Homeland Security and Technology Division Contact: Joe Trella, 202/624-8566 or jtrella@nga.org July, 2005 Overview of States Homeland Security Governance This analysis describes state homeland security organizational structures that governors established subsequent to September 11, 2001. Homeland security entities were created to ensure states are preparing for a wide range of terrorist attacks. They accomplish this by facilitating the interaction and coordination needed among the governor’s office, the homeland security director, the state emergency management office, other state agencies, local governments, the private sector, volunteer organizations, and the federal government. After September 11, governors designated individuals from various backgrounds in state government to serve as their state homeland security directors. There is no common model; however, in several states, the homeland security director serves as an advisor to the governor in addition to coordinating state emergency management, law enforcement, health, and related public safety functions. In other models, governors designated the state’s Adjutant General as homeland security advisor. While governors generally opted not to create unique cabinet-level positions with oversight over all state agencies, they did form homeland security task forces. The task forces typically consist of executive office staff and agency heads from law enforcement, fire and rescue, public health, National Guard, transportation, public works, and information technology. Finally, this document provides detailed information on homeland security task forces, state homeland security Web sites, enacting legislation/executive orders, and publications. State Homeland Security Organizational Structures ALABAMA Homeland Security Web Site: http://www.homelandsecurity.alabama.gov/ Homeland Security Director: Mr. James Walker Organization: Alabama Office of Homeland Security How Created: Authorized by Governor Riley Mission: To coordinate with local officials and private entities throughout the state along with the appropriate federal agencies to collect and analyze intelligence regarding terrorist threats and activities; and facilitate the collection and proper dissemination of relevant information to those officials and authorities who are our first line responders and the primary defenders of our citizens. Burgess Organization: Division of Homeland Security Anti-Terrorism Advisory Council: Created by the Governor in August 2003 by merging the Governor’s Homeland Security Task Force and the federal Anti-Terrorism Task Force. Composition: Approximately 60 agencies and offices are members of the task force. Members include representatives of most federal and state enforcement agencies in Alaska, in addition to representatives of local government and private industry. Task Force Mission: To protect the state’s citizens, resources and infrastructure by sharing information, preventing terrorism, providing emergency preparedness actions in the event of a terrorist incident. Navarrete, Office of Homeland Security Organization: Arizona Office of Homeland Security, Arizona Division of Emergency Management (ADEM). ADEM is part of the Department of Emergency and Military Affairs. As Director of the Office of Homeland Security, Mr. Navarrete reports to the Governor for all statewide activities and issues associated with homeland security. Mr. Navarrete manages the state's homeland security plan and is responsible for ensuring Arizona is safe from terrorism and that protocols are established with federal, state, and local agencies in the event of terrorist activity or other emergency situations. Council Mission: To provide guidance to the Homeland Security Director regarding Arizona's homeland security strategy; enhance the state's ability to detect and prevent future acts of terrorism and improve "all hazard" preparedness, response and recovery capabilities; consult with the Director to develop statewide funding strategies to ensure critical needs are addressed and that entities throughout Arizona can speak jointly on homeland security initiatives; and improve communication and coordination among city, county, state, federal and tribal officials, private sector entities and citizens of Arizona. Public Health: http://www.healthyarkansas.com/services/bioterrorism/bioterrorism_main.html CALIFORNIA Homeland Security Web Site: http://www.oes.ca.gov/; http://www.oes.ca.gov/Operational/OESHome.nsf/ Homeland Security Advisor: Mr. Matt Bettenhausen Organization: State Strategic Committee on Terrorism (SSCOT) How Created: The SSCOT was created in 1999 under the auspices of the California Office of Emergency Services (OES) to consider a broad range of terrorism issues. On October 10, 2001, Governor Davis issued Executive Order D-47-01, directing the SSCOT to evaluate and prepare recommendations regarding terrorist threats to the State of California. See Appendix for Executive Order. Committee Composition: State, local, and federal agencies covering law enforcement, fire and rescue, health and medical, transportation, technology, and other areas critical to anti-terrorism efforts. Committee Mission: SSCOT establishes and prioritizes recommendations for the prevention and response of terrorist attacks. SSCOT evaluates the following: • Public and private infrastructure that support the people and the economy of California; farms, ranches, feeding, processing, storage, delivery, and other systems that are part of the agricultural industry; • Railways, bridges, roadways, terminals, ports, and other transportation systems; hospitals, emergency medical systems, and other health facilities and systems that are critical to the state’s ability to rescue and administer to those who may be affected by terrorist acts; • Computers, computer networks, and other computing systems that provide essential data processing, systems control, and information channels; • Procedures of agencies and departments responsible for issuing licenses and/or regulating materials or processes that pose a potential terrorist threat; and Public employees, facilities, and • Systems that provide services necessary for the protection of the State of California. Public Health: The California Department of Health Services (DHS) provides bioterrorism updates and health warnings as well as planning guidelines for hospitals on its web site. State Homeland Security Documents: Homeland Security Strategic Plan; California Terrorism Response Plan; and State Agency Guidance: Homeland Security Advisory System COLORADO Homeland Security Web Site: http://ops.state.co.us/ Homeland Security Advisor: Carl Wilmes, Executive Director of the Colorado Department of Public Safety (Ms. Pamela Sillars – Acting Deputy Director, OPS) Organization: