Generic CDL Changes

  1. A new field for the income tax number to be included in the Party information. This field has
     been in LegalSuite for a while already. Where the Income tax number for the party is available
     please insert into this field. This is not a mandatory field.
  2. The marital status options must comply with the options available at the Deeds Office. This
     field can be sent blank by the Banks for Bond and Transfer Registrations but will stay mandatory
     for Rates Clearance Certificate Requests. For Rates Clearance Requests the LegalSuite program
     will insert the marital status for Companies, Trusts and Close Corporations as U = UNMARRIED in
     the electronic application. It remains the responsibility of the Conveyancer to confirm the
     marital status of the parties. The correct options are listed below.
          C=MARRIED COP
          A=MARRIED ANC
          U=UNMARRIED
          D=DIVORCED
          M=MARRIED BY MOSLEM RITES
          H=MARRIED BY HINDU RITES
          V=MARRIED BY VIRTUE OF SECTION 22(6)
          G=MARRIAGE IS GOVERNED BY THE LAWS OF A FOREIGN COUNTRY
          W=WIDOWED
          T=MARRIED TRADITIONAL
  3. Rates Clearance Certificate Requests: A new option for Non-Profit organisations has been
     included in the customer role field. Please note that this option is not mandatory and might
     not be received in all instances.




  4. The Reason and Description field must be structured correctly. The Reason field (100
     characters) must always contain a hard-coded option and the Description field (2000 characters)
     can contain free format information. This pertains to all transaction type messages. Examples
     are provided below for specific messages.

Bond Registration Changes

  1. The amendment request message type (MT66) must contain hard-coded options in the Reason
     field. The Description field must be used for free format information that is meaningful and
     should be at least 30 characters long. The hard-coded options listed below.

3. A new Bond Delay Reason message type (MT78) has been added. Hard-coded options to be
   included in the Reason field for this message type and the Description field to be used for free
   format information that is meaningful. The Description field should contain at least 30
   characters when used. Hard-coded options that can be used for all Bond Registration
   Institutions listed below. A new field has been added for the Expected Registration Date. This
   field is a mandatory field. This field is to be used to indicate to the Bank the date when the
   registration is estimated to continue. An example of the message type also described below.
   Some of the institutions have their own specified hard-coded options and these will be
   displayed for their specific bonds.

  4. All institutions now require message sequencing within the vendor software packages.
     Attorneys need to send progress updates to Banks in the correct order as per the Banks’
     requirements. Please note that the ATP Message (MT13) can be sent at any time up until Prep
     (MT7). Any MT13 received after the MT7 will be blocked and not passed to the Banks. Below
     the different sequencing rules to be implemented.

  5. The branch code field used in financial transactions will not only cater for 6 numeric digits.
     Please note this field is available in the normal financial transaction (Branch code of Bank
     where account is held) and also in the Debit Order details transaction (Branch code where debit
     order is held). Should this field be received on the LAW DSE with more than 6 characters
     and/or alphanumeric values, the file will be blocked and not passed to the Bank.

  6. Default Bank branch codes have been hard-coded for SBSA and ABSA. ABSA = 632005 and SBSA
     = 051001. However please note for SBSA that options 11 -14 in Amount_Description should still
     default to 004255. Options 11 -14 highlighted below.

      OPTIONS 11 -14 FOR SBSA WITH BRANCH CODE 004255:
          11=Access Bond
          12=Retention
          13=Jumpstart
          14=HLGC (Home Loan Guarantee Cover Indemnity Fee)

  7. New hard-coded options to be included for the NTU Request (MT61) from Attorneys. The hard-
     coded options to be included in the Reason field and free format information to be sent in the
     Description field. Any free format information sent in the Description field should be
     meaningful and must be at least 30 characters. Hard-coded options and an example of this
     message type listed below.

      NTU OPTIONS:
         SALE CANCELLED
         CUSTOMER WITHDREW FROM BOND
         PROCEEDING WITH ANOTHER INSTITUTION

   EXAMPLE OF NTU REQUEST (MT61):




8. The Debit order details message (MT70) will now be created and sent automatically at the same
   time as the attorney sends the lodgement (MT4) within LegalSuite. Should there be no debit
   order details completed in the database, the MT70 will still be sent to the Bank but the Reason
   field will contain the wording ALTERNATIVE PAYMENT METHOD. You will have an option to
   cancel the MT4 and MT70 and go back to complete the debit order details in the bond
   database.




   If you select             neither the MT4 nor the MT70 will be sent. Once you have completed
   the debit order details, you will need to go and send the MT4 and MT70.

9. The Estimated Date of Registration (MT9) is being re-instated into the workflow for all bond
   institutions. This message is a manual message and not an automatic message. This message
   can be sent up until lodgement. The attorney needs to include the estimated date of
   registration. This field to be a mandatory field. An example of this message type listed below.

SBSA Specific changes

  1. The new Bond Delay Reason message type (MT78) that has been included refers (Also see
     CCN286). Additional hard-coded options to be included in the Reason field for SBSA specificly
     are listed below.

