Glossary
Words in this document have the following meaning:
Authorised Officer
Those persons who have the authority to place
orders for services offered under this contract.
The contract manager and Contractor maintain a
list of authorised officers.
Contractor
A supplier whose tender to supply Audio Visual
Devices has been accepted by the Contract
Authority.
Contract Authority
Means the State of Western Australia through the
Department of Treasury and Finance (DTF).
Customer
All Public Authorities as defined in the State
Supply Commission Act 1991, Public Benevolent
Institutions and other organisations approved by
the State Supply Commission.
Dealer
An agent nominated by the Contractor and
approved by the Contract Authority in writing, to
supply Audio Visual Devices on behalf of the
Contractor.
Gem
The Western Australian Government’s online
marketplace that allows buyers and Contractors to
trade over the Internet.
Order
The written document placed with a Contractor
regarding the specific requirements of the public
authority for products or services to be delivered.
Perth Metropolitan
The boundary as defined for Zone one (1) in the
Government’s Buy Local Policy. To view a map,
refer to the State Supply Commission’s website at
http://www.ssc.wa.gov.au/policies02.asp?id=19
Pick and Buy Arrangement
Means the buying arrangement established under
the CUA, whereby customers may place purchase
orders direct with the Contractor for products and
services at pre-set prices.
Public Authority
For the purpose of defining Public Authority under
the State Supply Commission Act 1991, a Public
Authority is:
• a department of the Public Service of the State
established or deemed to have been established
under the Public Sector Management Act 1994;
and
• an agency, authority or instrumentality of the Crown
in right of the State.

Introduction
This Buyers Guide is prepared to support the purchase of Audio Visual Devices (AVD)
available on Common Use Arrangement (CUA) 39004.
Included in the Buyers Guide are:
• Details of benefits to Agencies using this CUA;
• A description of the products that can be purchased;
• Details of Contractors and their dealers authorised to supply under this CUA;
• Buying guidelines to assist you to purchase more efficiently;
• Considerations for sustainable procurement; and
• Feedback mechanisms that allow the DTF to improve the CUA.
Buyer Benefits
By making a purchase under CUA 39004, you will benefit from the combined
purchasing power of the State Government, including the following:
• DTF has already tested the market and selected Contractors who offer the best
value-for-money, so you are able to ‘fast track’ your purchases to save time and effort;
• By purchasing under the Pick and Buy process, you do not need to develop procurement
plans and formal requests or negotiate contracts;
• This CUA provides you direct access to a range of AVD products to enable you to
support your agency’s business functions;
• You will benefit from the ability to seek quotations from pre-qualified Contractors and their
nominated Dealers where your requirements for AVDs are not covered by the standard
specifications or options;
(Note: only the qualified Contractors can be requested to quote);
• By supporting aggregated buying for Government, you will benefit from the best pricing
outcome that has been negotiated for all government agencies;
• Contractors will be allowed to reset their prices on a monthly basis to maintain
competition; and
• You can have the confidence that purchasing goods and services under the contractual
terms and conditions, established by DTF, will protect you as a buyer.

MANDATORY for Western Australian Government
agencies located in the Perth region.
Who Can Use the
All Western Australian public authorities as defined in the
Contract?
State Supply Commission Act 1991, other Approved Buyers
or any entity expressly authorised in writing by the State
Supply Commission.

1. HOW DO I BUY?
Buying Rules
Government agencies located in the Perth region must purchase from the contract as
outlined below. Other approved users may use these buying rules to guide their
purchasing decisions. Agencies can purchase goods supplied on each panel as
follows:
Pick and Buy
Western Australian public authorities may ‘pick and buy’
Arrangement
purchases, complete their internally approved form for the
purpose of those purchases and forward it to the Contractor of
choice.
The Pick and Buy prices are located in the Pricing Guide.
Purchases using

Best Value for Money
Contractors and their nominated dealers selected to support this CUA provide the
best value for money to the Western Australian government. Individual agencies can
gain maximum value when purchasing goods available on this contract by
considering the following guidelines:
A table of the minimum discount offered by the Contractors on this Contract is
available at the Pricing Guide. This represents the minimum discount available off
the Recommended Retail Price (RRP) and is indicative of the savings that agencies
are likely to achieve using this CUA.
Where an agency receives a quote from a Contractor or nominated dealer that they
believe does not meet the guaranteed minimum discounts, the agency should contact
the DTF Contract Manager to follow up on the matter.
Placing Orders
Agencies should make formal contact by phone, e-mail or fax, with
the Contractors or their nominated dealers. Agencies should check
with individual Contractors or nominated dealers which
communication method is preferred for placing orders.
What if I am making a purchase in a regional area?
Although this CUA is non-mandatory for regional purchases, regional agencies should
review their requirements against the Standard Specifications. By doing this, the
regional agency will benefit by not having to develop and maintain its own
specification.
The Government Electronic Market
Gem Purchasing (Gem) is the WA Government’s online marketplace that allows
buyers and Contractors to trade business over the Internet. Gem is managed by the
DTF and is designed to make buying easy, timely and cost effective.

