Attendees: Selectmen; Jane Otis, Charlie Crowell, Paul McCormick and Heidi Schadt.
Town Administrator Robert Canevazzi, Assistant Town Administrator Sandra Fife and
Secretary Wendy Pells.

Yarmouth Board of Selectmen; Chairman James Saben, Suzanne McAuliffe, Jerome
Sullivan and William Marasco. Absent Bud Groskopf. Town Administrator Robert
Lawton.

                  Joint Meeting with Yarmouth Board of Selectmen

Robert Canevazzi stated that we need to try and find a unified approach in order to move
with the D-Y School Committee budget.

Jim Saben stated that even though we are two Towns we are still one community. Mr.
Saben thanked the Dennis Board of Selectmen for organizing the joint Board meeting.

Robert Lawton stated that if the school budget over-ride fails two or more times, by one
or more Towns, a School Board District meeting could be held. The Town would then be
forced to fund a budget for the schools

Suzanne McAuliffe stated that by law the District can call a District meeting. It would be
difficult for each Town to contribute $200,000.00 for the District budget.

Jane Otis stated that we are looking to our voters to support our over-ride for operating
expenses. We have made many cuts in our own budget. The School Committee is looking
at new incentives. She added that she would not support an over-ride for the schools.

Jim Saben stated that it is not a matter of whether or not we support the over-ride. We
need to be concerned with funding the proposed budget.

Heidi Schadt stated that she is sympathetic to the needs of the School Committee. She
added that she is certain that they do need more funding.

Paul McCormick stated that he supports an over-ride for the schools; however he doesn’t
want to be caught at the end.

Charlie Crowell stated that if the voters do not support an over-ride, he would not like to
see a District meeting.

Jerome Sullivan stated that if the over-ride fails, we will be looking at our own budgets
again in July and August and this will put us in a difficult position.

Suzanne McAuliffe stated the school over-ride is to add positions. If we had to fund this
request we will have to reduce town services and cut Town staff. She added that the
Yarmouth and Dennis Boards may want to consider forming a subcommittee.

William Marasco stated that people are maxed out on paying taxes. We have a Governor
that may or may not adjust the Chapter 70 funding. He added that he would urge the D-Y
School Committee not to go to a District meeting, as there are too many unknowns.

Heidi Schadt stated that the School Committee has the opportunity to reduce their budget
and try for another over-ride.

Jane Otis stated that we can discuss this issue in more detail during the Selectmen’s
discussion.

The Yarmouth Selectmen left in order to attend their regular Selectmen’s meeting in
Yarmouth.

                                PUBLIC INFORMATION

Mr. Jim Egan addressed the Selectmen. He announced that Golf Director, Dennis Penner
is retiring and he hopes the Selectmen won’t let the memory of Dennis Penner fade away.
He added that he hopes the search for a new Golf Director will be given the same search
efforts as the search for a new Police and Fire Chief.

Mr. Alan Tuttle addressed the Selectmen. He stated that the overall financial picture for
the Town is not that bright. However, revenue is up at the golf courses due in part to the
great conditions at the courses. Mike Cummings and his staff have done a great job. He
added that he hopes the search for a new Golf Director will be an open process.

Jane Otis stated that a subcommittee will be formed to search for a new Golf Director.

Mr. Tuttle stated that there has been some discussion on reorganizing the structure of the
golf course.

Robert Canevazzi replied that he believes that the Golf Advisory Committee will be
discussing the issue.

Mr. Bob McNeil stated that he is concerned with the success of the golf course, as there
has been a lot of turn over in staffing over the last few years.

Mr. Jim Egan stated that he is concerned that the search process for a new Golf Director
will not be open to the public. In the past the Golf Advisory Committee has been very
neglectful.

Mr. Alan Tuttle stated that the Golf Advisory Committee is looking forward to being
involved with the search for a new Golf Director.

Paul McCormick announced that the annual Adopt-A-Beach Breakfast will be held on
Friday, March 20, 2007 at Chapin’s Restaurant. He also announced that a retirement
party will be held for Director of Natural Resources, George Macdonald at the W. Dennis
Graded School House on Friday, April 6 at 5:00 PM.

Jane Otis announced that that the Town census is complete. The Town Clerk reported
that 13,000 people returned the census. Ms. Otis also announced that the Donald Trepte
Memorial Dedication Ceremony will be held at the Dennis Town Hall on Sunday, April
22, 2007 at 10:30 A.M.

                        TOWN ADMINISTRATOR’S REPORT

Robert Canevazzi announced that on behalf of the Dennis Board of Selectmen he
approved a request from the Blue Knights Bike Club to have their annual Blessing of The
Bikes and Big Brother’s, Big Sisters Poker Run beginning at W. Dennis Beach on
Sunday, May 6. He also announced that the Town of Dennis recently received an
agreement for grant funding from Mass Highway in the amount of $1.6 million.