     SBSA SPECIFIC OPTIONS FOR BOND DELAY REASON (MT78):
         Bonds registered under the previous Homeland states
         Condition of Sale / Preceding Sale

  2. Various options can be sent from SBSA to the Attorney in the repayment type field. This field is
     called REPAY_TYPE_X and is found in the Matter datagroup outside of the property details
     array. Options that can be expected listed below.

     REPAYMENT OPTIONS IN THE REPAYMENT TYPE FIELD:
        CHEQUE ACCOUNT
        SAVINGS
        TRANSMISSION
        DIRECT FROM SALARY
        CASH
        OTHER

  3. The Legal Property Description message type (MT69) should no longer be sent to SBSA. Should
     such a message be received on the LAW DSE, this message will be stopped and not passed to
     SBSA. This message may still be used for other institutions.

  4. The bond account number has been included in the footer on the left hand side of specified
     legal bank documents. Documents affected by this change listed below.

FNB Specific Changes

  1. The new Bond Delay Reason message type (mt78) that has been included refers (Also see
     CCN286). Additional hard-coded options to be included in the Reason field for FNB specificly
     are listed below.

  2. A new message type Re-Instatement Instruction (MT79) has been included for Re-Instating
     NTU’d instructions. This message type will only apply to FNB. When a NTU Instruction (MT30) or
     Withdraw Instruction (MT29) is sent from the Bank, LegalSuite will automatically acknowledge
     this with either the MT19 (NTU notification) or MT18 (Withdraw Notification). The matter will
     not be archived. Should the Re-Instatement Instruction (MT79) be received within 90 days of
     NTU or Withdraw Instruction, LegalSuite will automatically acknowledge the MT79 with the
     Proceed Notification (MT12). The Bank will send an amendment which LegalSuite will also
     automatically acknowledge. The bond can then continue as per normal. Please note however
     when a MT30 or MT29 is sent, the Attorney will not be allowed to send any message type until
     the MT79 is received. If the MT79 is not received within 90 days of the MT30 or MT29, the
     matter will be archived on the Bank’s, Attorney’s and LAW’s systems.

EFC (Suite 65) Specific Changes

  1. A new option for a loan type to be included for EFC. This option is called BIS45. Rules linked
     to this type of loan are as follows: Registration Fees, Bond and Transfer Costs are required and
     must be sent to EFC.

Transfer Specific Changes

  1. Additional hard-coded options have been included in the Reason field of the Transfer Delay
     message type (MT974). The Description field to be used for free format information pertaining
     to this delay. This information needs to be meaningful and at least 30 characters must be sent
     when this field is used. Hard-coded options listed below.

     transfer workflow.

Generic RCC Changes

  1. Should the customer id number not be available, the date of birth can be passed in the
     customer id field. This information will be inserted by LegalSuite from the party’s information
     in the address book.




     If the customer is a non-profit organization the type of organization will automatically be sent
     in this field e.g. where it is a Church, the word Church will be sent in this field.
     The following information can be sent:
     Customer ID/Passport Number
     Company Registration Number
     Close Corporation Number
     Trust Number
     Customer birth date (CCYYMMDD)
     Non-Profit Organisation type e.g. Church/School/Club

  2. New options to be included in the type of transaction field for rates clearance requests
     (MT101). These options can be sent in the TYPE_OF_TRANSACTION field that is in the matter
     datagroup within the property details array. New options listed below.

  3. The field called Date_Valid_To has been removed.

IRCAM (Suite 92) Specific Changes

  1. For Subdivision Requests (MT136), where the Parent Property Rates Number is available, this
     number is to be entered in the Rates Account Number field. If this number is not available, the
     Rates Account Number field must be left blank and LegalSuite will insert the sub division
     number into this field but the Parent Property description is to be sent in the Parent Property
     Desc field.

  2. A new message type has been introduced to indicate when a Subdivision request is incorrect.
     The MT118 will no longer be used for this. The new message type is “Incorrect Subdivision
     request” (MT147).

  3. Progress Report messages (MT121) have been re-instated. Council will pass this message type
     to Attorneys.

  4. The format of the Attorneys Report has been changed. The template is listed below and
     changes highlighted in yellow.

1. Please notify the Rates Clearance Section if payment is tendered at a receipting point other than the
Rates Clearance Department. Thereafter, forward this document with proof of payment to the Rates
Clearance Section.

     Cape Town Council. Where no date details are available, default the request to Occupation on
     Registration.

FILES BLOCKED BY L@W

IF THERE IS A PROBLEM WITH A MESSAGE SENT BY THE ATTORNEY THEN THE L@W DSE WILL BLOCK THE
MESSAGE AND IT WILL NOT BE PROCESSED.

It is very important to check your blocked files on the L@W website to ascertain whether any of your
files have been blocked:

Go to www.lawactive.co.za, log in with your certificate and click on Web EP Tools. Select Blocked
Error Files and choose a date range. This tool will display any messages that have been blocked and
you can then correct the problem and re-send the messages.
