2 PURPOSE AND OBJECTIVES
The highest SRA technology investment priority is to implement a new technology system, the
Maryland Pension Administration System (MPAS), which has the agility necessary to support
complex changes to the State Retirement and Pension System to comply with changes in law and
regulation with minimal risk of business disruption. This new technology system must also be
designed with the agility to permit future enhancement and expansion to fulfill customer needs.
SRA has identified a number of other long-term investment priorities and opportunities related to
pension administration systems and processes. These include (but are not limited to) improving
the quality of MPAS data, providing enhanced electronic and online services to customers, and
improving business processes. Completing the MPAS-1 project is the first step towards
achieving these long-term goals.
The primary goals of the Maryland Pension Administration System (MPAS-1) Step One Project
are to:
1. Implement a new agile technology architecture to support MPAS, and
2. Recreate the existing legacy pension system functions in the new architecture as the
first step in developing MPAS.
The SRA Executive Director has directed the Project Management Office (PMO) to achieve
these goals within 24 months of the project kickoff date. In order to meet that deadline, MPAS-1
will only provide the functions that currently exist in the legacy pension system. Any manual

processes will remain manual. Functionality changes will only occur under one of these
conditions:
• A change in the technical architecture necessitates a change in system function
• Functional errors are identified
• Implementing an improved function will take less time than replicating the existing
function
Other project objectives include, to:
1. Sustain business operations while executing the MPAS-1 Project
2. Retire the legacy pension system
3. Improve data access and analysis capabilities
4. Improve ability to access and modify business rules
5. Improve ability to change data structures
6. Improve system documentation
7. Improve calculation accuracy and performance
8. Incrementally improve processing times through reduced reliance on overnight batch
processing cycles
9. Testability to ensure that MPAS data and functions are accurately recreated
10. Improve SRA ability to sustain the operation and maintenance of MPAS to reduce
risk
This project will comply with the State of Maryland Systems Development Life Cycle (SDLC)
for the following phases: Planning, Requirements Analysis, Design, Development, Integration
and Test, and Implementation.

3 ORGANIZATION AND RESPONSIBILITIES
3.1 MPAS-1 Project Steering Team (PST)
The MPAS-1 PST is responsible for the following:
1. Establishing and managing the project vision, strategy, and scope;
2. Identifying and involving stakeholders;
3. Allocating project resources;
4. Establishing project policy;
5. Resolving project issues escalated to the PST; and
6. Monitoring project performance and returns for this IT investment.
The MPAS-1 PST membership will be adapted to the needs of the project. The membership will
initially include:

PST Members are responsible for attending all PST meetings but may designate others attend on
their behalf when unable to attend. SRA General Counsel will attend PST meetings as counsel,
not as a PST member.
3.2 MPAS-1 Project Advisory Group (PAG)
The MPAS-1 PAG will:
1. Provide comments and suggestions on project documents and plans; and
2. Provide recommendations and suggestions on questions or issues referred to it.
The MPAS-1 PAG membership is established by invitation of the SRA Executive Director. The
membership is meant to include technology leaders from peer State agencies, retirement systems,
and the private and federal sectors. The membership will initially include:

3.3 Project Management Office (PMO)
3.3.1 Project Director – Will Morrow, IT Project Director
The Project Director is responsible for the following:
1. Providing adequate project management resources to the project;
2. Directing the project team to meet the project goals and objectives within the
allotted schedule and budget;
3. Communicating project information to project stakeholders;
4. Identifying and managing project risks and issues; and
5. Establishing and managing project standards, processes, procedures, and methods
to be used by the project team.
3.3.2 Project Manager – Larry Martin, Deputy IT Project Director
The Project Manager is authorized and required by this charter to:
1. Plan, execute, control, monitor, and close the project;
2. Develop and maintain the project management plan;
3. Monitor the schedule, cost, and scope of the project during implementation;
4. Maintain control over the project by measuring performance and taking corrective
action;
5. Identify and manage project risks and issues;
6. Identify project resource issues;
7. Accept select MPAS-1 Project deliverables; and
8. Manage SRA release managers and vendor project managers.
3.3.3 Release Manager(s) – TBD
MPAS-1 is segmented into a number of system releases that represent subsets of the entire
system (e.g., hardware and software infrastructure, database, member functions, etc.). To meet
the project deadlines it is almost certain that multiple releases will be designed, developed,
tested, and implemented concurrently. A Release Manager will be assigned to manage each
release to ensure that the release will deliver the required functionality in accordance with the
master schedule and budget. A Release Manager will likely manage more than one release, and
there will likely be multiple Release Managers.
Release Managers are authorized and required by this charter to:
1. Plan, execute, control, monitor, and close the release;
2. Monitor the schedule and scope of the release;
3. Provide progress updates to the MPAS-1 master schedule;
4. Maintain control over the release by measuring performance and taking corrective
action;
5. Identify and manage project risks and issues;
6. Manage inter-release issues with other Release Managers
7. Direct resources assigned to the release;

