          POOL ADMISSION POLICY
          FOR CHILDREN UNDER 8
BACKGROUND:
The Leisure Services Division of Powys County Council have recently undertaken
a review of the Council’s current Swimming Pool Child Admission’s Policy for
children under the age of 8. This is in response to national guidance issued by the
Institute of Sport and Recreation Management (ISRM) following an intensive study
into this area. All Local Authorities in the UK have been asked to undertake a
review. Each pool in Powys has to be reviewed on an individual basis to determine
the safe number of children to be accompanied by an adult.

WHAT ARE THE CHANGES?
The new policy is only for children under the age of 8 and is specifically for public
swimming sessions. There are no changes to other activities for children (e.g.
swimming lessons are not effected)

The changes are dependant on which pool you use. Some pools have not
changed their current policy and you will still be allowed to take swimming two
children under the age of 8 per responsible adult,

There are NO CHANGES to the following pools
Brecon (Learner)                   Builth Wells
East Radnor, Presteigne            Hay
Llandrindod Wells                  Llanfyllin
Ystradgynlais

WHICH POOLS DOES IT AFFECT?
However, at some pools, a responsible adult must now accompany every child
under the age of four on a one to one ratio,
Brecon (Main Pool)                        Bro Ddyfi, Machynlleth
Flash, Welshpool                          Knighton
Llanidloes                                Maldwyn, Newtown
Rhayader
NB. Children under the age of 8 years will now be allowed to change in the
same changing room as the responsible person accompanying them.

           NEW ISRM NATIONAL GUIDANCE
No child under the age of 8 years to be admitted to a swimming pool unless
accompanied by a responsible adult.

Responsible adult is defined as someone aged 16 years or older, capable of
supervising the child in a competent manner.

Where children under the age of 8 years old are accompanied by a
responsible adult, a maximum number of two children per adult is
permitted. This ratio is maintained irrespective of the number of children under
8 years old wishing to swim (i.e. 4 children : 2 adults, 6 children : 3 adults)

A responsible adult is not permitted to take three or more children under the age of
8 years old into the swimming pool




    CHILDREN’S USE OF CHANGING ROOMS
Children under the age of 8 years are allowed to change in opposite sex changing
rooms.

Permission is only allowed if there is no-one present from the same sex to help the
child change.

Where changing cubicles or family/disabled changing rooms are available,
swimmers are encouraged to use them.
