   seeking to complement it’s workforce with the addition of a Business Systems Analyst II. This position is
   within the Central Services Department and reports to the Business Systems Support Manager.

Position Summary

The Business Systems Analyst II translates business process outcomes and operational requirements into
designs and specifications for workable information technology solutions. Incumbents conduct systems and
infrastructure work process analysis, analyze data requirements and reporting needs, and develop
recommended solutions to achieve business goals.
Essential Functions & Major Responsibilities

   a) Meets with customers on assigned projects to develop and refine systems requirements, gain
      agreement on project deliverables, metrics and service levels, determine and resolve problems, seek
      customer cooperation, involvement and action to achieve objectives and report on project progress.
   b) Analyzes existing business processes and system interactions; develops specifications for assigned
      elements of system development, enhancements and maintenance projects – collaborating with
      Business Process Analysts as required.
   c) Uses industry standard and best practices project management methodologies.
   d) Participates in evaluating vendor product packages and their fit with customer requirements; writes
      system requirements and/or specification documents.
   e) Assists in defining application data requirements and data source identification; uses query tools to
      develop and generate reports.
   f) Participates in conducting systems tests, conversions and installation processes; identifies types and
      causes of test problems and works with customers and IS staff to recommend and implement
      solutions.
   g) Trains customers on how to use new applications; coordinates customer support for assigned
      applications; develops customer manuals for applications.
   h) Supports Business Process Owners in maintaining application user documentation and application
      configuration documentation.
   i) Coordinates and integrates assigned work with other team members.
   j) Coordinate effective communication to support operations between Information Systems, End Users
      and Business Process Owners to provide “value added” services.
   k) Identify, analyze, and resolve source system problems by coordinating work with programmers,
      application support vendors, and Information Systems technical support staff; assist with work activity
      when application vendors are onsite.
   l) Coordinate and assist with work activity when application vendors are onsite.
   m) Diagnose problems found within source systems and related processes and recommends solutions.

Additional Responsibilities and Functions

   a)   Provides consultation to users in the area of systems analysis and associated processes.
   b)   Develops, analyses, and creates special reports and other materials as requested.
   c)   Provides input or recommendations on internal committees as assigned.
   d)   Other duties as assigned.

Interpersonal Contacts

Contacts are routinely made with others, both inside and outside the Commission. Internal
contacts are made with both peer and upper level positions. Outside contracts may involve
government agencies, suppliers, and consultants. Contacts are normally made on own initiative,
are usually face-to-face or by telephone, and may concern confidential or sensitive matters.
Contacts routinely involve a high degree of cooperation, understanding, analytical skill, diplomacy,
tact and interpersonal communication skills. Contacts are made individually, as well as in large
and small groups consisting of diverse interests.
Supervisory Responsibilities

No direct supervision responsibilities. Position may coordinate and direct the work of temporary help, junior
staff, and/or consultants on a project-by-project basis.

Job Scope


Key analysis support resource for PDC departments as well as to outside partners. Operates independently
in a variety of work situations with a moderate-to-high degree of complexity. Manages multiple processes
and projects concurrently.       Employs best practices and industry standard project management
methodologies and procedures in consultation with other team members and outside partners. Frequently
creates and implements new systems and processes using project management methodologies. Must often
work through others to accomplish assigned tasks.

Required Knowledge and Skills

Position requires thorough knowledge of programs and projects in assigned areas, including strong project
management, analytical, practices and principles of database structure and design, conceptual analysis and
planning, writing, interpersonal and organizational skills. Beneficial to have experience in developing reports
that include technical information, developing white papers and business cases. Strong desktop computer
skills, including spreadsheets, database use, word processing and flowcharting are desirable.

Required Education and/or Experience

Bachelor degree in computer science, business, accounting, business process re-engineering,
programming, software engineering or a related area. Overall work experience of 3-5 years with a minimum
of two-years experience in systems analysis, computer programming, database administration and project
management. Consideration may be given to non-degree candidates with comparable high level work
experience and proven exceptional skills.
