average 99% of their allocated funding and completed over 98% of their physical works programs. Kabupaten Aceh Besar and Simeulue
have now disbursed 98% and 96%, Aceh Singkil remains at 96% due to a number of technical project problems and intervention by a camat
that caused the KM to stop disbursement of BLM funds.
9 Describe any obstacles/problems encountered and how they will be addressed: (1) The late recruitment, training and placement of
new facilitators has now become a significant operational problem, and not only in Aceh. All kabupaten have now established their project
admin teams (Satker) but further progress is now being held up by late placement of new facilitators and kabupaten consultants. Aceh
Besar still needs a KMT, while both Singkil and Simeulue are still in need of one KM Kab each.