1. COMMON USE CONTRACT DETAILS
About the Contract
The following details apply to CUA 39004 for AVDs
Status
This contract is mandatory for Government agencies located
in the Perth metropolitan area. Government agencies located
outside of the Perth metropolitan area can use this contract
or purchase goods and services from regional based
Contractors in accordance with State Supply Commission
buying policies.
Term
The contract is effective from the 1 May 2006 and will operate
for three years until 30 April 2009.
Prices
Prices shall not be increased for the initial twelve months of
the contract. However, Contractors will be allowed to reset
their prices on a monthly basis to maintain competition
between the qualified Contractors.
Insurance
Contractors have and are required to arrange and maintain
policies of Public Liability and Product Liability Insurance for
a sum of not less than $5,000,000 each to cover any liabilities
to the Principal. DTF will monitor the Contractor’s
compliance with this insurance requirement throughout the
term of the contract.
Adding or Deleting
Throughout the term of the Contract, DTF may at its sole

discretion remove a Contractor from any category, in
accordance with the performance review provisions that
support this contract.
Similarly, DTF reserves the right to add additional products
to the contract at any time in the event of improvements to
technology that will result in added benefits to agencies.
Agencies are encouraged to advise DTF of products they
require that are of a similar nature to those provided on the
contract framework but are not available.
Buy Local
The benefits of purchasing from local businesses were
recognised during the appointment of Contractors to each
panel. All nominated Contractors on each panel have
distribution arrangements based in Perth.

4. ADDITIONAL PRODUCT INFORMATION
4.1 Range of Products
The range of AVDs products included on CUA 39004 is summarised below.
Category A • Range of data/ multi media/ digital Video Projection Equipment.
• Includes LCD and DLP Projectors.
Category B • Range of Digital Still and SLR Cameras
Category C • Range of Digital Video Cameras
Category D1 • Electronic Whiteboards
Category D2
• Interactive Whiteboards
Category E • Large format displays eg LCD (greater than 20 inches/ 51cm) and
Plasma (greater than 42 inches/ 107 cm).
• The options available for these items include TV receivers, Set-up
boxes and associated equipment.
4.2 Delivery Requirements
All products ordered under this CUA shall be delivered within 3 business days from
receipt of formal purchase order, unless an alternative delivery lead time is agreed by
the agency.
4.3 Installation and Commissioning
The prices in the Pricing Guide include basic installation and commissioning services.
However, the installation and commissioning component of the purchase may be deleted at
the Agency’s discretion, when ordering the product. Removal of this component may result
in a price reduction. Check the Price Guide for applicable charges.
Basic installation and commissioning services include, but are not limited, to:
• Removal of products from packaging;
• Checking the product functions according to its specifications by connecting it to a
device that it is similar to the intended device to be used with.
For example, this may be connection to a Personal Computer or DVD player (for
Category A).
• Basic configuration such as setting default settings required by the agency;
• Providing initial Operator training to enable the agency to use the product(s); and
• Removal of packaging where instructed by the agency. However, the agency may
opt to retain the packaging.
The Contractor will be required to confirm the basic installation and commissioning
services has been delivered to the agency’s satisfaction by presenting an ‘Installation
and Commissioning Services Confirmation’ form to be signed by the agency. The
agency shall retain a copy of this signed form.

Additional services extending beyond the basic installation and commissioning such as
connecting existing devices, attaching mounting brackets to a wall (only in the case of
Category D2 and E), programming, documentation and training may be purchased by
seeking quotations from the Contractor where the Contractor offers such services.
4,4 Warranty
Standard manufacturer warranties will apply, including minimum warranty periods as
stated below which cover all materials, parts, labour and travel unless otherwise
agreed in writing by the agency at the time of placing the order.

4.5 The Purchasing Card
The Purchasing Card offers a quick and convenient method of payment allowing many
goods and services to be ideally purchased with the Purchasing Card. Always
remember to inform the supplier that you will be paying by Purchasing Card and that
they clearly understand that they must send the tax invoice directly to you the
cardholder.
4.6 Back Orders / Substitution of Products
Contractors should not substitute brands ordered by agencies unless express
permission is obtained from the agency to supply a substitute product.
Where a backorder is required then the Contractor must:
• give prior notice to the agency, with an anticipated delivery date;
• provide a substitute product of equal or superior quality;
• supply the substitute product at no higher cost than the originally ordered brand;
• deliver the substitute product free of charge to the agency located in the metropolitan
area; and
• provide a sample of the substitute product to the agency, if requested.
4.7 Returns
The Contractor is obliged to pay all costs, including freight costs, incurred by the
agency as a result of incorrectly supplied goods.