                            ADMINISTRATIVE MATTERS

Mass. Motorcycle Assoc. Request Temporary Signage

Mr. Rick Gleason addressed the Selectmen. He requested permission from the Selectmen
to place a sign in front of the Police Station and Fire Station that reads Motorcycles Are
Everywhere. He stated that the signs are intended to create public awareness. He added
that he has consent from Old King’s Highway Historic Commission and the support of
the Building Commissioner.

Motion:
Heidi Schadt moved to approve the request for the signs and to waive the permitting
fees.
 Sheryl McMahon seconded. The Board of Selectmen voted 5-0-0. The motion was
carried.

Cape Cod Child Development Request to Donate Materials

Robert Canevazzi read a memo to the Selectmen. The memo explained that CC Child
Development is requesting permission to construct a small office upstairs in order to
speak privately with parents. Steve Estey is aware of the project and has no objections.

Heidi Schadt moved to approve the request from Cape Cod Child Development to
install a small office upstairs in the VIC Hall. Sheryl McMahon seconded. The
Board of Selectmen voted 5-0-0. The motion was carried.

Consider to Close Transfer Station on Easter Sunday

Supt. David Johansen requested the Selectmen consider closing the Transfer Station on
Easter Sunday in order to allow the staff to enjoy the holiday with their families. Mr.
Johansen stated that the Transfer Station will re-open on Tuesday, April 10, 2007.

Motion:
Paul McCormick moved to close the transfer station on Sunday, April 8, 2007.
Heidi Schadt seconded. The Board of Selectmen voted 5-0-0. The motion was
carried.

Consider Police Station Change Order #5

Mr. Pat Hayes explained that PCO # 17 is in the amount of $8,628.85. This includes
additional conduit fiber for various utilities, 2 additional fire pull stations and 2 additional
proximity card readers for security. PCO #21 is in the amount $1,055.14. This includes
an electrical and data outlet box for the conference room and administrative area.
PCO # 22 is in the amount of $ 4,934.54. This is for the installation of a sink in the
armory. PCO # 23 is in the amount of $557.23. This is for the installation of an additional
time clock necessary for the operation of all outside lighting. PCO # 24 is in the amount
of $6,467.50. This is for the replacement of parts on the fuel depot alarm and monitoring
system. Mr. Hayes explained that this change order is for a total amount of $21,643.26.
He added that at this point in time, construction is more than 50% complete.


Motion:
Heidi Schadt moved to authorize change order number # 5 in the amount
$21,643.00. Paul McCormick seconded. The Board of Selectmen voted 5-0-0. The
motion was carried.

Licensing Clerk, Wendy Pells pointed out to the Licensing Board that Mr. Don Cox,
owner of Compass Rose Summer Shack, is in attendance to field any questions the Board
may have with respect the Police Dept. incident report. She also added that the Improper
Bostonian is making a request to temporarily close the restaurant.

Motion:
Heidi Schadt moved to renew the list of applicants with the exception of the
Compass Rose Summer Shack and the Improper Bostonian. Jane Otis seconded.
The Licensing Board voted 4-0-0. The motion was carried.

Mr. Don Cox stated that he would like to clarify the incident report. Mr. Cox stated that
early in the afternoon, a woman came into the restaurant. She ordered one drink and then
left on a boat. She came back several hours later and returned to the restaurant. It was
obvious that the woman was intoxicated and she was not served. Mr. Cox explained that
at this point she left the restaurant and attempted to leave in her vehicle. The restaurant
staff blocked the woman in until such time the police could come and take her into
protective custody.

Heidi Schadt thanked Mr. Cox for coming in and for explaining the incident.

Motion:
Heidi Schadt moved to renew the seasonal alcohol license for the Compass Rose
Summer Shack. Sheryl McMahon seconded. The Licensing Board voted 4-0-0. The
motion was carried.

Heidi Schadt stated that she has known Gary Meridian for many years and due to a health
condition he is not able to run his restaurant, the Improper Bostonian, this season.

Motion:
Sheryl McMahon moved to grant the request for a temporary closure for the
Improper Bostonian. Jane Otis seconded. The Licensing Board voted 4-0-0. The
motion was carried.

Renewal of Seasonal Entertainment Licenses

Heidi Schadt stated that one of the arcade inventory forms includes a violent game.

Heidi Schadt moved to renew the list of entertainment applicants. Sheryl McMahon
seconded. The Board of Selectmen voted 4-0-0. The motion was carried.

Motion:
Jane Otis moved to send a letter to Entertainment Cinemas requesting them to
remove the violent arcade game from the premises. Sheryl McMahon seconded. The
Board of Selectmen voted 4-0-0. The motion was carried.

