Automatic vehicle identification (AVI) and city traffic
management system
Our complete RFID solution finally solves most problems rising in automatic vehicle
identification (AVI) and city traffic management. Example functions include vehicle
registration, annually check, traffic statistic (counting car numbers and measuring
speed), anti-theft, police supervision, over-speed check, traffic light violation control,
etc.
Considering two types of products are involved in this application and they have different
functional emphasis, the solution will be explained in two parts. Part 1 focuses on
automatic vehicle identification, each vehicle having one unique ID tag, such as SP-K300.
Part 2 focus on traffic management, wireless vehicle detector applied here to check speed,
count car number and work with camera monitoring system to realize required functions.
The whole system would be very flexible and more and more functions can be added on
with the same hardware. Do not be restricted by the functions listed below since we just
show partial standard functions of the system and give customers some concepts about
this application. Please notice RFID technology is always customer oriented. We are open
to work with customers to build most suitable and complete and cost effective solutions to
meet your specific requirements.
Part 1: Automatic Vehicle Identification
Challenge and Demand
With the increasingly growth of the domestic economy and cause of transportation, the
total quantity of vehicles is up to 60 million and increasing by 10% per year. With the
rapid growth of vehicles, the illegal situation of escaping MOT, appropriation of license,
faked license, refitment of stolen vehicles happened more and more. With the
improvement of people’s living standard, the amount of taxi in the city went up sharply.
Few taxi owners refused to take an operating license, or get a license from the surround
village in a lower price and carry passengers in a big city. This kind of taxies (called ‘black
taxi’) has greatly infringed the interests of country and industry. With the deepening of
reform and opening-up, with China’s entering into WTO, there are more and more
national and international conferences, cultural and sports activities hold. Vehicle jams,
illegal break-in without license or even public security cases happens some times. In
certain areas, the situation of stealing vehicles severely occurred, which has threatened
the harmony and stability of the area. To the above illegal situations, vehicle
administration department mainly control them by adding spot-check, strengthening
polices and security men. Apparently, the efficiency is extremely low under this way, and
it is too difficult to check at the scene. The situation that drivers tried to deny their illegal
behavior always happened. In the aspect of vehicle guard against theft, GPS was one of

the main selectable technology.
GPS anti stealing is an active network system, a large system. Service men in the
supervising centre can provide 7x24 hours’ instant service, including preparing works
before alarming and assigning police men.
But GPS can not be widespread due to the high cost. It costs RMB 6000~7000 yuan to
install one set of GPS without screen and another thousand yuan for the service fee which
the service provider requires. Under these situations, RFID technology can be applied to
reduce the cost. Nowadays, AVI systems tend to use active RFID technology. AVI system
can be installed at the entrance/exit of the road or street in the city, as the fixed AVI base
station. It also can be installed on the top of the police vehicle, as a mobile AVI station.
Mobile AVI system is one of the effective ways to solve the problems above. It can move
to the assigned conference entrance, road side, checkpoints and toll stations. It can
reliably collect data and information from the vehicles passing by (or stop) in real time, on
which active RFID tags are installed. By using long range RFID technology, the collected
data can be identified, transmitted to the vehicle control centre via (GSM/GPRS/CDMA)
and then compared with the saved information in the database of the center to judge
whether the vehicle is illegal, or has disobeyed traffic laws or even stolen. The results of
comparison will feed back to the AVI system to determine the disposure for the vehicle.
For those blacklisted vehicles, the police man can alarm and hold up at once, or inform the
check points ahead via communication equipments to hold up them.
Application
AVI (Automatic Vehicle Identification-AVI), based on active RFID technology, includes
Car RF tags, fixed AVI base station and mobile AVI base station.
1. car RF tags
Car RF tags contain car information, car status and information of car owner. The RF tag
has an unique ID code worldwide. The ID code and its information are stored at the
information exchange networks of the public security department. The code is static and
on the alert until the car is stolen or traffic information is inquired by the car owner. The
code can help the police to identify and track the stolen car. The tag must be installed
firmly, reliably and as possible as concealed. It can be installed in special manner so that
it can alarm automatically once be taken down, without being misused.
2. Fixed AVI base station system
By using active RF tags, the identification range can reach 2~80m. Fixed AVI station is
usually applied in the Customs, check points and toll stations of vital communication lines
to examine, identify and record the passing vehicles. Equipments such as Reader/Writer,
intellegent controllor, data transmission unit and power supply are installed in the
machine room beside the road.
While there is a car with tag passing through the line, the system can read the ID code of
the tag, time for passing and the line number, then store these information into the
controller’s momery. The data transmission unit can pass the vehicle data information
collected to public security department and transportation administration center via
networks (DDN), meanwhile communicate the command of administration center to the
AVI system to depend whether the car can pass through or not.