Governor Bill Owens created the Office of Preparedness and Security (OPS) to bring focus and structure to planning and preparedness activities for potential terrorism incidents in Colorado. In addition, the Colorado Counter Terrorism Advisory Council (CTAC) provides a forum for the primary state and federal agencies to collaborate on the issue of terrorism. How Created: Governor Owens created the Office of Preparedness and Security (OPS) on November 7, 2001 by Executive Order D 018 01. Governor Owens also signed Colorado House Bill 02-1315. CTAC Composition: CTAC has representatives from the Federal Bureau of Investigation (FBI); Environmental Protection Agency (EPA); Federal Emergency Management Agency (FEMA); U.S. Public Health Service (USPHS); Department of Energy (DOE); Federal Protective Service (FPS); Colorado Office of Emergency Management (OEM); Colorado Department of Public Health & Environment (CDPH&E); Colorado State Patrol (CSP); and the National Guard. OPS Mission: OPS coordinates plans, responds to, and trains state and local governments in all matters pertaining to terrorism, capitol and executive branch safety, fire safety, and general security matters. Public Health: The Colorado Department of Public Health and Environment initially created a web site containing a broad range of bioterrorism information for the public and health care providers. The site provides anthrax threat guidelines and describes the characteristics of chemical agents. The site also offers several links to Centers for Disease Control and Prevention (CDC) publications. Sandford, Department of Public Safety (DPS), Division of Homeland Security Organization: Component of the CT DPS How Created: In August of 2001, Governor John G. Rowland authorized the creation of the Division of Protective Services, as a component of DPS. The Division has been renamed the Division of Homeland Security. Division Mission: To utilize all available resources within state government to develop and implement unified safety and security measures to prevent, mitigate and manage incidents threatening the quality of life of the citizens of Connecticut. Governor’s Domestic Preparedness Senior Steering Council: In 2000 Governor Rowland created the Council including representatives from Public Health, Safety, Transportation, Environmental Protection, Information Technology, Corrections, Fire Academy, Military, Emergency Management, and local entities. Statewide Anti-Terrorism Task Force (SATTF): Task Force was formed in cooperation with the Connecticut Police Chiefs Association. The SATTF is designed to pursue approaches that are not utilized by the Joint Terrorism Task Force (JTTF). Critical Infrastructure Protection Unit: The Unit is responsible for mapping out critical infrastructure in the state and partnering with private entities to ensure protective measures are being taken and that law enforcement is familiar with the location of sector vulnerabilities. Task Force/Organization: The Governor created the Florida Domestic Security Advisory Panel as well as a Regional Domestic Security Task Force in each of FDLE’s seven regions. How Created: The Domestic Security Advisory Panel and seven Regional Domestic Security Task Forces were authorized by Executive Order 2001-300. See Appendix for Executive Order. Advisory Panel Mission: To provide recommendations and evaluate the implementation of improvements in Florida’s domestic security. The Regional Task Forces are responsible for: • Coordinating domestic security efforts among local, state, and federal resources to ensure such efforts are not fragmented or unnecessarily duplicative; • Coordinating appropriate domestic security training for local and state personnel; • Coordinating the collection and dissemination of investigative and intelligence information; and • Facilitating responses to terrorist incidents within each region. Regional Task Force Composition: These task forces, chaired by sheriffs from seven counties who work closely with FDLE Regional Directors, are comprised of police chiefs, fire chiefs, emergency management directors, health and medical officials, federal and state officials, and private industry executives. Public Health: The Florida Department of Health, Office of Public Health Preparedness coordinates planning and program development for the Department of Health and other Florida agencies to protect the public health of the state’s citizens and visitors from the effects of manmade and natural events. GEORGIA Homeland Security Web Site: http://www.gahomelandsecurity.com/ Homeland Security Director: Mr. Michael Sherberger, Georgia Homeland Security Organization: The Georgia Homeland Security Task Force (GHSTF) was created in response to th the events of September 11 . The GHSTF is responsible for coordinating state homeland security efforts in Georgia while coordinating with the federal Department of Homeland Security (DHS). It is also responsible for gathering intelligence to identify, analyze, and prioritize potential threats to state assets and key infrastructure. How Created: The Task Force acts under the authority of the Governor. Task Force Composition: The GHSTF consists of representatives from the Department of Public Safety (including the Georgia Bureau of Investigation and the Georgia State Patrol); Department of Defense; Department of Transportation (DOT); Department of Natural Resources (DNR); Department of Human Resources; Georgia Emergency Management Agency (GEMA); Georgia Sheriffs’ Association; Georgia Association of Chiefs of Police; and Fire and EMS Services. Task Force Mission: To lead agencies in the preparation, employment and management of state resources to safeguard Georgia’s citizens against threats or acts of terrorism and the effects of natural disasters. Public Health: The Georgia Division of Public Health (DPH) established the following goals and objectives: (1) include public health as an integral part of response strategies; (2) continue to incorporate surveillance and medical intelligence data into Georgia Information Sharing and Analysis Center (GISAC) reports; (3) adopt procedures to release public information on a quicker basis to preempt misinformation; and (4) expand training opportunities that are currently based in Atlanta to include each of the GEMA regions and follow the training with exercises in the regions. Task Force Mission: To implement a comprehensive coordinated strategy for domestic preparedness in the state of Illinois, bringing together agencies, organizations and associations representing all disciplines in the war against terrorism. Mission: To foster the necessary communication, information sharing, training and planning to enable the Commonwealth to prevent, prepare for, and respond to acts of terrorism.
