Proposal: Extension to create Sure Start Unit, communal entrance area and
associated car parking.
Site Address: Balliol Lower School , Balliol Road, Kempston, Bedford
I write to inform you that on 1st March 2007 planning permission was granted by the
County Council for an Extension to create a Sure Start Centre, communal entrance area
and associated car parking, at Balliol Lower School , Balliol Road, Kempston, Bedford
as indicated on drawings numbered BC/CC/2006/50/6a & 7 (Mouchelparkman dwg. nos.
K01-004 738258 2001E & 2002) subject to the following conditions:
1. The development hereby permitted shall begin within 3 years of the date of this
permission.
2. The permission shall only extend to the application as amended by the plan
submitted on 23/02/07.
3. The external finish of the extension hereby permitted shall match as closely as
possible that of the main school building and particulars of the materials to be
used for the external walls, roof, windows, and doors shall be submitted to and
approved in writing by the County Planning Authority before development
commences.
4. Before development commences details of the design, materials and colours of
all canopies to be attached to the Sure Start Centre hereby approved shall be
submitted to and approved in writing by the County Planning Authority.
5. Before development commences details of the design, height and colour of all
fencing and gates to be erected shall be submitted to and approved in writing by
the County Planning Authority.
6. Before development commences details of foul and surface water drainage shall
be submitted to and approved in writing by the County Planning Authority.

7. Before development commences details of the measures proposed to identify the
car parking spaces for the Sure Start Centre shall be submitted to and approved
in writing by the County Planning Authority. The measures approved shall then
be implemented before the use of the building hereby approved is commenced.
8. No development shall take place until a detailed scheme of landscaping has
been submitted to and approved in writing by the County Planning Authority. All
planting hereby approved shall be carried out to the satisfaction of the County
Planning Authority by a date not later than the end of the first full planting season
immediately following the completion of the development. Thereafter the planting
shall be adequately maintained for a period of five years from the date of
planting, and any that die or are seriously damaged during this period shall be
replaced and maintained until satisfactorily established.
9. External loudspeakers or other amplifying equipment shall not be used on the
site.
10. No floodlighting or illumination of the development hereby permitted shall be
installed except in accordance with a scheme to be submitted to and approved in
writing by the County Planning Authority.
11. Before development commences details of the buggy parking store shall be
submitted to and approved in writing by the County Planning Authority.
12. Before development commences details of secure cycle parking shall be
submitted to and approved in writing by the County Planning Authority. The
secure cycle parking approved shall then be proved before the use of the
building hereby approved is commenced.
13. Within four months of the opening of the Sure Start Centre hereby approved, a
Travel Plan shall be prepared and submitted to and approved by the County
Planning Authority. The plan shall contain details of:
plans for the establishment of a working group involving
the School, the Sure Start Centre, the Pre School,
parents and representatives of the local community,
pupil travel patterns and barriers to sustainable travel,
measures to reduce car use,
an action plan detailing targets and a timetable for
implementing appropriate measures, that may include
access protection markings to address any displaced
parking that may occur on Balliol Road as a result of the
development, and plans for annual monitoring and
review for 5 years.
There shall be an annual review of the Travel Plan (for a period of 5 years from
the date of approval of the Plan) to monitor progress in meeting the targets for
reducing car journeys generated by the proposal and this shall be submitted to
and approved by the County Planning Authority.
14. The car parking spaces hereby permitted shall be surfaced in tarmacadam or
other suitable durable material to the satisfaction of the County Planning
Authority and marked out in accordance with the parking layout on the approved
plan.

15. During the construction period the developer shall ensure that the road adjacent
to the development site is regularly cleaned and cleared of mud and maintained
in a reasonable condition to the satisfaction of the County Planning Authority.
16. Development shall not begin until details of schemes for the provision of:
• a guard rail along the edge of the footway in Balliol
Road opposite the location of the new pedestrian
access to Balliol Lower School site hereby approved,
• an extension to the yellow zig zag lines on the highway
at the front of Balliol Lower School, (in accordance with
the Traffic Signs Regulations and General Directions
2002 to ensure that appropriate visibility in the vicinity of
the access is maintained),
have been submitted to and approved in writing by the County Planning Authority.
The pedestrian access shall not be brought into use until the guard rail and
extended yellow zig zag lines on the highway have been provided in accordance
with the approved details.
Reasons:
1. In accordance with Section 51 of the Planning and Compulsory Purchase Act
2004, to prevent the accumulation of unimplemented planning permissions.
3. To ensure that the development hereby permitted is in keeping with the existing
building. (Ref: Structure Plan Policy 1(x) and 10(iii) and Bedford Borough Local
Plan Local Plan Policies BE29 & 30)
4. To safeguard visual amenities (Ref: Structure Plan Policy 10 and Bedford Borough
Local Plan BE29 & 30)
5. To safeguard visual amenities (Ref: Structure Plan Policy 10 and Bedford Borough
Local Plan Policies BE29 & 30)
6. To ensure satisfactory drainage of the site. (Ref. Structure Plan Policy 1(i) & 3).
7. To ensure that the car parking spaces for use by visitors to the Sure Start Centre
are satisfactorily marked.
8. To safeguard visual amenities (Ref: Structure Plan Policy 10 and Bedford Borough
Local Plan Policies BE29 & 30)
9. & 10. To safeguard residential amenities (Ref: and Bedford Borough Local Plan
Policies BE29 & 30)
11. To safeguard visual amenities and to ensure suitable buggy parking is provided
(Ref: Structure Plan Policy 10 and Bedford Borough Local Plan Policies BE 29 &
30)
12. To ensure suitable secure parking is available for bicycles in the interests of
sustainable travel (Ref. Structure Plan Policy 37(ii)).
13. To encourage sustainable forms of transport (Ref: Structure Plan Policy 37 (iii))

In accordance with Article 5 of the Town & Country Planning (General Development
Procedure) (England) (Amendment) Order 2003, the decision to grant planning
permission has been taken having regard to the policies and proposals of the
