JOB TITLE: DIVISION/DEPARTMENT: 1. OVERALL PURPOSE OF JOB Overall purpose of the job

Assistant Director for Network Development Network Development

Support the development of the BirdLife Network and co-ordinate the packaging of a “BirdLife network development programme”, in liaison with Regional Directors and other regional staff, through the development of capacity building initiatives and joint programmes that aim to strengthen the capacity and effectiveness of BirdLife network organisations. Capacity development: support the strategic growth of the network globally and, in liaison with Regional Divisions, support the strengthening of individual priority network organisations; Programme development: facilitate the development and resourcing of multi-Partner capacity building initiatives (particularly cross-regional or global) related to capacity development.
2. STAFF RELATIONSHIPS REPORTING TO (LINE MANAGER): CEO REPORTING TO JOB HOLDER (LINE MANAGED STAFF): Initially Departmental PA; CLP Programme Officer. More staff management responsibility as the Department evolves PRINCIPAL STAFF RELATIONSHIPS/RESPONSIBILITIES WITHIN SECRETARIAT Global co-ordination role on Network Development issues across the organisation, particularly with regional Directors and Partner Development Officers. Supporting and co-ordination role to Regional Directors and staff. Close liaison with Head of Conservation and Head of Environment and Sustainable Development. Liaison with other Secretariat staff with global roles, especially on capacity development issues. Involved in the Director management team and Strategic team, with close working relationship with all Heads and Directors. Chair of the Network Development team. PRINCIPAL STAFF RELATIONSHIPS/RESPONSIBILITIES WITHIN BIRDLIFE NETWORK Support role to CEOs and other senior staff within Partners. Liaison with relevant Supporting Partner staff, particularly those involved in multi-Partner capacity building.

4. MAIN DUTIES/WORK PROGRAMME RESPONSIBILITIES By main work area:

1. Co-ordinate and implement network development and capacity building tasks in liaison with the Regional Directors and Partner Development officers where present. 2. Develop and co-ordinate a programme around the “people objectives” of the BirdLife strategy with particular reference to NGO development, civil society mobilisation, local groups and local conservation impact, conservation education and environmental awareness. 3. Support Regional Directors and regional staff with network development and capacity building tasks, in particular with:  individual NGO strengthening plans;  transition plans of country programmes towards NGOs;  specific capacity building programmes.

4. Develop mechanisms and initiatives to facilitate and promote collaboration, communications and sharing of experience and resources amongst BirdLife organisations across regions (eg. through the NGO Health Check System, Partners Support Systems and other new mechanisms). 5. Develop a specific programme of support to regional divisions and individual Partners in order to assist with decentralisation plans and the development of a network of local groups as tools to grow their sustainability, effectiveness and impact. Develop, in liaison with Regional Divisions, a “global country programme strategy”, identifying priority network gaps, models towards the development of a suitable Partner NGOs, resource requirements and fundraising plans. Support BirdLife organisations specifically to develop capacity in campaigning for sites and species and support particularly high profile campaigns as part of specifically established cross divisional Campaign teams. Work closely with Secretariat global and regional staff leads on particular technical areas to co-ordinate and strengthen capacity-building approaches across the Partnership Actively fundraise for network development and capacity building programmes, liaising with regional Divisions and national Partners as appropriate, and concentrating on cross regional and global opportunities.

10. Review and revitalise “Sharing of experience” the BirdLife training strategy and (at a convenient stage) co-ordinate the “Conservation Leadership Programme”. 11. Represent BirdLife as required within collaborative cross-institutional capacitydevelopment forums and initiatives.

LIMITS OF AUTHORITY/RESPONSIBILITY FOR RESOURCES RESPONSIBILITY LEVEL OF AUTHORITY AREA Responsible for divisional budget Financial/Budgetary Contracts – Funders Contracts – Staff/Consultants Contracts – Service providers Legal Responsibility Promotion of opportunities to secure funding for Network development and Capacity Development work. Engage with and oversee the provision of appropriate staff contracts & contracts for services (self-employed consultants). Involvement in setting of pay and benefits levels, within internal policy limits. Negotiation of relevant professional services needed to assist work programme. To highlight legal aspects of Network Development and seek advice from relevant staff (eg. Contracts & Legal Manager), or external advisors as appropriate.

Minimum General Education Job Specific Education/ Qualification Job Specific Knowledge

KNOWLEDGE/SKILLS/ATTRIBUTES University Degree level general education. Professional experience of NGO development and capacity development, supported by practical experience. Good understanding of NGO development and conservation programme development Significant relevant experience at a senior level (guide 5 – 10 years) in international conservation and organisational management. Significant hands-on experience of training and strategic planning and delivery. Line management experience. Strong project and people management skills. Ability to organise and manage own and other people’s time/priorities. Ability to work with a high level of initiative and work well under pressure. Effective at building strong working relationships Strong communications skills. Effective at analysing complex environments and resolving problems with practical solutions. Ability to motivate and guide staff particularly in non line-management relationships.
