HM Treasury Consultation - False self-employment in construction: taxation of

The Government has published a consultation document and is intending to change the law
around taxation rules for construction workers. This will mean that I will no longer be seen as
self-employed but instead will be ‘deemed’ employed for tax purposes. I will be forced to pay
PAYE and National Insurance contributions but will not receive the benefits or protections of
employed status.

I would be grateful if you would respond to the following points:

   1. Why has the Government chosen to single out self-employed construction

   Construction workers are not the highest paid self-employed workers. Is the Government
   planning to introduce similar changes in the law for other self-employed workers such as
   barristers, IT consultants or journalists? It is simply not fair to single out one type of
   worker and exclude other categories.

   2. My take home pay will be reduced by this measure as all costs are passed onto

   The only likely outcome for me is that my pay will be reduced as taxes are increased.
   There will be no other benefits for me personally as a result of this.

   3. It will be complicated and make life difficult for me

   For construction workers who do not have anyone to support them, this will be a really
   complicated addition of red tape.

   If I have lots of ‘employers’ how will they make sure that my records (like P45s) are
   passed on properly, and that I pay the right rate of tax etc? It will waste my time and
   money chasing up so-called ‘employers.’
