SOUTHEAST POLK COMMUNITY SCHOOL DISTRICT MINUTES FOR BOARD OF EDUCATION MEETING ADMINISTRATIVE OFFICE, May 17, 2007. Regular Meeting 5/17/07 The regular meeting of the Board of Education of the Southeast Polk Community School District was held in the conference room in the district office on Thursday, May 17, at 7:00 p.m. with Directors Tom Hadden, Steve Hanson, Andrew McGrean, Brad Skinner, Pat Staggs VanderWert, Katie Temple, Superintendent Thomas Downs, Director of Curriculum/Instruction, Dr. Kristine Condon, Director of Programs/Human Resources, Dr. Stephen Miller, Director of Support Services, Dan Janssen, Director of Special Education, Keri Steele, Director of Community Relations, Marti Kline, and Recorder Steve Oberto. Director Joanne Moeller was excused. There were 22 visitors present. At 7:00 p.m. President Temple called the meeting to order. Roll call: Hadden-aye, Hanson-aye, McGrean-aye, Moeller-excused, Skinner-aye, Staggs VanderWert-aye, Temple-aye. Motion carried. Recognitions Student Recognitions: The following students were recognized for being selected to be members of the All –State Band: Justin Hike, Fabian Lippmann, Zac Cornell, Brad Sparks, Jason Oelmann, Emma Reeve, Amanda Smith, and Bryan Hummel. Partners in Education Linda Plazak was recognized for generously donating to Southeast Polk Junior High families in need. Her most recent gift of $1,000 is an example of her generosity and partnerships with needy families. Lisa Perdue from Grefe & Sidney PLC, has been instrumental in the success of our Junior High Mock Trial program. Approve Agenda #07191 Open Public Hearing #07192 It was moved by Andrew McGrean to approve the agenda. Roll call: Hanson-aye, McGrean-aye, Skinner-aye, Staggs VanderWert-aye, Temple-aye, Hadden-aye. Motion carried. It was moved by Brad Skinner to open the Public Hearing concerning the Des Moines Water Works Easement. Roll call: McGrean-aye, Skinner-aye, Staggs VanderWert-aye, Temple-aye, Hadden-aye, Hanson-aye. Motion carried. Pat Staggs VanderWert made a motion to close the Public Hearing. Roll call: Skinner-aye, Staggs VanderWert-aye, Temple-aye, Hadden-aye, Hanson-aye, McGrean-aye. Motion carried. Quorum Present Close Public Hearing #07193 Resolution on Easement It was moved by Tom Hadden and seconded by Brad Skinner to approve the Resolution to #07194 approve the City of Des Moines and the Board of Water Trustees an easement to place a 24 inch water line running along 80th Street by the Junior High School. The City of Des Moines will compensate the district easement cost by providing a water hydrant, waiving the hook up fee, and tapping fee for the new high school. Approve Agenda Item IF-14 #07198 Computer Bids for 2007-2008 School Year-Administration recommendation is to purchase 400 computers (275 computers for schools throughout the district using the one-cent sales tax money and PPEL, and an additional 125 computers using bond money) from the following Company(s): Base Systems: Ace Computers Monitors: Pomeroy Roll call: McGrean-aye, Skinner-aye, Staggs VanderWert-aye, Temple-aye, Hadden-aye, Hanson-aye. Motion carried. It was moved by Pat Staggs VanderWert to approve the funding agreement and enter into a contract agreement with the Polk County Sheriff’s Office to continue the current SRO program. Roll call: Skinner-aye, Staggs VanderWert-aye, Temple-aye, Hadden-aye, Hanson-aye, McGrean-aye. Motion carried. It was moved by Brad Skinner to accept the Runnells Parent Petition for Additional Class Sections as Board record, and to follow Board Policy 606.2, which gives the Board of Education complete discretion in matters related to class sizes. This policy also states that “It shall be the responsibility of the Superintendent to make recommendation to the board on class size based upon the financial condition of the school district…and other factors deemed relevant to the board.” Roll call: Skinner-aye, Staggs VanderWert-aye, Temple-aye, Hadden-aye, Hanson-aye, McGrean-aye. Motion carried. President Katie Temple by unanimous consent accepted the following reports: A. Superintendent’s Report 1. Construction Update-Superintendent asked Dan Janssen to update the board on construction within the district. 2. Activities Complex Update-Mr. Janssen gave this update. 3. Summer Programming Instructional Report-Superintendent Downs asked Dr. Condon to give this report to the board. 4. Enrollment 2007-2008 Update-Dr. Miller presented the board with the most current information. 5. City of Altoona Pedestrian Tunnel-Superintendent Downs informed the board that the district did not have the resources available to partner with the City of Altoona on the proposed Pedestrian Tunnel. 6. Dollars for Scholars Update-Superintendent Downs reported that Dollars for Scholars gave out more than 200 scholarships this year. B. President Katie Temple gave an overview of the School Law Conference that she attended with Pat Staggs VanderWert. President Katie Temple called for a recess at 9:34 p.m. Closed Session #07202 At 9:45 p.m.Brad Skinner made a motion to go into closed session in accordance with Iowa Code Section 21.5(I) (a). Roll call: Staggs VanderWert-aye, Temple-aye, Hadden-aye, Hanson-aye, McGrean-aye, Skinner-aye. Motion carried. At 11:40 p.m.Steve Hanson made a motion to come out of closed session.
