. Surrounding land uses are predominantly residential to the north, south, and west. Evans Elementary School is located to the east and Wappinger Town Hall is located directly south. The location of the project site is shown on Figure 2-6 and an aerial photograph of the site and its immediate surroundings is shown on Figure 2-7. Water for potable use and fire suppression is provided to the school via a service line from a water main along Maple Avenue. Although the school is located in the Town of Wappinger, water is supplied through an agreement with the Village of Wappingers Falls. Sanitary sewer service is also provided by the Village. The wastewater service line from the school discharges to a manhole on Maple Avenue. Major MacDonald Way provides access from Middlebush Road and Maple Avenue to the school.

2.2

Description of the Action

(A) Elementary School Site The WCSD is proposing to construct an 82,000-square-foot elementary school on the undeveloped Route 52 parcel. The three-story building would house up to 700 students in grades K through 5. Ninety-seven parking spaces will be provided in a lot just northeast of the building, with an additional 11 spaces in front of the school.