Motion:
Sheryl McMahon moved that the Dennis Licensing Authority is in possession of the

Request for a Change of D/B/A

Mr. Leslie Starace stated that he is requesting to a change of d/b/a from Captain’s Club to
Rum Runner’s Bar & Grill.

Motion:
Heidi Schadt moved to approve the request from Rum Runner’s Inc. to change their
d/b/a from Captain’s Club to Rum Runner’s Bar & Grill. Jane Otis seconded. The
Board of Selectmen voted 4-0-0. The motion was carried.

(Sheryl McMahon stepped down.)

Request to Approve Purchase & Sale Agreement for Prue Property

Robert Canevazzi stated that this acquisition is for 6.3 acres of land located off of
Paddocks Path. Mr. Canevazzi explained that the P & S has been reviewed several time
by Kopleman and Paige.

Mr. Henry Kelley, Chairman of the CPA Committee, stated that the site contamination
has been a concern. He explained that the contaminated soil will be removed and
replaced with clean soil. Mr. Kelley pointed out that the closing date has been changed to
April 27, 2007.

Motion:
Heidi Schadt moved to authorize the Selectmen to sign the Purchase & Sale
Agreement for the purchase of the Prue Property with a closing date of
April 27, 2007. Paul McCormick seconded. The Board of Selectmen voted 3-1-0
(JO). The motion was carried.

(Sheryl McMahon returned to the panel of Selectmen.)

Accept Resignation from the Road Safety Task Force Committee

Robert Canevazzi read a resignation letter from Mr. Ray Eckel.

Motion:
Sheryl McMahon moved to accept the resignation with thanks. Charlie Crowell
seconded. The Board of Selectmen voted 5-0-0. The motion was carried.

CWMP Appointment

Sandra Fife stated that due to a clerical error, Mr. Richard O’Hearn was not reappointed
to the Comprehensive Waste Water Committee and he would like to be reappointed.

Motion:
Charles Crowell moved to reappoint Richard O’Hearn to the Comprehensive Waste
Water Committee for a term to expire on 3/31/2008. Paul McCormick seconded.
The Board of Selectmen voted 4-0-1 The motion was carried.

Review Charge for the Donald Trepte Memorial Scholarship

Robert Canevazzi read the proposed the charge.

The Selectmen discussed whether or not the Student Representative should be a resident
of Dennis. The Board reached a consensus that the Student Representative would not be
voting member.

Motion:
Heidi Schadt moved to approve the Donald Trepte Memorial Scholarship charge.
Charles Crowell seconded. The Board of Selectmen voted 5-0-0. The motion was
carried.

                            SELECTMEN’S DISCUSSION


Heidi Scahdt stated that the St. Patrick’s Day Parade Committee would like the Parade to
return to the Town of Dennis In 2008. If the Board of Selectmen would like to have the
Parade back in Dennis they should send a letter to the Parade Committee making this
request.

Motion:
Paul McCormick moved to authorize the Town Administrator to send a letter on
behalf of the Dennis Board of Selectmen requesting the St. Patrick’s Day Parade
return to the Town of Dennis. Sheryl McMahon seconded. The Board of Selectmen
voted 5-0-0. The motion was carried.

Sheryl McMahon mentioned that previously she discussed borrowing $500,000.00 over
5-years at 3 ¼%. She added that after speaking with a few financial advisors, both
consultants said that the Town would get a better rate if we combine the $500,000.00
with the Police Station bond. In addition, it might be better to wait until 2008 to purchase
trucks instead of paying the interest now. Ms. McMahon stated that she is also concerned
with limiting the D-Y School Committee with what they have been allowed to do by

State statute. We do however need to see some long term planning from the School
Committee.

Paul McCormick stated that the School Committee has two choices than a District
Meeting. It would be fair to tie their hands.

Heidi Schadt stated that she would like to see an informative piece in the Cape Cod
Times.

Sheryl McMahon stated that The Cape Cod Voice does some in depth pieces.

It was the consensus of the Board of Selectmen to make a formal vote on the inquiry
from the Yarmouth Board of Selectmen as it relates to the School Committee’s ability to
have a District Meeting.

Sheryl McMahon also added that if the Finance Committee has questions as to why a line
item is in the budget, the Board of Selectmen should address those concerns. The Board
of Selectmen should field these types of questions, not the department head.

Jane Otis agreed with Sheryl McMahon.

Motion:
Sheryl McMahon moved to approve the minutes of January 23, 2007. Paul
McCormick seconded. The Board of Selectmen voted 4-0-1 (HS). The motion was
carried.

January 30, 2007

Motion:
Sheryl McMahon moved to approve the minutes of January 30, 2007. Charlie
Crowell seconded. The Board of Selectmen voted 4-0-1 (HS). The motion was
carried.

February 1, 2007

Motion:
Heidi Schadt moved to approve the minutes of February 1, 2007. Sheryl McMahon
seconded. The Board of Selectmen voted 5-0-0. The motion was carried.
