INTRODUCTION

This application form is divided into four sections. PART 1 contains a description of the
proposal. PART 2 focuses on results-based management. PART 3 presents the budget. PART
4 contains additional requirements.

Before you complete the form, please read the information provided in the Guidelines. Make
sure that the Organization and the proposal meet the eligibility criteria.

PROJECT TITLE (max. 40 characters including the spaces): __________________.

SUMMARY

        In one page, summarize the general characteristics of the proposed project. Among
         other things, explain how the proposed project targets one or more of CIDA’s areas of
         focus, and one or more of the Millennium Development Goals. (Preference will be
         given to projects designed to engage youth or diaspora in international development.)
         Please include key project activities, useful opportunities for participation, and
         expected results. Please note that this will form the basis for the project information
         that will be published if the project is approved. (1 page maximum.)

PART 1
1.1 – OVERVIEW

Capacity of Applicant Organization
    Describe the Organization’s capacity in terms of human and financial resources to
      execute the project. Include value-added that the Organization brings to the proposed
      project beyond financial resources. If applicable, please mention the contribution of
      other Canadian donors to the proposed project.

Strategic Planning
    Demonstrate how this project has been incorporated into the Organization’s strategic
       plan and supported by the Board of Directors.

Public Engagement Experience
    Summarize the Organization’s past experience in planning and delivering public
       engagement projects in Canada, or projects related to international development
       issues.
    Describe the Organization’s approach to public engagement in an international
       development environment.

1.2 – PROJECT DESCRIPTION

        Indicate the proposed project’s ultimate outcome and results. Link the project to the
         logic model. Provide a concise but detailed description of the project and its various
         activities.
        In the case of a two-year project, please describe the progress that the project will
         allow during this two-year period.

        For organizations that currently receive funding from the Public Engagement Fund
         (PEF), explain how this project is different from other projects.
        For organizations that currently receive CIDA or CPB funding for public engagement
         activities, show the value added of this project.

    Please describe how the proposed project will contribute to one or more of CIDA’s
      areas of focus. (Environmental sustainability and equality between women and men
      are crosscutting themes. They must be expressly and systematically mainstreamed in

       the project will target youth or diaspora.)
    Explain the Organization’s experience working with the target group.
    Indicate how the project will appeal to both women and men.

Scope and Visibility
    Describe the proposed project’s expected scope and visibility, including the project’s
      geographic scope.
    Determine how many people will benefit from the proposed project, directly and
      indirectly, and provide gender-specific data about them.
    Explain how CIDA’s contribution to the project will be recognized.

1.3 – PARTNERSHIPS

        Describe the participation of other partners/organizations, their role, and their
         contribution to the proposed project. For collaborative projects, you are strongly
         advised to include letters of support from key partners involved in the project.
        For partners who must travel abroad for the proposed project (such as students who
         will visit a developing country to make a video), please describe the nature of the
         Organization’s relationship with the developing-country partner.
        If applicable, indicate the name of the developing-country partner.
        Indicate how long the relationship has existed.
        Describe what will be the respective roles of the Canadian and developing-partner
         organization(s) in the project.

1.4 – SUSTAINABILITY

        Indicate if the results of the proposed project’s activities will be sustainable over time,
         after the project ends. Identify opportunities for beneficiaries to continue to participate
         in international development activities after the proposed project ends.

1.5 – PAST ACHIEVEMENTS AND LESSONS LEARNED

        Describe the lessons that the Organization has learned from previous public
         engagement initiatives and that apply to the proposed project.
        Show how the proposed project is related to past achievements of public engagement
         activities.

1.6 – PRESENTATION OF RESULTS

        Describe how results will be measured and presented.
        Explain how the Organization will know that participants are better informed and/or play
         a more active role in international development activities.

1.7 – REPORTING OF RESULTS

        Describe the strategies that the Organization will use to report lessons learned from the
         project to other organizations and to Canadians.

1.8 – REQUIREMENTS RELATED TO CROSSCUTTING THEMES

EQUALITY BETWEEN WOMEN AND MEN

        State how the proposed project contributes to the objectives of CIDA’s Policy on
         Gender Equality. Where possible, use the categories and terms used in Tool 1 of
         CIDA’s Framework for Assessing Gender Equality Results.

Note – It is not enough merely to describe the Organization’s principles of equality between
women and men. You must describe the issues/messages and key strategies that will enable
you to raise public awareness of equality between women and men.

Where projects will implement major activities focusing on equality between women and men,
their logic model and performance measurement framework must include results (immediate
and intermediate outcomes) relating to equality between women and men.

ENVIRONMENTAL SUSTAINABILITY

Environmental Assessment of Proposed Activities:

Applicants must consider environmental issues associated with the theme addressed,
regardless of the sectoral focus of the project. This includes both beneficial and adverse
environmental effects. Consider links between environmental sustainability and CIDA’s other
sectors of focus (governance, health, education, private-sector development), and to fields such
as agriculture, water and sanitation, and so on.

For assistance in identifying potential environmental effects, you may wish to consult CIDA’s
Environmental Handbook for Community Development Initiatives and Additional Resources:
Accompanying Document of the Environment Handbook (particularly “Tools for the Identification
of Environmental Effects”.)

Where possible, applicants should also consider best environmental practices related to public
engagement activities. This includes such activities as double-sided printing, organizing “green”
meetings (e.g. reusable versus disposable tableware), holding conference calls instead of face-
to-face meetings, choosing environmentally friendly transportation, and so on.

        Describe any beneficial and/or adverse environmental effects associated with the
         proposed project. If no assessment is provided, the applicant must provide acceptable
         justification.

Before you complete this section, please read all of the information in Section 5.0, Results-

PART 3 – BUDGET
This section tells you how to provide information about the Organization and the project’s
finances, so that CIDA can assess:
    - the Organization’s financial resources and its capacity for project cost sharing with CIDA;
    - the accuracy of the proposed project budget and the eligibility of the costs indicated.

Before you complete each budget table, please read the information in Section 11.0, Finance, of
the Guidelines.

3.1 – Table 1 – Forecast Project Revenue Allocation

Overview: To help CIDA to assess the project’s financial resources, Table 1 presents all of the
Organization’s sources of revenue to be allocated to the project.

Revenue: Indicate the revenue, by source, that should be used to fund the project for its entire
duration. State whether the contribution has been confirmed.

If the Organization is entitled to make a portion of its contribution in kind, please indicate the
source and type (hours spent volunteering, donations of material and equipment, and so on).

3.2 – Table 2 – Project Budget

Overview: In Table 2, indicate all project costs that CIDA and the applicant organization will
meet.

See Section 11.0, Finance, of the Guidelines for information on cost sharing, in-kind
contributions, contribution sources, international travel costs, indirect costs, and cash-
flow forecasts.

3.3 – Table 3 – Salary, Benefits, and Level of Effort

Overview: Table 3 provides detailed and useful information about salary and benefits paid in
the project. The Organization must show the level of effort of each position for which it plans to
seek reimbursement of all or part of salary and benefit costs.


PART 4 – ADDITIONAL REQUIREMENTS
A complete application includes a proposal, the completed RBM tables, and the completed
budget tables. Organizations must also submit all of the following documents.

4.1      A copy of their bylaws
4.2      A copy of their letter of incorporation/registration, letters patent, or other
         proof of their not-for-profit legal status under the laws of Canada, or of a
         province or territory of Canada
4.3      An anti-corruption declaration attached on their official letterhead
4.4      Letters of support from significant partners if this is a collaborative project
