MONROE COUNTY SNAPSHOT
Monroe County enjoys a traditional four-season climate including brilliant fall foliage, snow for winter activities, springtime blossoms, and summertime sun. The climate is generally moderate. However, our mountains and valleys cause regional variations in temperature and precipitation. The Mount Pocono region, in the north-central portion of the county has a growing season averaging 136 days. The Stroudsburg area, on the county's eastern rim, averages 155 days. Monroe County's average altitude is 1,280 feet above sea level with the highest point on Big Pocono Mountain being 2,131 feet. Stroudsburg, the county seat, is at 430 feet and Mount Pocono is at 1,915 feet. Monroe County's ideal geographic location and features allow our community to retain a uniquely rural character while providing all of the opportunities found in large municipalities. Our central location and close proximity to New York (75 miles), Philadelphia (90 miles), the Lehigh Valley (45 miles) and Scranton/ Wilkes-Barre make Monroe County desirable place to work and live. According to 2000 Census data, Monroe County is the second fastest growing county in the Commonwealth of Pennsylvania and Coolbaugh Township is the fastest growing municipality in the Commonwealth. From 2000 to 2004, Monroe County has experienced an increase of over 20,000 people and we continue to exceed population growth projections. In addition to an attractive climate for tourism and recreation Monroe County businesses enjoy easy access to the Northeastern market place via I-80, I-380 and the Interstate highway system. Only 75 miles from New York City, 90 miles from Philadelphia and 45 miles from Allentown, businesses can get to where they need to be using our excellent transportation system.
Highways
Interstate Route 80 provides direct East-West access for Monroe County businesses. While I-380 connects I-80 and I-84. Take State Route 33 south and you are only 1/2 hour to the Lehigh Valley and Route I-78 and State Route 22. Monroe County's central location allow for easy access to regional, national and international markets. Many common carriers serve the county providing cost effective access by truck. Mandatory Postings for Pennsylvania Employers
Pennsylvania employers are required to post certain notices in their worksites so employees have access to and information about applicable labor laws. These posters can be downloaded for free from the links below. Each poster link identifies the content of the poster, which employers are required to post it and contact information should you require additional information. All notices must be posted in a conspicuous place so that they can be seen and read by employees. Failure to post notices can result in stiff penalties and possible fines. In addition to the notices listed below, all government agencies and private employers with government contracts over $25,000 are required to publish and post an anti-drug policy statement in accordance with the Drug-Free
Workplace Act of 1998.

WOTC/WTW FEDERAL INCOME TAX CREDITS
If you hire an individual from a WOTC/WTW Target Group, your company could be eligible for up to $8,500 in tax credits. The Work Opportunity Tax Credit (WOTC) and Welfare-to-Work (WTW) Tax Credit programs are designed to assist individuals facing barriers move into gainful employment. These programs encourage employers in the private sector to hire job seekers from one of the following targeted groups. The WOTC Tax Credit allows for a credit of up to $2,400 on wages, paid during the worker’s first year of employment and the Welfare-to Work (WtW) tax credit, grants up to $8,500 over the first two years of employment. Both credits are available to private, for-profit employers. The number of new hires who can qualify the employer for these credits is unlimited.
To apply for certification, an IRS form 8850 (Pre-Screening Notice and Certification Request) must be completed on or before the job is offered, then must be postmarked within 21 days of the employee’s start date. In addition to the IRS 8850, an ETA form 9061 (Individual Characteristics) must be completed and submitted on or after the employee’s start date. Submit the required forms (8850 & 9061) to
