JOB DESCRIPTION
POSITION: CHIEF DEPUTY
REOUIRED QUALIFICATIONS:
• Minimum of five years Ad Valorem Tax experience
• Must be registered with Department of Licensing & Regulations, previously
Board of Tax Professionals (BTPE)
• Must possess knowledge in all areas of operations, collections, accounting,
data processing, research, and audit
• Must possess good command of the English language both oral and written
• Must possess skills, attitude and hands-on ability to resolve personnel problems
and questions involving interpretation of Tax Codes as stated in Texas Tax Codes
and Laws publications.
• Must be bondable to the State of Texas and the Tax Assessor-Collector
• Must be willing to travel, work evenings, work holidays and work weekends.
INTRA-PERSONAL SKILLS
Must have strong leadership qualities in both attitude and personality. Must be extremely
flexible and have a positive attitude.
THIS POSITION REPORTS TO: Tax Assessor-Collector
THIS POSITION SUPERVISES: All personnel performing Ad Valorem Tax and Motor
vehicle transactions employed as Deputies and Supervisors at four locations.
DUTIES AND RESPONSIBILITIES
Direct management of the Tax Office operations, requiring HANDS-ON management in some
areas of daily operations.
Direct responsibility for review and evaluation of Supervisors and Clerks. Reviews and
evaluations should be done on an annual or as needed basis.
Direct and in-direct responsibility for collections, accounting and deposits of daily receipts and
security of cash on hand.
Direct and in-direct responsibility for all research as required by the Public and Governing
Bodies.
In-direct responsibility for calculations of Effective Tax Rates for San Patricio County and
nineteen other entities annually by assisting Tax Assessor-Collector.
Direct responsibility for preparation of new tax roll annually. This includes adding to or deleting
from prior years tax roll as adjustments are produced and forwarded from San Patricio County,
Aransas County and Nueces County Appraisal Districts.
Direct responsibility for incorporating Delinquent Tax Roll for all new entities into current
system. Requires HANDS-ON involvement, and close working relations with new entities.
Assist Tax Assessor-Collector both directly and in-directly with Audit Trails for internal auditor
and independent auditors contracted by the Governing Body for the outside audit.
In-direct responsibility for preparation of Collection Reports submitted to the Governing Body
showing collections to date, for current, delinquent, P&I, and attorney fees. This report gives
prior years history, and states where we are in the given month with collections, as compared to
the amounts budgeted.
Authorized to sign on all purchase orders, requisitions, and blanket orders. Authorized to sign
checks for transfers, refunds, etc. on all accounts.
Routinely represents Tax Assessor-Collector's office and San Patricio County in area of advising
and consulting with SPCAD, ACAD & NCAD and twenty entities.
Evaluate qualifications for payment agreements for delinquent taxes. Direct interface with
taxpayer in drawing of instrument.
Direct and indirect management and interface with Delinquent Tax Attorneys in research,
certifications and all areas of preparation for: land acquisitions, personal property suits,
bankruptcies, seizures, foreclosures, etc. for San Patricio County and interventions of suits filed
by other taxing jurisdictions.
Perform and report quarterly and/or random audits for cash control and procedure compliance on
Deputies handling collections at all office locations.
Schedule all vacation for personnel as approved by Tax Assessor-Collector.
SPECIAL NOTE:
This position is an "exempt position" which means that this employee will work whatever hours
and/or days weekly to see that assigned work is completed; that this employee is not entitled to
earn extra pay for hours worked over 8 per day and/or 40 per week; that this employee is
expected to attend management staff meetings and/or other meetings as directed by the
TaxAssessor-Collector including, but not limited to, Taxing Jurisdictions nightly meetings
and/or local citizen meetings.
