					Locust Hill Board of Directors - Meeting Minutes August 16, 2006
The Locust Hill Board of Directors held a meeting on Wednesday, August 16, 2006 at 6.00 p.m. in Unit 234. Present were: Rick Byrne, Sharon Bovaird, William Reeves, Lynn Bates, Debra Vogl, Board of Directors. Doris Jewel, Unit owner Christiane Maisch represented Appletree Bay Property Management. The meeting was called to order at 6.00 p.m.

FRIENDLY REMINDERS: PARKING No junk vehicle or other vehicle on which current registration plates and inspection stickers are not displayed, trailer, truck, camper, camp truck, house trailer, boat or the like shall be kept or parked upon any of the general common areas nor shall the repair or extraordinary maintenance of automobiles or other vehicles be carried out on any areas or within or upon any condo units. Any vehicle not displaying current registration plates and inspection stickers is subject to removal from the premises at the owners’ expense. There is to be a limit of two vehicles per unit. One is to be parked in the garage and one outside in designated parking areas. NO vehicle shall be parked or left standing in such a manner as to block walkways, fire lanes, driveways or so as to impede the access to emergency vehicles. Any vehicle in violation of this rule may be subject to towing at the owners expense between Midnight and 7.00 a.m. There will be no parking on lawns. PETS The maintenance, keeping, boarding and/or raising of animals, livestock, poultry or reptiles of any kind for commercial purposes is prohibited within a unit or on common elements. Only one pet (dog or cat) is allowed per unit. All pets must be approved by and registered with the Board of Directors. Household pets of owners will be allowed provided that the pet does not constitute a nuisance for other owners. If pets create noise or create disturbance or unpleasantness as reported in writing by two or more unit owner, the owner shall be required to remove them. Pets shall not be left unattended on balconies or patios, nor are their feeding devices, housing or litter boxes allowed outside the unit. Pets shall not be permitted upon the common areas of the condominium unless accompanied and leashed, this also includes cats. No owner is allowed to rent a unit to a tenant who has pets. NO PETS ARE ALLOWED IN THE POOL! JUMPING OFF THE ROOF IN POOL AREA IS NOT PERMITTED!

ADMINISTRATIVE Meeting Minutes for July 2006 were reviewed and accepted. Meeting Minutes will only be available accessing the website www.locusthillcondoassociation.com The Meeting Minutes will no longer be distributed by the Board of Directors. FINANCIALS The July 2006 Financial Statements were reviewed and accepted. MAINTENANCE Rubbish Appletree Bay Property Management informed the Board of Directors that Myers Container offered two months free of charge and matched the same rate that All Cycle proposed. Therefore, no change in vendors was necessary. Landscaping The Board of Directors requested that Appletree Bay Property Management contact Levinsky Landscaping informing them that they damaged a drainage line behind unit 128. Gutters Appletree Bay Property Management informed the Board of Directors that many unit owners report issues with gutters. In order to save money, the Board of Directors feels that there aren’t sufficient funds to have all gutters cleaned at this time. Additionally, the gutters might be part of the drainage proposal. Therefore, the Board of Directors prefers to wait until the drainage proposal is received to avoid unnecessary spending of funds. UNIT OWNER ITEMS Unit 190 – The Board of Directors approved the unit owners request to have the 3” dryer vent replaced with a 4” dryer vent. Quality Duct inspected this unit and has found a 3” vent to be unsafe. The standard calls for a 4” vent. Unit 212 – The Board of Directors approved the owners request to have the gutters cleaned. Unit 210 – The Board of Directors approved the owners request to have the gutters cleaned. The Board of Directors accepted a proposal to have the ceiling that recently caved in fixed. Additionally, the Board of Directors assumed responsibility for the cost occurred so far for clean up services. Unit 272 – The Board of Directors requested that Appletree Bay Property Management ask for two proposals to have the ceiling issues repaired. Appletree Bay Property Management presented a verbal proposal from Auclair to have the roof replaced on this unit. The Board of Directors agreed to have this roof fixed but requested a written proposal. Unit 283 - The unit owner expressed concern about several items. The Board President, Rick Byrne will contact the unit owner to discuss the letter further. Unit 425 – The unit owner expressed concern about drainage issues. The Board President, Rick Byrne will contact the unit owner to discuss this issue in more detail. The Board of Directors kindly asks owners to be patient. The Board of Directors understands that many owners
deal with bad drainage problems but wants to stress the importance that it is imperative the drainage issue is fixed properly, before making quick fixes that only last for a season.

NEW BUSINESS Sign Appletree Bay Property Management presented pricing on speed limit signs. The Board of Directors requested that Appletree Bay Property Management order two 15mph speed limits signs. In order to save money, the Board of Directors will install the signs rather than paying a contractor for the installation. Speed Bump Appletree Bay Property Management presented pricing on speed bumps. The Board of Directors likes the idea of installing a speed bump but will reconsider this option at a later time due to the high cost. Engineer Drainage Proposal The Board of Directors expects to receive the drainage survey from Llewellyn-Howley by the September meeting. This proposal will give them a topographic survey, a site evaluation, and prioritizing of issues. Parking The Board of Directors requested that Appletree Bay Property Management sent a second notice to the unit owners who are still in violation with the Locust Hill Condominium Association parking rule. After the second warning, the cars in violation may be towed at the owners’ expense without further notice. Propane Tanks Appletree Bay Property Management informed the Board of Directors that they had no success in contacting Suburban Energy to speak about the propane tanks at Locust Hill. Appletree Bay Property Management will continue to try and make contact with Suburban Energy. The Board of Directors agrees that Suburban Energy shall present a more permanent solution for the propane tanks. Fencing around the tanks would be an Association expense. The Board of Directors has not approved to fence the propane tanks at this time. Power Generator Fencing The Board of Directors requested that Appletree Bay Property Management get pricing on the fence around the power generator when entering Locust Hill Condominium Association. Dryer Vents The Board of Directors has directed Appletree Bay Property Management to send a notice to the owners who have not yet cleaned their dryer vents in their units. The dryer vents were scheduled for cleaning in 2005 but records indicate that some owners did not clean the dryer vents. The Board of Directors mandates that owners who have not yet cleaned their dryer vents do so by October 31, 2006. The Board has directed that this work be completed for the following reasons: lack of venting is a potential fire hazard; condensation damage will, and has caused considerable roof damage; and excess condensation causes mold, a major health issue in this country today. The Board of Directors might also consider denial on repairs or damage that might result in insurance claims caused by faulty dryer vents. Quality Duct Cleaning is familiar with the work that needs to be done to Units at Locust Hill, as they have already done work at the Locust Hill Condominium Association. They can be reached at 893-7716. Once the work is completed, owners must submit a copy of a paid invoice to Appletree Bay Property Management by October 31, 2006 to indicate that the work has been completed. If owners receive this notice and had their dryer vent cleaned in 2005 or 2006, they must submit a copy of a paid invoice to Appletree Bay Property Management as well. Utilities The Board of Directors expressed concerns regarding the utilities located on the outside of some units. The Board of Directors will contact Green Mountain Power, Adelphia and Verizon to explore a better solution of covering the utility cables, etc.

NEXT MEETING The September meeting was scheduled for September 20, 2006 at 6.00 p.m. in unit 234. The October meeting was scheduled for October 18, 2006 at 6.00 p.m. in unit 234. ADJOURNMENT Having no further business, the meeting was adjourned at 8.15 p.m.
