                             TENDER CONDITIONS
1.    Tender shall be submitted in a sealed envelope super scribing Tender No. and
      Date at the top of the envelope addressed to MANAGING DIRECTOR, STEEL
      & INDUSTRIAL FORGINGS LTD, ATHANI (PO), THRISSUR-680771,
      KERALA, INDIA.
2.    Tender shall be under two part bid system. (Part-I Technical bid and Part- II
      Price bid) Both should be submitted in separate sealed envelope super
      scribing name of bid. Both separately sealed bids shall be submitted in single
      sealed envelope super scribing tender number and date.
3.    Tender shall be submitted on or, before the due date, and tender received after
      the due date will not be considered in any case.
4.    Tender shall be valid for a minimum period of 3 Months.
5.    The authorized agencies may collect the tender document by submitting a
      crossed DD for an amount of Indian rupees 3000/- in favor of STEEL &
      INDUSTRIAL FORGINGS LTD. Payable at Thrissur.
6.    Tender shall be submitted along with EMD in the form of a crossed DD in favor
      of STEEL & INDUSTRIAL FORGINGS LTD, Payable at Thrissur, and the DD
      should be attached along with the technical bid. If the Tender document is
      downloaded from the Website Viz. www.siflindia.com, the cost of tender
      document (Indian rupees 3000/-) should be submitted as a separate DD (other
      than EMD) along with the technical bid.
7.    Taxes, Duties and any other expenses if applicable, shall be indicated
      separately. If not indicated it will be presumed that your price is inclusive of
      taxes / Duties and other expenses and your any further claim at a later date will
      not be entertained. If excise duty is applicable, the excise duty gate pass
      should be submitted for availing cenvat credit.
8.    Price quoted shall be firm till complete execution of order and under any
      circumstances the same will not be subjected to any escalation what so ever.
9.    Please confirm that your offer is strictly conforming to technical specifications
      and conditions in all respects. Deviation if any regard to material, dimensions
      etc… shall be clearly brought out in your offer as otherwise your offer is liable to
      be ignored.
10.   Please indicate that your offer is F.O.R SIFL/CIF basis etc... Otherwise please
      specify the price basis and transportation charges, etc…
11.   Terms of Payment
      a)   70% of the contract value payable against final inspection and receipt of
           materials at our end or presentation of dispatch documents through bank.
      b) 20% after satisfactory erection and commissioning in time as per contract and
         imparting sufficient training to the purchaser’s Engineers or operators.
      c) 10% after fulfillment of all warrantee/guarantee period, including performance
         guarantee to purchaser’s satisfaction or producing the bank guarantees for
         equal amount valid for the guarantee period.
12.        Bidder should submit a copy of their quality system certificate, if they are
           certified by an international certifying agency.
13.        Descriptive literature, technical details and List of customers with the details of
           supply of similar machines with capacity and year of supply shall be submitted
           along with the technical bid.
14         Necessary training shall be arranged by the supplier regarding operation,
           maintenance, etc. The training details should be furnished along with the
           technical bid.
15.        EMD submitted by successful tenderer will be adjusted against the Security
           Deposit. EMD submitted will be returned to the unsuccessful  tenderer only
           after finalizing the order
16.        An amount of 5% of the purchase order value after adjusting the EMD shall be
           submitted as security deposit with in 7 days after getting letters of acceptance
           or accepted copy of purchase order, which ever is earlier.
17.        Initially technical bid will be opened on the date and time mentioned in the
           tender form in the presence of available bidders/representatives. The price bid
           will be opened only after evaluating the technical bid and also after clarification
           regarding technical aspects. The date and time of price bid opening will be
           intimated later.
18.        Bidders shall submit audited statements of their financial statements/ turnover
           for the last 3 (three) years along with the technical bid to demonstrate their
           financial position.
19.        Bidders shall submit details of all the pending claims, arbitration or other
           litigation against them including threatened.
20.        Purchase of the items will be based on the General Purchase Conditions of the
           purchaser which will be issued along with the purchase order.
21.        Company reserves the right to accept or reject any tender in full or part with out
           assigning any reason thereof.
22.        All disputes related to this order between purchaser and Vendor shall be subject
           to and be governed by Indian laws, and shall be referred to the courts of law
           situated at Thrissur. Kerala (India).
23.        All the communications shall be in English and in writing through

Piston/Rod/RAM
The RAM/Piston/Piston Rod should be forged from Nickel Chrome Molybdenum
steel to ensure maximum toughness. For these the Ultrasonic acceptance
standard shall be 2mm FBH for isolated defects and 1.2mm FBH for continuous
defects subject to maximum 3 defects in one metre length.

Guides
Close and accurate guiding should be ensured by Vee- form type slides fitted in
the columns. The design of the guides should be in such a way that it provides
practically constant clearance in spite of expansion/contraction of the tup as the
temperature varies. The working clearance should be adjustable by means of a
screw/wedge adjustment behind the slides so that the slides can be easily
adjusted to take care of wear.

Cylinder, Valve Chest
The cylinder, valve chest etc. should be made as a single steel casting of robust
proportions and of Radiographic quality. This should be firmly locked to the tops of
the columns or standards by spigots in both directions and large packing strips
should be provided which can be replaced when, wear takes place. The cylinder
should be provided with a      Nickel-Iron liner which gives longer working life and
it should be replacable when needed.

Columns/Standards
 The massive boxform standards/column should be made out of Nickel-Chrome
Molybdenum steel casting of Radiographic quality. Each standard/column should
be secured to the anvil block by four large Manganese Molybdenum steel bolts
with spring shock absorbers. These standards should be located in the front-back
directions by the packing strips between the anvil block and over hanging lugs of
the standard which extend the full length of base, and in the side to side direction
by the packing strips of large area with a bearing surface extending right across
the anvil block.

Anvil Block
The anvil block should be made in two pieces, the lower part of cast Iron and
upper part of Steel.

Die Holder/Sow Block
A Nickel Chrome Molybdenum Die-holder, heat treated, machined all over should
be keyed into the anvil block by means of a side key which extends across the
anvil block. 100% surface bearing should be ensured between all contact faces of
the Sow-block, Anvil and side key.

Buffer
A buffer pre loaded by air supply from the valve chest should be provided on the
cylinder head to prevent the piston striking the cylinder cover.

Piston Rings

The piston should be provided with fiber piston rings with sufficient radial depth to
ensure minimum air leakage and smooth operation of the piston.

Lubrication

Automatic force feed oil pumps should be provided to ensure perfect lubrication of
the cylinder and valves by the injection into the inlet pipe through an automising
device. The gland packing of the stuffing blocks should be lubricated through a one
way valve adaptor. Provision should be made for lubrication of the valve gear and
the locating surfaces of the cylinder/columns/standards and the anvil block.
Automatic slide lubrication with a force feed oil pump should be provided.

Servo- Control

The valve gear should provide complete control over the force of blow and length
of the stroke and enable the forge man to change over instantly from fast, short
stroke blows as required for preparing work to full length, full power blows for the
final forging operation. Physical movement of the valve gear should be assisted by
a hydraulic servo unit so that the control of the hammer requires minimum physical
effort from the operator. Operation by either hand or foot control should be
possible with this servo valve gear.
