Spread of drug resistant malaria parasites, counterfeit drugs, patient non-compliance and consumer pressure, use of antimalarial drugs by non-qualified practitioners, introduction of new but more expensive antimalarials are merely some of the issues faced by malaria control programme managers. National anti-malarial drug policies that take into account these issues will ensure that quality treatment reaches the target population without delay, and will also minimize the selection pressure for antimalarial drug resistance. This training course, therefore, aims at providing knowledge, skills and tools necessary for supporting, developing and implementing comprehensive national drug policies.  Particularly designed for problems specific to forest malaria of South East Asia and the Mekong Region, but could be applied to other situations.  A competency-based training course, using current educational approaches such as problem-based and participatory learning.  Self-assessment, e.g. learning contract, is used as a learning tool in order to ensure development of life-long and independent learning skills such as critical thinking, critical appraisal, scientific inquisitiveness, and communications skills.  Stresses multi-disciplinary and comprehensive approaches to antimalarial drug policy formulation.  Addresses quality control assurance; private sector’s antimalarial drug use behavior; social cultural and behavioral aspects of antimalarial drug use. IEC programs; quantitative & qualitative methods; and program planning are also addressed in this course. UNIQUE FEATURES COURSE LAYOUT Venue: Jiamgsu University, Jiangsu, China September 5-24 2005 Unit 1 - What is an Anti-malarial drug policy and know if my country’s AMDP is working effectively? Unit 2 - How do I obtain the missing information? Unit 3 - How do I use information to identify and provide policy options to policy-level decision makers? Unit 4 - How do I obtain broad-based support for the AMDP? Unit 5 - How do I Implement the AMDP Unit 6 - How do I ensure that things are going well? Unit 7 - How do I begin to apply this knowledge to my own country’s situation? ASSESSMENT: Covers the following:  Assessment of participants by pre- and post-tests, and team project. Self and peer-assessment is used to encourage the development of independent learning skills.  Assessment of learning process and course design by the participants, through a structured questionnaire and free comments. EXPENSES (US$) Tuition fee* 20 days 1,800 Subsistence allowance at US$15/day** 300 Travel, estimated at 800 Round trip home-Shanghai City-home. * Covers food, accommodation, ground transportation, health insurance, books and training material, and tuition. Paid to ACTMalaria Foundation, Inc. ** Although tuition fee covers food and accommodation, it is strongly recommended that a subsistence allowance of US$15/day be paid to participants. TRAVEL Arrival and departure: The course opens at the Institute of Parasitic Diseases, Shanghai City on September 5, 2005. All participants must arrive in Shanghai City no later than September 5, 2002. Closing of the course takes place on September 23, 2005. Participants return to their home countries from Shanghai City, China on September 24, 2005. V i sa: China: Participants need a visa. CURRICULUM DESIGN COURSE OBJECTIVES:: To develop the capacities of professionals in charge of drug policy development and implementation such that they are able to: 1. 2. Assess and monitor implementation and effectiveness of current AMDP; Use appropriate evidence to identify potential gaps and deficiencies in policy implementation and identify ways to improve its effectiveness; Develop a plan of action for the implementation of the improvements of the policy including M&E; Demonstrate skills such as critical thinking, critical appraisal, team building, problem-solving, advocacy, consensus building and effective oral and written communications.  Be a professional in charge of drug policy development & implementation at the national or regional level.  Have at least 2 years work experience in the malaria control programme.  Good knowledge and understanding of fundamental malariology and malaria epidemiology.  Adequate English competency, especially writing.  Commitment to working with the malaria control programme for at least 2 years.  Good health. Nomination of candidates from ACTMalaria countries is made by, or through, the ACTMalaria Directors. Final selection is made by the course committee.
