   document that spells out how the new personnel
   system will be operated. One part of this law of
   special interest to Classifeds concerns the
   requirements for outsourcing work currently
   performed by Classified employees. What is said (or
   not said) about possible relocation of employees
   whose jobs are contracted out should be carefully
