SUMMARY 1.1 The purpose of this Report is to seek the views of the Panel on holding a Veterans’ Day on 27 June 2008.

RECOMMENDATION(S) The Provost’s Panel is asked to:2.1 2.2 Note the details of Veteran’s Day 2008 Consider if they wish Stirling Council to participate in Veterans’ Day.

CONSIDERATIONS 3.1 3.2 Veterans’ Day 2008 will be held on 27 June but local event(s) can be run 6-8 weeks either side of that date. The aim of Veterans’ Day is to increase awareness of what a veteran is, the contribution they have and continue to make to society and the support that is available to them. An event(s), can be run as either a flag ship event (£10k support available) or as a national event (£25k support available). The Ministry of Defence invite applications to be made by 1 December 2007. In 2005, 78 applications were submitted and in 2006, 235 applications were submitted. Successful applications will be advised by 20 December for a flag ship event and by 31 January 2008 for a national event. The Ministry of Defence suggests that a Steering Group be established to develop your area’s Veterans’ Day proposals which should bring together service organisations, support organisations, related young people’s organisations and Council representatives.

The headings under which applications will be judged are: Integrated dialogue (5pts) Organisation and finance (5pts) Contribution past and present (3pts) Support and veterans (3pts) Diversity of veterans (4pts)

2008 marks the 100th anniversary of the Territorial Army. Linking with the anniversary will be viewed, as acceptable but should not diminish from the main focus being on Veterans’ Day. Charging for attendance at the event(s) is permissible but has to be justified as the preference is for free accessibility. However, as the aim is that these events will be self-sustaining in the long-term a reasonable level charging is seen to be acceptable. The day should not become a fund raising opportunity and detract from the main message.
