Overlap is 19,372 voters; 115,956 + 68,430 - 19,372 = 164,924 possible "problem" voters, which is 9.7%.
However, the National Voter Registration Act of 1993 does not allow a voter to be removed for not voting.
Some of the 68,340 voters not casting ballots since 2002 may really have voted because of the many "invalid" ballot history codes.

Ballot codes for August Primary (PRyyyy) and November General (GNyyyy) are standardized statewide, but codes used in voter
history for local elections are not standardized. While it's not common for someone to vote in only local elections, a review of ballot
history for the last vote year is not as accurate as it could be if a year were part of every ballot code.
Sedgwick County's low invalid rate is due to their convention always to use a year in their ballot codes.
