       for Promoting Employment of Persons with Disabilities


        We, the participants of the International Conference on the theme: "Together for the
Promotion of the Employment and Welfare of Categories with Special Needs", jointly held by
the Islamic Educational, Scientific and Cultural Organization (ISESCO) and the Basma Association
for the Promotion of the Employment of the Disabled, in the Tunisian Republic, the land of
meetings, dialogue among civilizations, cultures and religions, solidarity, love and tolerance, from 7
to 9 December 2009, under the high patronage of His Excellency Mr Zine El Abidine Ben Ali,
President of the Tunisian Republic, as part of the celebration of Kairouan as Capital of Islamic
Culture for 2009, and concurrently with the commemoration by the international community of the
International Day of Disabled Persons and of the 61st anniversary of the Universal Declaration of
Human Rights, met with the aim of exploring the ways of promoting the conditions of persons with
disabilities, coordinating efforts geared to attending to them, and developing a programme of action
to promote their employment,

            In line with the teachings of Islam which call for upholding the principles of justice and
            equity and for offering equal chances to health, education and employment for all
            people without discrimination or exclusion, in order that all social categories enjoy their
            right to knowledge, learning and acquisition of the skills necessary for their integration
            and contribution to sustainable development;
            Based on the international conventions and declarations adopted by the United Nations
            General Assembly concerning the protection of the rights of categories with special
            needs, especially the rights of persons with disabilities;
            Being committed to our human duty towards persons with disabilities, and
            acknowledging the need to provide them with education, employment, health,
            psychological and social care, and to take further interest in the enactment of laws
            guaranteeing their rights and raising awareness about their issues;
            Recognizant of the important role of civil society institutions in supporting the efforts
            of governments and the relevant international and regional organizations, as well as
            consolidating the gains and achievements made in this field;
            Noting with satisfaction the significant progress made in the world in terms of
            awareness-raising about human rights, including the rights of persons with disabilities,
            through development of an appropriate legal framework and establishment of relevant
            institutions;
       Appreciative of the gains and achievements made by the Government of the Tunisian
       Republic, through its relevant national plans, programmes, projects and legislation, as
       well as enactment of laws and development of relevant mechanisms, especially the
       setting up in 2000 of the Basma Association for the Promotion of Employment of the
       Disabled, and enactment in 2005 of the law relating to the promotion and protection of
       persons with disabilities, as well as the development of approaches relative to their
       qualification and social integration;
       Commending the achievements made by ISESCO in this field through its regional and
       international activities, as part of its specialized plans and strategies, in cooperation with
       public and private sectors as well as the regional and international organizations;
       Expressing our deep appreciation to His Excellency Mr Zine El Abidine Ben Ali,
       President of the Tunisian Republic, for placing under his patronage the hosting of this
       conference in Tunisia, and taking the view that such an initiative would strengthen the
       efforts led at the national, regional and international levels to improve the conditions of
       persons with disabilities;
       Expressing our thanks and gratitude to Honourable Lady Leila Ben Ali for presiding
       over the opening session of this conference and delivering a keynote speech therein;
       Commending the opening keynote speech by Honourable Lady Excellency Leila Ben
       Ali, Consort of the Tunisian President, President of the Basma Association for the
       Promotion of Employment of the Disabled and President of the Arab Women
       Organization, which contains constructive guidelines and views, thorough analysis of
       the conditions of persons with disabilities and the ways to promote their employment;
       also supporting the valuable ideas she floated and the judicious proposal she put
       forward during the opening ceremony of the Conference concerning the establishment
       of an international Prize to be awarded on an annual basis by ISESCO to the best public
       or private institutions or prominent personalities with an outstanding contribution to the
       support of the issues of the disabled, and leading achievements in the promotion of the
       conditions of persons with disabilities and meeting their basic needs; taking the view
       that her speech served as a landmark document of the Conference and a reference
       guide for its members;
       Lauding the ample and fruitful discussions which took place during the sessions of the
       conference, as well as the valuable studies, research and papers contributed therein;

WE AGREE TO ISSUE THE FOLLOWING APPEAL, WHEREIN WE:
       Reaffirm that the rights of persons with disabilities are an integral part of human rights,
       resting on the principles of dignity, justice, equality, freedom and independence, which
       are all enshrined and upheld by Islam.
       Call upon the relevant official parties of ISESCO Member States to enact the necessary
       legislation and adopt the appropriate policies to ensure that the persons with disabilities
       have access to equal chances of employment and full participation in all aspects of life.
       Insist on the role of the private sector and investment institutions in supporting public and
       private efforts aimed at ensuring employment of persons with disabilities; and invite the
       relevant officials and institutions to earmark a proportional share of their staff and fixed
       financial resources for the benefit of persons with disabilities and their associations.
       Call for devoting further attention to the preparation of specialized training
       programmes, establishment of vocational technical training institutions and organization
       of professional training activities for the benefit of persons with disabilities, in line with
       the requirements of labour market, and in the light of the principles provided for under
       the relevant international conventions and declarations.

