Overview of IPEDS
What is IPEDS?
• The core postsecondary education data collection program
  for NCES
• Designed to collect data from ALL Title IV institutions
  whose primary purpose is to provide postsecondary
  education
• A comprehensive system of interrelated surveys that
  collects institution-level data

IPEDS Student Financial Aid Survey Component Changes
Financial Aid Data Collected in IPEDS Prior to This Year
• Was very limited
• For full-time first-time degree/certificate seeking students
• Included number of students receiving aid and average amount
   of aid for these categories:
    – Federal grants
    – State/local grants
    – Institutional grants
    – Loans
IPEDS Student Financial Aid Survey Component Changes
New Financial Aid Data Collected in 2008-09 and 2009-10
• NCES wanted to disaggregate some aid categories (break
  out Pell from other federal grants; break out loans from
  federal loans)
• Initially introduced these changes as optional for 2008-09
• HEOA passed which caused us to have to make them—
  plus other additions—mandatory in 2008-09
• HEOA also caused us to collect more financial aid data for
  2009-10 in order to report net prices

• All undergraduates (New group)
• All full-time first-time degree/certificate-seeking
  undergraduate students

Data Availability for 2008-09 Collection Data
• Data will be available on Data Center at the public level
  around Spring 2010

All undergraduates
• Total grant aid dollars received by all undergraduate
  students, from the federal government, a state or local
  government, the institution, and other sources known by
  the institution (New)
• Total number of all students who received a Pell grant
  (New)
• Average federal loan for all undergraduates (New)

Compare the price of attendance for out-of-state full-time
first-time students living on campus at public Master’s
colleges and universities. (This example uses the Mid-East
region and charges for the 2006-07 academic year.).

Other IPEDS Changes Due to HEOA

• Higher Education Opportunity Act of 2008 (PL 110-315)
• Signed into law August 14, 2008
• Has several provisions that mandate new reporting
  requirements (e.g., consumer info being reported for College
  Navigator through IPEDS, multi-year tuition calculator on
  Navigator)
• Also has many new disclosure requirements (e.g., employment
  placement rates, graduation rates by federal aid categories, net
  price calculator) that institutions should be aware of but are
  not IPEDS

Multi-year Tuition Calculator
• NCES must post to College Navigator by 8/14/09
• Will allow users to calculate estimated tuition and fees for
  normal duration of a program at an institution
• Will use price of attendance data from IC
• Will determine estimated annual % change based on most
  recent 3 yrs of data
• Will take into account guaranteed tuition plans

State Higher Education Spending Charts
• NCES must post to College Navigator; goal date: August 2009
• For each state for each of the 5 most recent preceding
   academic years % change in:
   (1) spending per FTE student at all public institutions;
   (2) tuition and fees for such students for all public institutions;
       and
   (3) the total amount of need-based aid and merit-based aid
       provided by such State to FT students enrolled in public
       institutions
                     NCES plans to use exiting IPEDS data; no
                                  additions to IPEDS
