What is CCTV Access?

     A new product to support Openreach’s commitment to deliver an Equivalence
      of Inputs (EOI) input into the BT Redcare CCTV product, as set out in the
      relevant fibre exemption

     Delivers high quality unidirectional CCTV video connectivity over the
      Openreach fibre network using uncompressed or compressed transmission
      methods, with bi-directional audio connectivity

     Available to all Communications Providers on an EOI basis

Benefits

     Clearer images - better subject identification

     Support for UK television standard PAL video encoding format means simple
      integration with existing CCTV camera systems

     Inclusion of audio channels means that the camera operator can communicate
      with persons at the remote CCTV location, or can listen to what is happening at
      the remote CCTV location (bi-directional audio and telemetry connectivity)

     Circuits can be regraded* to support up to 8 video channels without the need
      for additional access fibre (*service downtime will be required)

     Optional digital output (compressed version) enables access over a wide area
      network

Overview

CCTV Access has two configurations:
      1. Uncompressed (analogue)
               – Signals are not compressed for transmission between NTEs over the Openreach
                 optical fibre
               – Own exchange and Standard versions
      2. Compressed (digital)
               – Signals are compressed using MPEG-4 encoding for transmission between
                 NTEs over the Openreach optical fibre
               – Own exchange and Standard versions

Channel options

    Uncompressed service is available with 3 video channel options
      – 1 video channel
      – 4 video channels
      – 8 video channels

    Compressed service is available with 4 video channel options*
      –    1 video channel
      –    2 video channels
      –    4 video channels
      –    8 video channels
      –    *On the compressed service a range of options can be set which balance resolution,
           frame rate and bitrate. The choice of options may limit the number of channels that
           can be simultaneously encoded by the NTE

    All video channels are unidirectional
      – (CCTV Camera end to Control room end)

    In addition there is bi-directional audio and telemetry connectivity

Customer impact

The CP is responsible for:
    Ensuring that sufficient spare rack space and power is available where the service
     terminates

    Supplying power and a wall board within an external structure capable of mounting an
     optical splice box and an NTE. See handbook for wallboard dimensions

    Providing and maintaining the CCTV Access NTE accommodation

    Providing access for provision & repair activities

    Providing valid contact details and clear location information on each order

    Connection to the CP’s own equipment or backhaul service

    Providing rolling circuit volume forecasts as per the CCTV Access contract

          • Compressed (digital)

      – Main link rental charge (where applicable) to a maximum distance of 20Km

    Excess construction charges (ECC) may be applicable in addition to the
     standard connection charges for any additional infrastructure (duct, fibre) to
     deliver service to the CP’s street pole or their cabinet

  Pricing – future intentions
      Openreach provided indicative launch prices for the CCTV Digital Ethernet Data Channel port development on the 17th
       July 2009.

      No connection charges will apply for those circuits converting from the Analogue (uncompressed) product to the CCTV
       Digital Ethernet Channel product

      An Indicative Migration charge of £1,000 is intended to be applied when converting Analogue circuits into the CCTV
       Digital Ethernet Channel products.