8. Identify project resource issues; and
9. Work in partnership with SRA and vendor project managers.
3.4 Administrative Division (AD)
3.4.1 Project Business Sponsor – Harvey Raitzyk, Deputy Retirement Administrator
The Project Business Sponsor is responsible for the following:
1. Defining the MPAS-1 business needs and requirements;
2. Accepting select MPAS-1 Project deliverables;
3. Mediating issues regarding the priority and scope of MPAS-1 business
requirements;
4. Ensuring the adequacy of Administration Division staff resources for the project;
5. Acting as the Administrative Division spokesperson for the project;
6. Communicating MPAS-1 Project goals, benefits, and accomplishments to the
Administrative Division;
7. Ensuring that MPAS-1 users receive adequate training to perform their jobs using
MPAS-1;
8. Identifying and escalating project risks and issues;
9. Managing Release Functional Leads; and
10. Ensuring that MPAS-1 meets the business goals and objectives.
3.4.2 Release Functional Leads – Scott Masters and Kimberly O’Keeffe
Release Functional Leads are responsible for the following:
1. Ensure release business requirements are defined;
2. Manage acceptance of release deliverables;
3. Develop and deliver user training that enables users to perform their jobs using
MPAS-1;
4. Identify, resolve, and escalate project risks and issues; and
5. Work in partnership with other SRA and vendor release managers and leads.
3.5 Information Systems Division (ISD)
3.5.1 Project Information Technology (IT) Sponsor – Calvin Kiser, Deputy Chief
Information Officer
The Project IT Sponsor is responsible for the following:
1. Defining the MPAS-1 technology needs and requirements;
2. Accepting select MPAS-1 Project deliverables;
3. Mediating issues regarding the priority and scope of MPAS-1 IT requirements;
4. Identifying and pursuing adequate ISD staff resources for the project;
5. Providing platforms to host MPAS-1 that are scalable, secure, available, usable,
serviceable, and meet performance requirements;
6. Providing configuration management for the MPAS-1 production region;

7. Acting as the Information Systems Division spokesperson for the project;
8. Ensuring that ISD staff supporting MPAS-1 are trained to perform their support
role;
9. Identifying and escalating project risks and issues;
10. Managing IT Leads; and
11. Ensuring that MPAS-1 meets the technology goals and objectives.
3.5.2 IT Leads – Vince Johnson (IT Infrastructure), Calvin Kiser (LPS), and TBD
(Application Development)
MPAS-1 will require three IT leads: IT infrastructure, legacy pension system, and application
development.
IT Leads are responsible for the following:
1. Ensure IT requirements for each Release are defined;
2. Manage acceptance of release deliverables;
3. Acquire, install, configure, operate, and maintain platforms to host MPAS-1 that
are scalable, secure, available, usable, serviceable, and meet performance
requirements;
4. Provide configuration management for the MPAS-1 production region;
5. Develop and deliver training for ISD staff supporting MPAS-1 to enable them to
perform their support role;
6. Identify, resolve, and escalate project risks and issues; and
7. Work in partnership with other SRA and vendor release managers and leads.
4 PROCESSES AND PROCEDURES
To promote project success, the Project Management Office will be responsible for developing
standard project and contract management processes and procedures and adopting or adapting
them as needed for this project. These include:
1. Requirements management – Process to identify, record, and prioritize system
requirements
2. Project control – Processes to manage and communicate the project performance and to
identify and resolve issues
3. Contract management – Process to manage vendor relationships and to ensure that
contract value is received
4. Quality assurance – Processes to ensure that project deliverables are properly specified
and that delivered products meet the specifications
5. Change control – Process to ensure that proposed changes to project scope, deliverables,
budget, or duration are reviewed, approved, and documented
6. Risk management – Process to ensure that project risks are identified and managed