Encourage research projects and technological inventions aimed at alleviating or
eradicating physical and mental disabilities, improving the living conditions of persons
with disabilities and enabling them to exert their daily professional activities on an
equal basis with other social segments.
Call for preparing further field studies, analytical reports, databases and statistics on the
situation of the employment of persons with disabilities, on the experts and institutions
active in this field, on the challenges faced up by Arab and Islamic communities, as
well as on the solutions to adopt and the resolutions to take by the competent parties.
Call for activating cooperation and partnership between the governmental parties, civil
society organizations and private sector institutions, at the national, regional and
international levels, with a view to sharing expertise, experiences and best practices in
the promotion of the employment of persons with disabilities.
Emphasize the need that the official parties in charge of health, education, science and
culture provide the services and facilitations needed by persons with disabilities to fully
benefit from the programmes, activities and projects offered by these parties within
their competence, and be actively engaged in these fields.
Invite the Arab and Islamic States which did not yet sign or ratify the Convention on
the Rights of Persons with Disabilities to do so, and to consider the adoption of the
terminology and principles contained in the Convention; also invite them to prepare and
widely disseminate special reports as stipulated by the Convention; and emphasize the
need to engage persons with disabilities in relevant programmes and activities as
provided for by the Convention.
Insist on activation of the role of media institutions in publicizing and sensitizing about
the issues of disability to guarantee the rights of persons with disabilities and contribute
to mobilization and awareness-raising efforts at the public and civil society levels, to
meet the needs of persons with disabilities in professional and functional areas.
Call for helping civil society associations for persons with disabilities in designing
investment projects for the benefit of those persons and securing fixed financial
resources for these projects, through Islamic funding systems, national funds, and tax
levies allocated to the associations and projects of persons with disabilities.
Invite ISESCO to devise a comprehensive strategy dealing with the various areas
relating to disability issues, to serve as a reference guide for the Member States both in
the formulation of their developmental policies and in the implementation of their
activities and programmes.
Commend the choice of the Tunisian Republic as a venue for hosting this conference,
in view of its rich civilization and the steady progress it makes in the social and human
fields, based on the firm values of this Islamic and Arab country, which advocate
solidarity among the various components of the Tunisian Republic.
Support the judicious proposal put forward during the opening session by Honourable
Lady Leila Ben Ali concerning the establishment of an international Prize for the
service of persons with disabilities, to be awarded on an annual basis by ISESCO to the
best public or private institutions or prominent personalities with an outstanding
contribution to the support of the issues of the disabled, and leading achievements in the
promotion of the conditions of persons with disabilities and meeting their basic needs.

Ali, President of the Tunisian Republic, for kindly placing this conference under his
high patronage, for his special care of persons with disabilities, and for the gains and
achievements made by the Tunisian Republic in this field under His Excellency’s wise
leadership.
Express our deepest thanks and appreciation to Honourable Lady Leila Ben Ali,
Consort of the President of the Tunisian President, for her keen interest in the issues of
persons with disabilities, and for the leading efforts being exerted by the Basma
Association, under her kind directives, especially with regard to the promotion of
employment, social care and integration in the economic and developmental fabric.
Express the pride we take in the awarding of the Golden Shields of this international
conference, the Arab Union for National Olympic Commissions and the Islamic
Committee of the International Crescent, to Honourable Lady Leila Ben Ali, in
recognition of her outstanding efforts to support the social and human action, attend to
the persons with disabilities and promote their integration in the social and economic
life, as well as her leading initiatives and achievements in the service of the Tunisian
society, and the Tunisian and Arab women.
Express our thanks to His Excellency Dr Abdulaziz Othman Altwaijri, the Director
General of the Islamic Educational, Scientific and Cultural Organization (ISESCO), for
ISESCO’s outstanding achievements in the care of persons with disabilities, and for
organizing this conference jointly with the Basma Association.
Entrust ISESCO, the Basma Association for the Promotion of the Employment of the
Disabled, and the Arab Organization of Disabled People with follow-up of these
recommendations and taking of the measures necessary to put them into action, in
coordination and cooperation with the competent governmental parties, civil society
institutions and regional and international organizations.