3. moblie AVI base station system
in some applications, such as public security and road administration, vital conference
and other security cases, mobile AVI system is needed, which can move to any point at
the assigned road side or conference entrance to check the vehicles passing by. The
equipments it contains is as similar as fixed AVI system, but more simplized. Mobile AVI
system can be intalled on the modified police car. It can communicate and transmit data
with center with mobile GSM networks or in the way of short message (or other way).
If it is requied to report the podition of AVI, the car can be equipped with a GPS receiver
which can report the position to the control centre by GSM short message.
4. Simplized mobile check equipment
In some special circumstances, Simplized mobile check equipment such as PDA handheld
reader can be used. The check officer can use PDA reader to check the passing vehicles in
some narrow area. The information of stolen vihecles (black list) can be downloaded in
the PDA previously, once the same information is read, the system will alarm
immediately.
Guard against theft networks based on AVI & GPS
The system is consisted of fixed AVI, mobile AVI and GPS locating and guiding system,
DDN data transmission and exchange system and GSM mobile communication system. As
the diagram below:
Once the owners who use RFID tags found their car stolen, they can give an alarm to the
police. While the police receive the alarm, they are giving command to every fixed AVI
station to check the passing vehicles, reading the RFID tags of the cars passing by and

comparing with the taget vehicle’s information. If the present car is the target car, then
send the car’s ID, location of the AVI station and time information to the police via DDN.
After receiving the signal, the police can send SMS to the police cars which are equipped
with mobile AVI and GPS via GSM. When the police car confirm the message, they will find
the best route by using route optimization via GPS locating and guiding system. Afier
confirmation and route optimization for several times and sending its own GPS location to
other police cars, the stolen car will be hold up and criminals will be caught. The whole
process for the return of the stolen car is as below:
Besides guard against theft function, for the cars equipped with GPS, the system can also
provide road location and vehicle location inquiry function.
Under the assurance of guard against theft, by using RFID tech, the system has greatly
reduce the cost, which is acceptable for most people. It has also saved the police force
and enhanced the reaction velocity, especially has potential market for wide spreading in
taxi industry. Meanwhile, the system can be combined with ETC, AEI and GAI system to
be the vital parts of the intelligent transportation system.

Remark: the application is also fit able for military and police vehicle anti-fake
distinguishing field.
Features
Long range: easily read within 10 meters. Due to the practical need of Gate-ban, the
reading range should not be too long. Users have not to approach the reader or pass
through the appointed area to be detected by the reader. The identifying process is
full automatic, which can avoid the problem that driver must open the window to
punch the card in bad weathers. This advantage can effectively relieve the jam
caused by massive entering and exiting vehicles in rash hours.
Stable running: active cards have stable reading range and not influent by the
environment. Moreover, active cards can effectively avoid the shielding effect of the
vehicles’ anti-explosion metal net, exchanging data with the reader successfully.
High speed data exchange between reader and tags, the speed of readable cards can
reach 200km/hours.

Part 2: City Traffic Management
Challenge and Demand
With the rapid growth of economy, the quantity of vehicles in city has greatly
increased, as well as the number of drivers. At the same time, the situation of
disobeying regulations happened more then before, which has led to great
number of damages in bodies and economy. Lot of obstacles have been made
in the process of building civilized city, maintaining traffic orders and
protecting personal safety. How to efficiently solve the problem of traffic
crowding and regulation disobeying to avoid traffic accidents and meet the
requirement of Smooth Traffic Project has been the first important issue which
the traffic administration has to urgently deal with.
“E-Police”, also called detecting and recording system, is used to catch
vehicles violating traffic rules, such as over-speed driving and red traffic light
violation. Traffic rule violation is main factor of traffic accidents, chaos and
traffic jams. E-Police system can work all day and all night to monitor violation
of red light at the intersection or detecting over-speed driving at preset check
points on roads. It works together with camera monitoring system to take
photos as evidence of vehicle violating traffic rules.
In the present E-Police system applications, there are mainly two ways for
detecting vehicles: electric coil detect and video detect. There are two ways
for catching pictures: digital camera and video camera. Coil detecting can
meet the precision which customer requires, but it need to cutting the surface
of road. While the advantage of video detecting is there’s no need to cutting
the road, but the precision is lower. The detecting precision in day time for
video detect is more than 50%, while between 30%~50% during night. In our
analysis, the reason why this kind of product can be successfully applied at
abroad is that the traffic condition is simple and the situation of mixed
movement of pedestrian, motor vehicle and non-motor vehicle seldom
happens. In China, video detecting products can be used in high way traffic
information collecting system, but unsuitable for the complex crossroads.
The diagram below shows the capturing rate comparison between day time
and night, which indicate that it has lower rate, and hence lead to some
unnecessary dispute in project implementation.

