Patients with chronic disease such as frequently experience
co-morbidities of behavioral health conditions. FQHC providers and
allied health workers are experiencing an increase in the number of
patients with these co-morbid conditions; thus, a multidisciplinary and
integrated approach is has critical to the provision of optimized
comprehensive clinical services. The session will provide a dynamic
panel discussion from across the disciplines focused on assisting
providers and other health care professionals in navigating metabolic
syndrome.

reimbursement and eligible services being offered under
various women’s health programs as a result of recent state
legislative action. Come hear the latest on new coding and billing
procedures that should be used by FQHCs in filing claims
under the Women’s Health Care Program, Titles V, X and XX
Family Planning and the Breast and Cervical Cancer Programs
to expedite claims processing and FQHC reimbursement.

SUNRx is a Prescription Benefit Administrative (PBA) service
that is designed to reduce prescription plan costs. TACHC is
adding the PBA service offered by SUNRx to the TACHC 340Better
pharmacy purchasing program. Come learn how your health center
pharmacy can use SUNRx as a management system within an
in-house pharmacy program or to supplement an in-house pharmacy
in conjunction with a retail pharmacy contractual relationship. Health
centers piloting this program will also discuss implementation issues.

Since 9/11, the natural disasters of Hurricane Rita, Hurricane Katrina,
human morbidity of bird flu, and other emergent conditions, healthcare
providers have become aware of the importance of emergency
preparedness and the development of emergency plans. The purpose of
this session is to engage providers and other health care professionals in
a discussion of the various facets and elements that must be considered
during disasters that are organic or terrorist in nature. Pandemic flu,
preparing the patient with chronic disease for emergencies, and practical
advice from practitioners who have been in field during such events will
be the focus of this session.

and health care landscape require health centers to be able to

marketing and public promotion strategies that are
necessary for health centers to continue to thrive
in this new reality.

pivotal year for community health centers. Policy and funding changes
in programs at both the federal and state levels that impact health
centers and the communities we serve will be discussed. This session
will review recent Congressional activity related to health center
appropriations and reauthorization as well as the latest on the
reauthorization of the CHIP Program, including PPS reimbursement for
FQHCs in CHIP. An overview of the most recent state legislative session,
the impact of the Frew Lawsuit Settlement and the state’s plans to
reform the Texas Medicaid Program will also be discussed.

A significant trend in the health care marketplace is the
establishment of small, walk-in, medical clinics that are
located in retail establishments. Companies such as Minute
Clinic have opened in CVS Pharmacies and larger retailers, like
Wal-Mart and Target are now planning to expand offerings in
all of their stores. This session will provide an overview of
considerations and potential models that FQHCs should consider
in pursuing this new business opportunity. An FQHC pilot project
being pursued by Centene Corporation and Texas health centers
will also be discussed.

coverage during those events. Advance planning and careful

and partner with other agencies to respond appropriately during a
disaster. We will also discuss the FTCA guidance, and how you can
work to ensure that your Center remains within scope, and is covered

This session will provide an overview of BPHC and state
expectations of FQHCs to provide after hours and weekend
coverage for their patients. Additionally, DSHS and HHSC’s
interpretation of recent state legislative mandates included
in Rider 45 and in HB 1579, will also be reviewed. These
new state policies will directly impact all State Primary Health
Care and FQHC Incubator Grantees as well as the billing and
referral processes for health centers participating in Primary
Care Case Management (PCCM) Medicaid managed care rollouts
throughout the state.

This will be followed by a focused discussion on particular segments
within each of the manuals. The session will be interactive in nature,
with participants doing electronic searches by topic within the CDs
provided as part of the manual purchase. It is highly recommended
that participants bring their laptops and electronic version of the
manuals. Part I of the overview includes an examination of the
Human Resources (HR) manual and Compliance & Performance
Improvement (CPI) manual).

How to Structure Deferred Compensation and Provider

One key to the long-term success of any FQHC is its ability to
recruit and retain professional administrative staff and clinical
providers. Due to growing competition for professional staff and
providers centers are having to create enticing and comprehensive
compensation and fringe benefits packages, including deferred
compensation investment tools. Yet these fringe benefits packages
have to be "reasonable" from an IRS perspective, or the center can
face IRS action. This session looks at tax implications of creating
reasonable compensation and fringe benefits packages, including
deferred compensation investment tools, and factors that centers
must consider to ensure their reasonableness by IRS standards to
avoid IRS actions.
