The above referenced solicitation is hereby amended for the second time to include the following requests
for clarification and the City’s response.

        Question #1: What is the physical address for the facility that would allow Proposers to research
        the size of the tanks on record with the DEQ?
        Response: The address is 3520 Gateway Street, Springfield OR 97477

        Question #2: Are the tanks registered?
        Response: Yes. There is an active permit.

        Question #3: Is their information available from the Level 1 and Level 2 Assessments done on
        the property (specifically regarding asbestos) that would be helpful in cost containment for the
        project?
        Response: The Project Manager has indicated that environmental assessments referenced in the
        RFP only cover surrounding ground and not the structure. However, we are attaching the
        Focused Phase II Environmental Site Assessment herein (Addendum #2 – Attachment A) for your
        consideration and review.

        Question #4: Has an asbestos assessment been done?
        Response: The asbestos assessment has not been done. Refer to Section 3, Item A. The
        contractor shall provide a hazardous building material assessment.

        Question #5: How many and what size are the UST tanks?
        Response: There are 4 UST tanks: 2-12,000 gal., 1-10,000 gal., and 1-8,000 gal.

        Question #6: Does the City plan to have their environmental consultants on site during the UST
        removal process?
        Response: No. Delta Consultants will be on-site when the USTs, lines and dispensers are
        removed to sample soil and remove contaminated soils. Delta Consultants is not the City’s


 
 


        environmental consultant but rather the previous owner’s consultant. Delta Consultants will not
        be providing consultation to the contractor for this award.

        Question #7: Must the awarded contractor have their own Provider and Supervisor Licenses to
        meet DEQ requirements or can they have someone on site at time of work to oversee?
        Response: Yes, for the tanks and for other infrastructure that must be removed and requires
        license. The contaminated soil is Delta Consultants responsibility.

        Question #8: Will Delta oversee the decommissioning of the tanks?
        Response: No, their scope is contaminated soils specifically.

        Question #9: Does Delta have requirements for DEQ (Provider/Supervisor) and if so, does that
        suffice in lieu of Proposer contracting separately for said service?
        Response: For soil yes, for tanks assume no.

        Question #10: In lieu of a pre-proposal scheduled site visit, is the site accessible for potential
        Proposers to walk around or to look in through the building windows in order to assess getting
        their equipment in and out?
        Response: Yes, the City is the official owner of the property.

        Question #11: Is there or has there ever been a hydraulic hoist in the building.
        Response: The City is not aware of a hydraulic hoist having been installed in the facility.
        However, City does not know for certain.


As stated in the Request for Proposals, the City will make a reasonable effort to provide addenda to all
Proposers to whom City provided the initial RFP. Addenda shall be considered part of the specifications
of the RFP. The City is not responsible for any explanation, clarification, interpretation or approval made
or given in any manner except by written addenda issued by City.

In the event that it is necessary to further amend, revise or supplement any part of the RFP, addenda will
be posted on the City’s website at www.ci.springfield.or.us (select the Purchase/Contracts hyperlink and
then RFP: Union 76 Service Station Demolition and Removal).
