The pillars of ActNow BC include healthy eating, physical activity, tobacco reduction and healthy choices during pregnancy. The Branch is responsible for the executive stewardship for the ActNow BC strategy through providing direction, ongoing review, support, monitoring and evaluation, and course correction across government. It also facilitates best practice development and evaluation of legislation, policies, strategies, and performance expectations for ministries related to ActNow BC. PURPOSE OF POSITION This position supports the Director, Performance Management in the implementation of a framework to evaluate the impact of ActNow BC initiatives on populations. The Analyst provides information and data analysis, research, performance monitoring and reporting expertise that contributes to the review, development and implementation of ActNow policies, guidelines, templates, systems and procedures that support strategic, business and operational planning and performance measurement monitoring and reporting. The position supports the ActNow BC Branch’s planning and reporting processes, by collecting, maintaining and analyzing data related to project and population health performance measures. The position provides analytical capacity and advice in regard to complex management information issues and manages the gathering of data and reporting data and information from a sources within and outside of government. ActNow! BC focuses on five goals for BC’s population by 2010: • Healthy Eating – increase by 20 percent BC’s population who eat recommended daily servings of fruit and vegetables • Physical Activity – increase by 20 percent BC’s population who are physically active • Tobacco Use- reduce tobacco use by 10 percent among British Columbians • Overweight and Obesity – reduce by 20 percent the BC population classified as overweight or obese • Fetal Alcohol Spectrum Disorder (FASD) – Increase by 50 percent women who access prevention and information on the risks of alcohol use during pregnancy Within a number of program areas under the purview of The Ministry of Tourism, Sport and the Arts, working with the Ministry of Health and other Ministries and NGOs, numerous projects are underway that support ActNow! BC goals. This position provides research, performance measures and project monitoring and evaluation related to ActNow BC priorities and accountability reporting functions. The position conducts complex analysis of data from multiple data sources to determine whether program objectives have been met, plans, develops and update reports that inform ActNow BC planning priorities and identifies and investigates measures to build capacity to meet future needs. Position Links: • Director - receives direction and provides evaluation, monitoring and standards of comparison expertise. • ADM and Executive Director – provides reports and analysis and summarizes results. • Other Ministry divisions and other Ministries – consults with ministry leads through the cross-ministry Evaluation subcommittee and provides related training, advice and analysis to support the implementation and performance monitoring of ActNow BC. Performance Management and Evaluation Plan and project tracking to support government reporting requirements. • Community Stakeholders and Health Authority Partners – establishes and maintains working relationships and obtains required data to support evaluations. • National and Provincial Health Associations (e.g. CIHI, BC stats) – establishes working relationships and obtains required data to support evaluations. • Other jurisdictions – obtains information and data on ActNow BC related research including surveys, reports, models and trends, and compares BC’s progress in relation to other jurisdictions. SPECIFIC ACCOUNTABILITIES / DELIVERABLES • Develops and implements and produces internal and external regular and ad hoc reports, reviews and projects related to the ActNow BC Performance Management and Evaluation Plan. • • Manages data/information collection and qualitative/quantitative analysis processes related to ActNow BC performance indicators, accountabilities and projects. Solves logistical problems associated with the development and implementation of the evaluation plan. Examines and resolves issues regarding data validity and reliability working with a wide range of data sources(e.g. ministries and related committees, Vital Stats, Statistics Canada, Federal research, NGOs, other jurisdictions and internal and external sources). Applies research, evaluation and accountability expertise to support the monitoring and reporting of programs and initiatives to ensure new and expanded ActNow programs are consistent with government and Ministry priorities, and to maximized intended outputs, outcomes and results. • • Provides research and analysis to support ActNow BC and ministry performance management and evaluation needs. • • Conducts analysis of health outcome changes, analyze results, write and produce the annual report on ActNow BC progress and periodic profiles, reports throughout the year. Based on analysis, draws conclusions, prepares reports on trends, projects and significant program implications and makes recommendations to management and Ministry executive. Prepares and presents performance management information in the form of briefing notes, logic model, business plans, project charters, reports and presentations for senior management, executive and the Minister. Researches and coordinates performance indicator development to support the ActNow implementation and reporting framework within overall government and ministry accountability objectives/strategic initiatives. Identifies key output and outcome indicators and standards of comparison. Researches and reviews benchmarks, surveys and best practice reviews and summarizes results through reports and briefing notes. • • PERFORMANCE MANAGEMENT ANALYST POSITION DESCRIPTION.docOct. 2007 Page 2 of 5 • Manages and maintains the ActNow team’s internal information/data systems by collecting, analyzing and updating information including performance results, statistics received from various sources, working with data sources to ensure that information provided meets data standards and quality controls. Represents ActNow BC on internal and external committees, assesses the impact of policy or program plans related to ActNow BC, identifies critical issues and recommends options and potential actions. Trains staff and leads and/or support project teams by developing and facilitating training of staff from the ministry and other ministries and stakeholder organizations on performance reporting requirements, processes, timelines and tools.