Application and solution
Based on the μWatt ultra-low power consumption technology, combined with
RFID technology and wireless sensing technology, Shanghai SuperRFID
Electronic tech Co. Ltd has developed a wireless imbedded type vehicle
detector applied in precisely detecting vehicles’ passing, named eFlux.
1. Red light violation detection and recording
Three elements when capturing running a red light: stop line, red light signal
and license number.
According to the electromagnetic induction method, when an object of metal
passes through an electromagnetic field, it will change the magnetic flux of the
field and will lead to a change of return circuit of the field. By imbedding a
wireless terrestrial magnetism detector beyond the stop line at the crossroad,
the detector will generate an electromagnetic field which is vertical with the
road surface. When vehicles pass through the detector, it just equals as a
metal object cutting the electromagnetic field, as a result the magnetic flux of

the field changes, and lead to a change of return circuit of the wireless
terrestrial magnetism detector. When the vehicle detector installed at the
crossroad receives the return circuit of the wireless terrestrial magnetism
detector, it will transform the current signal into an output high-low frequency
signal. On the other hand, when the signal converter installed at the crossroad
receive a current signal of the signal light at the same time, it will convert the
current signal into an output high-low frequency signal. If the control software
can detect the signal converter’s “red light” signal and the signal from the
vehicle detector saying there a vehicle passes through at the same moment,
then the controller will send a signal of “capture” to the camera and flashlight
and the camera will capture the disobeying situation when vehicle pass
beyond the stop line during “red light”. If the light at the crossroad is
inadequate, the control system will start flashlight automatically to light the
environment.
The disobeying information captured include “stop line, red light signal,
license number, type of the vehicle, color of the vehicle, disobeying date and
time, disobeying lane ”.
The control software of system cannot send a capture signal to camera and
flashlight until it simultaneously detect the converted “red light” signal and the
passing signal from the vehicle detector. Both of the signals should be got. For
instance, if the signal light is green, then the signal detected by the signal
detector is green light, even if there is a vehicle passing through, the controller
will not send a capture signal to camera and flashlight.
If the signal light is multi-directional, as left-turning, right-turning and straight
movement, then detecting coils can be imbedded in different lanes to avoid
mistakenly capturing and lost capturing for different lanes and to maintain the
justice and accuracy for enforcement.
2. Over-speed detection and counting car numbers
Two wireless vehicle detectors SP-eFlux-100 will be put closely along the road,
at the point speed needs to be checked. If over-speed is detected, attached
camera monitoring system will start to work to catch pictures of the vehicle.
The system is also used for normal vehicle speed checking with good precision
level. Besides, we use such detectors to calculate traffic flow at any points
need to monitor. Based on those data, traffic management can be much more
effective and efficient.
Features:
High precision: the magnetic field of earth is invariable in several
kilometers, but large magnetic material object can influent the earth’s

magnetic field greatly, the terrestrial magnetism detector can identify
1/6000 variation of the earth magnetic field. While the influence caused by
vehicles on earth magnetic can be strong enough to use the terrestrial
magnetism detector to detect vehicles, which has extremely high
sensitivity.
Convenient for installation and maintenance, not need to block off the
street, little damage to the surface. When eFlux is installed on suspension
bracket or on profile, there’s no need to destroy the road surface, just
inspect the terrestrial magnetism detector when maintaining. The detect
point is not easy to be damaged, no influence by movement of the road
surface.
Not influent by the climate, as the terrestrial magnetism detector can
detect the variation of magnetic field when metal material objects pass
through.
