An Overview of the Centers for Public Health Preparedness Daniel T. Boatright, Ph.D. Chair, Principal Investigators Council CPHP Program 10 July, 2007 Colorado Springs, CO Program Goals • The five-year CPHP Program goals are to: • Strengthen public health workforce readiness through implementation of programs for life-long learning; • Strengthen capacity at State and local levels for terrorism preparedness and emergency public health response; and, • Develop a network of academic-based programs contributing to national terrorism preparedness and emergency response by sharing expertise and resources across State and local jurisdictions. Program Priorities • Based on the availability of funds and CDC strategic imperatives, key priorities for FY 2006 CPHP activities are to: • Collaborate with healthcare organizations and public health agencies across the nation to help them meet preparedness education and learning needs; • Maximize outreach of existing preparedness materials; and • Enhance the evidence base for effective preparedness education. Program Activities • CPHP activities are classified as either Program or Network activities. CPHP program activities are designed to: • Deliver competency-based training and education; • Meet identified specific needs of state and local public health agencies across jurisdictions; and, • Build work force preparedness and response capabilities. • In addition to providing training and education to state and local public health agencies, each CPHP is required to participate in network activities that enhance the preparedness network, maximize opportunities for sharing resources, and contribute to the national public health preparedness strategy. Center Locations Education and Training • The primary focus of CPHP program activities is the delivery of education, training, and dissemination of new information related to enhancing emergency preparedness and response. • Preparedness education activities may be either partner-requested based on a community need, or academic or university studentfocused. Including: • courses, • train-the-trainer programs, • Conferences and workshops, • preparedness curriculum development, • Internships; and, • training exercises/drills, • Note: All approved education and training should address a need or performance gap identified in collaboration with State and Local public health partners. Partner-requested Activities (Other than Education / Training) • State and local agency partners and the CPHP mutually identify needs other than education or training that can be met based on CPHP qualifications, expertise, and resources available to commit to the specific activity. Examples: • exercises or drills to assess participants’ KSAs abilities to respond; • assistance with measuring key performance indicators of public health preparedness; • ongoing assessment of workforce education and training needs; and, • internships, fellowships, and scholarships designed to address public health workforce shortages. Supportive Activities • Supportive activities are related to general support of preparedness education, outreach, partnerships, and CPHP program evaluation. • Examples: ongoing enhancement of resources for education or information dissemination; • developing publications; • convening state and local preparedness partners for on-going planning; and, • maintenance of learning management systems. Program Summary • 95 program activities have reached over 209,000 learners. • 66% of all CPHP completed activities provide preparedness education based on identified community needs of state and local public health and other practice partners. • 177 CPHP preparedness education programs target the learning needs of state and local public health workers. • 70 activities offer preparedness education to graduate and undergraduate students, providing new proficiencies within academic curricula to better enable graduates to meet preparedness challenges needed to enter the workforce. • Over the course of the program, CPHPs have annually educated an average of 6742 state and local workers in public health and healthcare, faculty, students, and/or volunteers. • Note: Numbers are current through end of FY 06…currently being updated
