Job Title:      Procurement Coordinator for Haiti
Reports to:     Director of Procurement

Organizational Profile:

research, PIH works globally to bring the benefits of modern science to those most in need and to
serve as an antidote to despair. PIH has programs in Haiti, Peru, Guatemala, Mexico, Russia,
Rwanda, Lesotho, Malawi and Boston.

The Procurement Coordinator will report to the Director of Procurement to ensure that drug
management, purchasing, inventory control and related systems function as designed. S/he will
work with the Procurement and Logistics representatives at PIH’s international project sites to
prepare and monitor drug and supply orders and provide overall program support to the project
sites. The majority of the Procurement Coordinator’s time will be dedicated to Zanmi Lasante,
the PIH Haiti project.

In conjunction with Haiti-based pharmacy staff, this position takes responsibility for the drug
management component of PIH’s Electronic Medical Record (EMR) system at Zanmi Lasante,
Haiti, and requires familiarity with data collection and database management. This position serves
as a liaison between the site-based pharmacy staff and the PIH Boston office.

The Procurement Coordinator position also includes financial and administrative duties and
involves interaction with international staff, and domestic and international vendors. The ideal
candidate for this position will have related work experience, the ability to prioritize and manage
multiple tasks, should be comfortable working with culturally diverse colleagues, and posses a
strong interest in global health. Travel: 60 to 75% travel to Haiti.

Primary Duties:
I. Electronic Medical Record Stock Management
   1. Enforce data management protocols: Collaborate with pharmacists, data clerks and
       program nurses to ensure that protocol for HIV and MDRTB patient management is
       being followed. Work with the Haiti team to ensure drug regimen and prescription and
       dosing information is programmed correctly into the system. Encourage increased
       communication between the clinical, pharmacy and data clerk teams.
   2. Enhance functionality of EMR: Collaborate with EMR programming and technical team
       to develop and implement new pharmacy features as requested by ZL staff. Strengthen
       offline stock management tools.
   3. Promote communication between Zanmi Lasante clinical sites and Boston: Visit ZL sites
       regularly to review status of data collection, present new features in the EMR
   4. Oversee training and provide support to EMR users: Field and respond quickly to site-
       based problems with EMR functionality.
    5. Support Procurement team and site-based staff with the rollout and expansion of the
       EMR to additional PIH project sites.

II. Program Support
     1. Provide administrative support to Haiti based staff as needed: Assist pharmacy director
         with monthly financial reports. Strengthen recording system for pharmacy expenses.
     2. Monitor low-stock reports: Work with the Procurement team and the Haiti pharmacy staff
         to identify potential product stock outs. Respond appropriately; coordinate local
         purchase or generate order as needed. Review consumption and stock alert levels and
         adjust as necessary to avoid future stock outs.
     3. Assist with ongoing assessment and improvement: Provide support for expansion of
         physical (space) and system capacity
     4. Analyze spending patterns and make recommendations on more cost-efficient
         procurement practices: Calculate cost of emergency in-country purchases. Work with
         Haiti pharmacy team to identify and correct the factors leading to emergency purchases.

III. Financial / Administrative
     1. Respond to reporting and analytical needs of Procurement Team and Project Managers:
         Perform specific analyses as requested.
     2. Oversee budgeting and purchasing for specialty services (ophthalmology, dental,
         infection control, etc.)
     3. Assist Director of Procurement with annual budget projections.
     4. Track expenses throughout the year: Work with Financial Department to properly code
         and monitor expenses.

1.      Bachelor’s Degree and 3-4 years work experience required.
2.      French fluency (verbal and written) required; Haitian Creole a plus.
3.      International program management experience preferred.
4.      Willingness to travel regularly to Haiti.
5.      Operations and/or systems implementation experience.
6.      Strong computer skills in word processing and spreadsheet programs.
7.      Familiarity with data management and database programs.
8.      Ability to work independently and show initiative.
9.      Demonstrated ability to work in fast-paced environment, to prioritize tasks and meet
        deadlines; able to respond calmly and creatively in emergency situations.
10.     Interest in social justice, global health care policy and issues of access to medicines.
