ICT Project Manager
(ECDC/TA/AST/2008/PRU-PM)
Applications are invited for the above Temporary Agent post at the European Centre for
Disease Prevention and Control (ECDC).
The Centre is located in Stockholm, Sweden. The legal base for the Centre is Regulation (EC)
No 851/2004 of the European Parliament and of the Council of 21 April 2004 establishing a
European Centre for Disease Prevention and Control1.
General description of the tasks and role of the ECDC
The mission of the Centre is to identify, assess and communicate current and emerging
threats to human health from communicable diseases. Within this broad mission statement,
the main technical tasks of the Centre fall into the following four categories:
a. Scientific opinions, bringing together technical expertise in specific fields through its
various EU-wide networks and via ad hoc scientific panels;
b. Technical assistance and communication about its activities and results, and
disseminating information tailored to meet the needs of its different audiences;
c. Epidemiological surveillance and networking of laboratories, i.e. the development of
epidemiological surveillance at European level and the maintenance of networks of
reference laboratories;
d. Early Warning and Response, based on ‘round the clock’ availability of specialists in
communicable diseases.

Description of the Unit “Preparedness and Response”
The main task of the Preparedness and Response Unit (PRU) is to detect and monitor
emerging health threats inside and outside the EU, provide rapid risk assessment and
coordinate a timely response to such threats. This is done by operating the Early Warning and
Response System (EWRS), organising training programmes, and supporting outbreak missions.
PRU is hosting the Disease Specific Programme on Emerging and Vector-borne diseases.
Description of the Epidemic Intelligence and Emergency Operations Section
The Epidemic Intelligence and Emergency Operations Section is located within the
Preparedness and Response Unit, and is responsible for the development and maintenance of
the applications used for supporting epidemic intelligence and emergency response. Four
major applications are currently managed by the unit:
the Early Warning and Response System (EWRS), a secure communication platform
linking the EU national authorities with regards to public health alerts of EU scope,
currently fully deployed;
The Threat Tracking Tool (TTT), a secure database of threats allowing the monitoring
of verification, assessment and reporting of emerging threats, currently fully deployed
within ECDC and soon to be accessible by external stakeholders;
The Epidemic Intelligence System (EPIS), a secure communication platform for
exchange of information between stakeholders through a set of hierarchical discussion
fora, currently being prototyped;
The Crisis Command Tool, application to monitor and record activities related to
activation of emergency plans in response to major public health crises in the EU,
currently being designed.
Three of these applications are based on Microsoft SharePoint development environment.
Four external consultants (business analysts & developers) are hired for the development and
maintenance of these applications.
Description of the ICT team
The ICT Project Manager is based in the Unit for Preparedness and Response and acts as a
liaison with the Central ICT team.
The Centre uses innovative and leading edge technologies to provide effective and secure
information access, expert supporting applications and computing services to support the
Centre in its mission to identify, assess and communicate current and emerging threats to
human health posed by infectious diseases.
ECDC client and server systems are mainly based upon Windows operating systems. Specific
business applications are developed for the general public and closed expert groups as well as
for internal usage. These new developments are in general based on Microsoft technologies
such as MS SQL Server, IIS, MS .NET and SharePoint. The central ICT Unit is supporting and
coordinating the ongoing IT projects in the operational units. All projects will require
extensive collaboration with stakeholders and will be highly integrated with other IT Service
Management Programme projects.

Job description
The ICT Project Manager will support the implementation and deployment of the applications
used in the Preparedness and Response Unit and will report to the Head of Section for
Epidemic Intelligence and Emergency Operations.
The Project Manager will be responsible for the overall on-time, on-budget delivery of a
successful implementation. This position requires strong enterprise-wide applications
experience, as well as strong managerial and communication skills.
He/She will be responsible in particular for the following areas of work:
Develop work plans, manage deadlines and coordinate project team and sub-team
activities, estimate project skill requirements, work with deployment to identify
appropriate resources and manage their integration into the ECDC environment;
Collaborate with the user’s team and the ICT application/functional teams in the
delivery of the project and develop and maintain a Requirements Catalogue and the
satisfaction of agreed of user requirements;
Responsible for initial project planning, estimating, and scheduling as well as
management of the delivery of project results, develop projects and detailed work
plans, including work breakdown structures and escalate issues to senior management
and/or project team if necessary;
Work with the Project Office to ensure documentation standards and the delivery of
highlight reports to the Project Board;
Work with management to identify appropriate resources and manage their integration
into the team, define and agree on deliverables and milestones with the Project
Executive;
Communicate status and vision to client management and stakeholders;
Overall team management, including regular evaluations, and risk management.
Qualifications and experiences required
A. Formal requirements
In order to be an eligible candidate you need to have a set of formal requirements. These
requirements are:
A level of post-secondary education of at least three years attested by a diploma and at
least 6 years of experience after that diploma; or a level of secondary education attested
by a diploma giving access to post-secondary education and at least 9 years of
professional experience after that diploma;
At least 5 years, following the diploma, of relevant professional IT experience in
positions related to the aforementioned duties;
To have a thorough knowledge of at least two official languages of the European Union;
To be a national of a Member State of the European Union or Iceland, Liechtenstein or
Norway;
To be entitled to his or her full rights as citizen;

To have fulfilled any obligations imposed by the applicable laws concerning military
service;
To meet the character requirements for the duties involved;
To be physically fit to perform the duties linked to the post.
B. Selection criteria
To qualify for this post we have identified essential criteria in regard of professional experience
and personal characteristics/interpersonal skills. These are:
Experience and knowledge in the areas mentioned above;
A successful track record in the delivery of enterprise-wide implementations including
project scope, schedule, resources, quality, costs and change control;
Leadership skills with a demonstrated collaborative work style and networking
relationships with other consultants, users, and third party vendors;
Strong written communication skills and presentation skills;
Experience of a recognised project management methodology;
Broad knowledge of ICT infrastructures, applications and development and be able to
communicate with the internal ICT staff;
Knowledge of Microsoft SharePoint;
Good command of English, both spoken and written, and an additional EU official
language;
Ability to work under pressure and manage responsibilities;
Strong inter-personal skills and ability to work well in a team.
We have also identified experiences and skills that are advantageous for this post. These are:
A definable track record in the area of working in a pan European multi-cultural public
sector environment.
Depending on the number of applications received, the selection committee may apply stricter
requirements within the aforementioned selection criteria.
Appointment and conditions of employment
The jobholder will be appointed on the basis of a shortlist proposed by the Selection
Committee to the Director. This vacancy notice is the basis for the establishment of the
Selection Committee’s proposal. Candidates should note that the proposal may be made
public and that inclusion in the shortlist does not guarantee recruitment. The shortlist of
candidates will be established following an open selection process.
The successful candidate will be recruited as a Temporary Agent, pursuant to article 2a) of the
Conditions of Employment of Other Servants of the European Communities, for a period of
five years. The contract may be renewed. The appointment will be in AST 4.

complete successfully a probationary period.

The place of employment will be Stockholm, where the Centre has its activities.
Successful candidate appointed by the Director will be required to be available at the shortest
notice possible.
Reserve list:
A reserve list will be drawn up by ECDC. The list will be used as a reserve for recruitment,
should similar vacancies arise. It will be valid until 30 September 2009 and may be extended.