5 DELIVERABLES, RESPONSIBILITY AND ACTION
The Project Management Office is responsible for ensuring that the project delivers the
following:
5.1 MPAS-1 System Deliverables
In addition to the deliverables described below, the Contractor will deliver the following for each
Release:
• Requirements – The Contractor shall develop a detailed requirements document
that describes the requirements for each Release. The Contractor shall develop and
maintain a requirements traceability matrix that maintains the relationship between
requirements, designs, software builds, and tests.
• Design document – The Contractor shall develop a document that describes the
system requirements, system architecture, file and database design, input formats,
processing logic, and external interfaces for each Release.
• Implementation Plan - The Implementation Plan shall describe how the Release
will be deployed and installed into an operational system, including an overview of
the Release, a brief description of the major tasks involved in the implementation,
and the overall resources needed to support the implementation effort.
• Program code – The Contractor shall provide electronic copies of all source and
object programming code created during the Release.
• System documentation – The Contractor shall develop and deliver electronic
copies of user and technical support manuals.
• Technical training -- The Contractor shall provide the training materials and
deliver the training necessary to enable the SRA Information Systems Division
(ISD) staff to install, support, maintain, and change the Release (excludes end user
training).
• Test results – The Contractor shall provide electronic copies of all test results
produced prior to delivery to SRA for acceptance testing. These results should
certify that the delivered Release is deemed to be free of defects and ready for
acceptance tests. SRA will not perform acceptance testing for Releases delivered
with material defects.
• Testing planning and support – The Contractor shall provide test planning and
support services to SRA and its quality testers to include developing test master
plans, ensuring the testers have been trained to use the Release, providing technical
troubleshooting, and helping SRA interpret test results.
• License – The Contractor shall provide to SRA a perpetual, irrevocable, royalty-
free, paid-up right and license, to provide, publish, use, copy, modify and prepare
derivative works from all MPAS code and documentation which is provided as a
part of this RFP. No other person may use the MPAS code and documentation
without the consent of the Agency. This license does not preclude the Contractor
from developing for itself, or for others, materials which are comparable to those
produced as a result of the services provided hereunder, irrespective of their
similarity to items which may be delivered to the Agency pursuant to this RFP.

• Defect management – The Contractor shall provide a paperless process for
MPAS-1 team members to identify Release defects and to view the assignment and
status of defect resolution.
5.1.1 Milestone 1 - Develop Release 1: Architecture

This deliverable is the hardware and software specifications necessary to support the
development of MPAS-1. The Contractor shall install, configure, integrate, test, and tune
hardware and system software for the development region in collaboration with SRA ISD staff.
The Contractor shall propose the initial location of the MPAS-1 development region. The
development region must ultimately reside at the Annapolis Data Center (ADC) or SRA and the
Contractor is responsible for moving the development region if not initially located at ADC or
SRA. The Contractor shall provide technical support for the development region until all
MPAS-1 Releases have been implemented, at which time the Contractor shall provide the
services necessary to transition support to the SRA ISD.

Contractor shall provide technical assistance to the ISD staff responsible for providing technical
support for the production region from its inception.

and relationship integrity in the database.

either data migrated from the LPS or keyed data. All data migrations shall use scripts that can be
repeatedly executed. The migration must perform only those data transformations needed to load
the LPS data into the MPAS-1 database, but must not resolve data quality issues that are to be
addressed in MPAS-2. The Contractor shall develop and execute plans to validate the migrated
data.

information becomes available. The plan includes an acquisition planning section to show how
all human resources, contractor support services, hardware, software and telecommunications
capabilities are acquired during the life of the project. The plan includes a section on change
management to describe the process that will be used to identify, manage, control, and audit the
project’s scope. In addition, the configuration management structure, roles, and responsibilities
to be used in executing these processes are defined.

This deliverable contains emergency response procedures; backup arrangements, procedures, and
responsibilities; and post-disaster recovery procedures and responsibilities. Contingency
planning is essential to ensure that MPAS-1 is able to recover from processing disruptions in the
event of localized emergencies or large-scale disasters. It is an emergency response plan,
developed in conjunction with the MPAS-1 owners and maintained at the primary and backup
computer installation to ensure that a reasonable continuity of support is provided if events occur
that could prevent normal operations. A Contingency Plan is synonymous with a disaster plan
and an emergency plan. The contingency requirements unique to MPAS-1 will be added as an
annex to the existing SRA contingency plan.