5. SUSTAINABILITY
Sustainability and environmental principles were applied to the selection of
Contractors for this CUA. This included selecting tenderers who:
demonstrated their ability to meet Energy Star compliance (the ability of the
equipment to reduce power consumption while idle); and
stated beneficial policies regarding recycling and reuse of packaging boxes and other
packaging materials.
Agencies can further contribute towards sustainability through the application of the three
R’s:

DISPOSAL
Although not forming a part of this Common Use Arrangement, you should consider
environmental issues when disposing of existing equipment. Some of the issues you may
wish to consider include such (although not limited to) questions as:
Can the product or its parts be:
• Reused or reallocated?
• Resold?
• Returned to the supplier for reuse, recycling or recovery?
• Contributed to a waste exchange program?
• Recycled locally?

6. CONTRACT REVIEWS
DTF aims to continuously improve the services it provides to Customers via a range
of review processes. Contract reviews aim to:
• ensure prices charged to agencies reflect the correct contract price;
• ensure products sold on this contract reflect the range of products agreed for supply;
• examine Contractor performance;
• assess customer satisfaction; and
• monitor compliance with Government policies and Australian laws.
DTF may terminate Contractors where they are in breach of contract terms and
conditions or have repeatedly failed to meet contract requirements.
Buyer Feedback
DTF conducts regular surveys of agencies in order to improve the services it
provides. You may also provide feedback on the level of satisfaction experienced
under this contract, or suggest improvements to Contract 39004 or this Buyers Guide
at any time. Please forward your recommendations for improvements to Trevor
Chapman on trevor.chapman@dtf.wa.gov.au or call 9222 5685.
All feedback received is taken into account as part of the contract review process.
This feedback allows DTF to identify areas where service levels or product range

Contractor Performance Review
DTF reviews Contractors performance by receipt of feedback from agencies. The form
in Appendix 4 is to be used to record the Contractor(s) performance during the
contract period, as required. The form provides for both complimentary feedback and
complaint resolution considerations.

On the majority of occasions, Contractors supply acceptable goods and/or services.
However, these outcomes are rarely formally recorded. The opportunity exists to
recognise satisfactory, as well as poor performance by completing the form and
forwarding it to the Contract Manager. In this way, an ongoing record can be
maintained of a Contractor’s performance during the term of the contract.
Complaint Resolution
If you are dissatisfied with the goods and/or service provided by the Contractor or
have any specific concerns, these should be discussed in the first instance directly
with the Contractor.
If the problem or issue is not resolved to your satisfaction the Contract Manager
should be advised through the completion and forwarding of the “Contractor’s
Performance Review” form attached in Appendix 4.
To assist in the resolution of the complaint, please record the following details when
completing the Contractor Performance Review Form:
• nature of the complaint;
• when the complaint was made;
• to whom the complaint was made;
• the issues involved;
• the Contractor’s response; and
• any other relevant details.
This information is required for the Contract Manager to take action under the
contract. DTF is keen to ensure that every Contractor provides a satisfactory level of
service. Please do not hesitate to contact the Contract Manager if this is not the case.

This document allows the agency to compare the prices of products offered as options. All
prices are provided ex-GST and are allocated at the product range level (ie entry, mid, high-
end) for each product.
3. Contractor Specification Guide
This document lists the specification of products supplied by the Contractors. All
approved products have met the minimum standard specifications set by the DTF.
If the agency’s intended purchase does not match the minimum standard specifications set
by DTF, the agency will request the Contract Manager’s approval to buy Non-Standard
Specification AVDs.

Audio Visual Terminology
Contrast Ratio
Expresses the purity of the colour in a projected
image. This means that the higher the contrast
ratio the deeper and richer the image colouring is.
An average contrast ratio is: 500:1
Resolution
Refers to the number of pixels both horizontally
and vertically to capture image. The higher the
resolution the finer the image detail that can be
seen.
SVGA = 800 x 600
XGA = 1024 x 768
SXGA = 1280 x 1024
Lumens
Refers to brightness (unit of measure). If you want
to give a presentation in a large meeting room, with
lights on – a minimum of 2100 Lumens.
DVI or VGA
Data connection from notebook to projector.
DVI: Digital Output
VGA: Analogue and connects to nearly all laptops
LCD or DLP
Is the process which light is produced.
LCD refers to Liquid Crystal Display.
DLP refers to Digital Light Processing; and
These are the two standard ways of producing
light.
Keystone Correction
Adjusts for the fact that if a projector is directed
towards the screen at an angle, the projected
image will be distorted, the edge furthest will be
wider than the edge closest to the projector. In
other words, the image will appear in the shape of
trapezoid.
NTSC
The National Television System Committee
Standard, (NTSC), is used by many countries on
the American continent, as well, as many Asian
countries including Japan. NTSC runs on 525
lines/ frame.
PAL
Phase Alternating Line (PAL) Standard in
implemented in most European countries except
for France. The PAL standard utilizes a wider

channel bandwidth than NTSC which allows for
better picture quality. PAL runs on 625 lines/
frame.
HD-Ready
HD Ready only ensures that the display itself is

High definition TV (or video) commonly refers to digital
video modes higher than SDTV, and typically falls under
the 720p and 1080i types.
