               Minutes of the meeting held in the Memorial Hall, Woodchurch
                             on Monday 23 June 2008 at 7.30 pm

PRESENT:                    Mr J Robinson (Chair), Miss R Dewar, Mrs J Haynes, Mr P Luckett,
                            Mr M Leigh and Mr I McGrath

PARISH CLERK:               Mrs J Batt

BOROUGH COUNCILLOR: Mrs A Hicks and Mr P Davison

MEMBERS OF THE PUBLIC: There were 20 Members of the Public present.

 1.   APOLOGIES FOR ABSENCE
      Apologies for absence were received from Mr Mobbs (ill health), Mr C Steer (holiday)
      and Mr J West (previous commitment)

 2.   DECLARATIONS OF INTEREST
      Miss Dewar declared an interest in Planning Application no 08/00986/AS as she is friends
      with the applicant and Mr Robinson declared an interest in the same as he has been
      consulted as a near neighbour.

      i) Updating of Declarations of Interest for the Code of Conduct
         The Clerk reminded Councillors that they should update their Declarations of Interest
         with the Monitoring Officer if necessary.

 3.   ACCEPTANCE OF MINUTES
      The Minutes of the previous meeting were accepted and it was unanimously agreed that
      Mr Robinson should sign them.

 4.   OPEN FORUM
      The meeting was adjourned and opened to Members of the Public from 7.35 to 7.46 for
      questions and comments.

 5.   PLANNING
      Please see attached list.

 6.   MATTERS ARISING
      The repair pack for the play area has not arrived. The Clerk will chase it up.

      The Neighbourhood Watch signs were £15 each, not £6 as reported last month.

     Following the recent Memorial Hall AGM, the officers are as follows, not as reported
     in the minutes:-

7.   RISK ASSESSMENT
     Councillors are continuing to remove wood from the play area.

     Mr Robinson will undertake a Risk Inspection over the next couple of months.

     Mr Rouse re access to Six Bells Car Park
     KCC regarding roads unsuitable for heavy vehicles – with particular reference to Sat Nav
     KCC re request for footpath from the surgery to Brattle

     Mr Robinson will undertake an inspection of the Six Bells Car Park on behalf of the
     residents of the Six Bells Park.

     Mr Robinson said he could not think of any roads in the village that are inaccessible to
     heavy goods vehicles. If anyone disagrees they should email the Clerk who will pass the
     information on to KCC.

     It is unlikely that funding will become available for a footpath from The Surgery to Brattle
     in the near future.

      Resolution
      Councillors unanimously resolved to pass the above for payment.

      Annual Accounts
      These have not been received back from the District Auditor as yet.

      Storage of Parish Council Documents
      Councillors unanimously confirmed that they were happy with the current arrangements.
      Documents are stored in a locked filing cabinet in the Memorial Hall.

      Request for a Memorial Bench
      Following the request by Mrs Stevens Councillors resolved on the following:-

      Resolution
      That they unanimously agreed to the installation of an Eton 4ft Bench at the bottom
      end of The Green, in memory of Mr John Evans. The Parish Council will purchase
      the bench and arrange for installation and Mrs Stevens will make a donation towards
      the cost and arrange for the memorial plaque.

      Bus Shelter
      The new landlady at the Bonnie Cravat has expressed concern at the proposed installation
      of the new bus shelter. Mr McGrath suggested she contact Shepherd Neame.

      Neighbourhood Watch
      Mr Saunders has a meeting arranged with the Neighbourhood Watch Co-ordinator in
      Ashford, after which he will contact the volunteers.

      Website
      Miss Dewar asked for more news to add to the Website.

10.   COMMITTEE REPORTS
      KALC
      Mrs Haynes reported on the recent Annual General Meeting.
      Mr Butcher was re-elected as Chairman and Mr Reed Vice Chairman.
      Among the items discussed were Service Level Agreements, Double Taxation, items for the
      next Parish Forum and the possibility of representatives from non member councils being
      invited to certain meetings.

      The cost of flashing speed limit signs is £3500.

      A copy of the minutes is available from The Clerk.

      Village Hall
      Preparations are still underway for celebrating the 50th Anniversary of the Village Hall.
      The Clerk was asked to find out whether it is possible to obtain a copy of the
      Parish Council minutes for 1958. All ideas are welcome.

11.   ITEMS TO BE REPORTED TO THE COUNTY LENGTHSMEN
      Potholes at the T junction at the top of The Green, and outside the Post Office.

12.   ANY OTHER BUSINESS

There being no further business the meeting closed at 8.50 pm.

            Parish Council: OBJECT (4:2 abstentions) – on the following grounds:-
            1. The development is disproportionate to the size of the plot
            2. Access – The access to the property is immediately opposite the entrance to
               the Memorial Hall car park
            3. Traffic Flow - the development is opposite the Post Office and the Garage
               and as such this is a very busy stretch of road
            4. The capacity of the sewerage system is not considered large enough to cope
               with the extra houses
            5. Trees – The actual size of the trees is not in proportion to those on the
               plans
            6. The pavement ceases just past this property
